After Democrats Push Bill to Send Fracked Gas to EU, Trump Includes in Budget
And in terms of who lobbied for this bill, I think that was sort of this, as you said, this has been pushed since the beginning of the year. What was news here is looking at the lobbying disclosure forms and the number one proponent of this bill, it was the American Petroleum Institute or API, which is the lobbying voice of the oil and gas industry, which has spent every quarter of this year that's been documented so far lobbying on behalf of this bill. So, that's really who's behind this bill.
U.S. Senators Introduce Expedited LNG for American Allies Act, 2012
The "Expedited LNG for American Allies Act of 2013" amends Federal law by requiring the Secretary of Energy to approve exports of natural gas to NATO allies and Japan.

The Act would also require the Secretary of Energy to approve exports of natural gas to any other country if the Secretary of State, in consultation with the Secretary of Defense, finds that exports of natural gas to that country would promote the national security interests of the United States.

This practice was highlighted by Senator Lugar's (R-IN) Foreign Relations Committee-Minority Staff Report entitled, "Energy and Security from the Caspian to Europe" (December 12, 2012).
