Nothing resembling their scheme has ever been demonstrated anywhere and the normal time for the govt to implment some sort of IT scheme is 5 - 6 years and they all go over-budget and then fail catastrophically.

TBH it looks like an idea some clueless spad had when they went to the supermarket and were amazed at the technology on the checkout, believing it was a magic solution to all their problems so long as Harry Potter could just be persuauded to wave his wand in the right way.
