This is an Irish Department of External Affairs internal memo about the strategy it should pursue, not a description of Boris' finer qualities...

Finesse: to bring about or deal with (something) by using great delicacy and skill.

Inveigle: to persuade (someone) to do something by means of deception or flattery.

Disaggregate: separate (something) into its component parts. If you can't get a majority in the HOC for the whole deal, break it into separate component parts which can command (separate and different) majorities...

I choose my language carefully. I have the BEST words...

finesse: In bridge, whist, etc.: a technique which allows one to win a trick, usually by playing a card when it is thought that a card that can beat it is held by another player whose turn is over.
