In the US it is quite common for constituents and the press to speak of the current occupant of the executive office of the federal government as the leader of < reckless eyeballin' > his party's (EU-Eng. "political group") representatives occuping the US Congress, having been duly elected by "real" people, skulking in the hinterlands, identified by the US Constitution as the Several States.

I admit, the none of the several presidencies (EP, EC, Council) established to date by members of EU gov have attained a similar distinction or palpable constituencies. Therein lies, Mr Kissinger notoriously noted, the charming anarchy of the Union.
