Presumably the majority of the Russian, Kazakh, and probably Polish and Romanian-rooted Germans are descendants of the post-war ethnic Germans from those countries, i.e. it's pretty meaningless to talk of them as being from "migrant backgrounds".

The real measure of "immigrants" would be the 2 million or so who predominantly speak a language other than German at home.

indeed. iirc my days tethered by earphones to the language lab on the hill, it is an English dialect.

Why?

Presumably they wanted to capture the German-born "Turks" in their definition of "migrant background". Which had the amusing side-effect I noted with the German ex-diaspora.
