Yes, we could employ the unemployed and do a Green New Deal in Europe.

Map out what needs to be done, what knowledge is needed, train people and employ them. Fund research into every likely and unlikely advantage. Build the energy structure, rebuild infrastructure and housing, adapt society to the weather problems we know is coming. If we don't know how to do large scale projects anymore, I bet some with expertise can be found in China.

Problem is that the political framework does not yet exist for deficit spending on the federal level and the political framework actively prevents deficit spending on the state level. So I don't think we will. But we should.
