Perhaps the IRA personnel had access to Cambridge Analytic's data by means fair or foul. This surely would be the crown jewel in any indictment Mueller could bring were he able to show coordination between the Trump campaign and the IRA or other enties of the Russian government. And because the Clinton campaign was incompetent, arrogant and out of touch. My estimate is that it is likely 95% Clinton campaign incompetence and, at best, 5% Russian meddling. But the election was closely decided and she won the popular vote.

I would personally prefer that half the energy that has gone into the Mueller probe had gone into ensuring that all voting machines used in the general elections had paper trails so that individual voters could take their stubs and use them to verify that their votes were recorded as they made them at the booth. It is virtually an admission of a desire to tamper with the vote that we do not already have such requirements.
