The Maduro government has so far been very restrained, letting the wannabe coup leader run free and merely arresting the footsoldiers he gathers. Most governments would be in full panic mode right now with cops and soldiers clearing the streets and giving CNN the very images they know pretend to have.
But then I wouldn't be surprised if this coup was indeed planned by the military. Just look at this:

There is no official explanation why the Trump administration believed that the comical coup attempt by Juan Guaidó and his master Leopolo López would work. There are signs though that the government of President Nicolas Maduro set a trap. Several people in the top echelon of the Venezuelan government gave false promises that they would join the U.S. proxy side. They snookered Guaidó into launching his coup to let him fail.

All Participating Broadcasters, including the Host Broadcaster, shall ensure that all necessary steps are undertaken within their respective Delegations and teams in order to make sure that the ESC shall in no case be politicized and/or instrumentalized ... No lyrics, speeches, gestures of a political, commercial or similar nature shall be permitted during the ESC."
