Democrats pounce on citizenship question revelations
While the new information could inflame the political tensions of the case, it's unclear how it might affect that decision or if the Supreme Court would even consider it.
What was the question for the SCOTUS?
(1) Whether the district court erred in enjoining the secretary of the Department of Commerce from reinstating a question about citizenship to the 2020 decennial census on the ground that the secretary's decision violated the Administrative Procedure Act, 5 U.S.C. 701 et seq;
(2) whether, in an action seeking to set aside agency action under the APA, a district court may order discovery outside the administrative record to probe the mental processes of the agency decision maker* ...;
(3) whether the secretary's decision to add a citizenship question to the decennial census violated the enumeration clause of the U.S. Constitution.

Rich and poor increasingly segregated in Paris region
[T]the report (FR) "Gentrification and growing poverty in the heart of Île-de-France" published Monday by the Planning and Urbanism Institute (IAU) shows that inequality has grown considerably since the early 2000s.

"What we've seen since 2010 in particular is a further concentration of wealth in the wealthy areas, while poverty has become more entrenched in the poorest areas," said [author Mariette Sagot] Sagot. The wealthy are particularly likely to live among themselves. Half of the wealthiest households (the top 10 percent) live in just 26 of Île-de-France's 1276 communes.

Meanwhile the overall poverty rate in Île-de-France hit 15.9 percent in 2015, up from 12.3 percent nine years earlier. The poorest areas are seeing "a concentration of under-qualified workers, often immigrants, with higher rates of unemployment or of precarious employment, and a growing number of single-parent households that have contributed to stigmatisation and deteriorating economic conditions," emphasised the report.

Housing as a [stigma]

As housing prices tripled between 1999 and 2018, housing has become a greater indicator of economic status, with home owners growing richer and public housing residents growing poorer compared to the average household. Mobility in the housing market is also down. High housing prices and low economic mobility mean that populations in rich and poor areas are crystalising as people stay in their homes for longer.

Digitizing the 2020 Census
The 2020 Census will be the first to be completed largely online - if the Census Bureau's plan goes off without complications. An online census is one of several technological innovations that the Census Bureau has designed to respond to the challenges of counting an increasingly large and diverse society, while also complying with strict cost constraints that Congress has imposed.

Under the Bureau's plans for 2020's online census, 80 percent of households will receive an invitation to submit their responses over the internet. The Bureau estimates that 45 percent of those households will respond to the census online. The Bureau will mail paper questionnaires to the remaining 20 percent of households, targeting those with low internet access or large older-adult populations. Questionnaires will also be mailed to those households that do not respond online in the first instance.

the move to an online system faces another hurdle that the Census Bureau must overcome: the difficulties many traditionally undercounted communities face accessing the internet. Racial and ethnic minorities, urban and rural low-income households, immigrants, and young children have been historically undercounted at disproportionately high rates.

Transitioning to an online platform could lead them to being undercounted even more severely. Some rural areas lack broadband or any internet service. People with lower incomes are less likely to have a smart phone or internet at home.

In addition to encouraging people to respond online, the Bureau is also considering using administrative records - data that people have already given to the federal government for purposes like tax returns, government assistance programs, and the like - to reduce the need [!] for door-to-door visits to households occupied housing and help improve the quality of the data that it collects. The Bureau estimated that using administrative records in these ways could save it $900 million.
