Ah, so the whole cabinet is filled by following a formula. That is actually how we do it on the local level in Sweden, giving the opposition minority representation in local executives. (Though we use modified Sainte-Laguë instead of d'Hondt.)

Two questions:

1) Are ministerial portfolios also distributed by following the formula? Or do they have to agree who gets finance, health, education, environment, etc.

  • Lets see, Greens gets the fifth ministerial portfolio, so Education...
  • We would rather have Environment!
  • You get Education!

2) What then has the stale mate been about. They obviously disagree on politics, but that is what the formula is for. Hating each other so much that they refuse to actually meet as a cabinet?
