Yes, I can say that the government of Ukraine was an independent operator in arms and RE racketeering until the EU, acting as NATO's lead agent, made Viktor Yanukovich an offer he should not have refused on or about FYE 2013. (Ukraine "background" foreign policy detail in Wikiwtf's extensive article about Yanukovich is conspicuously uninformative.) The offer, Ukraine-European Union Association Agreement, seems to omit a "hotlink" to the $18B line of credit concurrently provided to Ukraine government by IMF among lucrative trade inducements to agree to EU association and membership. Which is to say, institutional knowledge of crimes in Ukraine disguise individual agency on behalf of NATO-member "leaders" and personal investment or partisan exploits ("interest in") to "launder" M&A of Ukraine government operations since the so-called Orange Revolution. Quite a number of Anglo-american observers have noted the similarities in dissolutions  of Ukraine and Russia (1991) states and entry by commercial opportunists from NATO's capitols.
