"Mutual aid networking" started up in Bal'more early last week by public school administrators who anticipated that the governor's "emergency management" messages, Bal'more City Hall power vacuum, and feckless hospitals' prep led by Hopkins Medicine celebrity stats left too much to imaginary mobilization.
Local media is just beginning to marshal PSAs and featured ad hoc neighborhood initiatives that will in due time weave comprehensive, volunteer services from the poverty of most residents. Bal'more is truly a city accustomed to volunteer institutions, b/c City hall has long been so thoroughly unreliable.

Organizer of @unitedworkers (not a labor union) touched base late afternoon, with UPDATE on coordination of issue committees--fragmented by neighborhood--forming a political action (PAC) position vis-a-vis City hall intransigence. Inside city council just informed UW, mayor is sitting on a $90M slush fund and am so I irked now, I will not rest until #Baltimore has discovered every. pain. point incumbents have hidden until election day.
A 10-pt letter of demands circulate over weekend emerged today as PR. The overriding response to COVID19 economic adversity is securing from municipal gov existing housing and UI relief curing the working poor tenuous stock and dependencies. (Several HH fin solutions already packaged in Hogan EOs and Annapolis bill(s), that adjourned Fri. until further notice.) @unitedworkers facilitates "Fair Development" issues from affordable housing/land trust capitalization over the past 4 years to the Bal'more Zero Waste Plan, formally launched 9 March, to decommission Bal'more incinerator plant.

I cannot emphasize enough, Bal'more is populated with a lot of small, volunteer-based, community-action groups. Many are "single-issue", co-located with RRE, church, k-12 school, "NO SHOOT ZONE," or corp-villain-of-the-day. Ironically, it's difficult to meet ppl who identify any of these groups as political action committees (PACs). Bal'more gestalt is "healing." By contrast, of course, the machine has an entrenched donor-base to City hall. See Pugh, tears, sippy cup.
Social safety nets and social networking in the "real" is challenging personal and organizational work. Re-locating HH with employment is the most benign set of circumstances upon which to re-build or re-create mutual aid on which one has gratuitously relied.
I voluntarily moved to Bal'more in mid-'17, and my points of entry was a Poor People's Campaign chapter establishing NEW! to the world political ed, way too much "healing." Which is how I migrated into United Workers which has a better developed political ed/political action regimen to obtain PAC power. (I'm a New Yorker after all in search of rabble, not southern hospitality.)
anyhoo, this COVID19 civil emergency is another sort of once-in-a-100-years opportunity testing diverse assumptions. To be sure, expectations of US homeless and incarcerated are low, my contact informs: agitating City Hall--which holds equity in diverse CRE--to commit hotel accommo for homeless singles and families by weekend.
