The industry knows facial recognition software is biased.  Even the federal government knows the software is biased.  That hasn't stopped the first from selling the systems and various government and police agencies from purchasing the systems.

There are people working to fix the systems.  I doubt they can due to fundamental problems with the technology, e.g., Catastrophic Forgetting
