It's terrorism if you can prove that it's a false-flag operation carried out to smear law-abiding patriots, or if brown people did it. Otherwise, it is something that should not be discussed or remembered at all, because it was clearly a one-time operation by mentally imbalanced lone wolves with no clear or comprehensible motives that has no greater significance for anyone.

Sayoc is a registered Republican who voted in the 2016 election, but who has numerous felony arrests, including one for another pipe bomb incident. Guess it is mostly black Floridians who get their voting rights removed for felonies. Or he was never convicted of any of these offenses. It was his genetic profile from previous cases that led law enforcement to him this time.
