Indeed. In the US it is quite common for constituents and the press to speak of the current occupant of the executive office of the federal government as the leader of < reckless eyeballin' > his party's (EU-Eng. "political group") representatives occuping the US Congress, having been duly elected by "real" people, skulking in the hinterlands, identified by the US Constitution as the Several States.

I admit, the none of the several presidencies (EP, EC, Council) established to date by members of EU gov have attained a similar distinction or palpable constituencies. Therein lies, Mr Kissinger notoriously noted, the charming anarchy of the Union.

You may admit, now, the form that the people's bureaucracy assumes on any given day in no way belies their political purposes.
