For the purposes of the governmental system set up under the Good Friday Agreement, the Alliance party designates itself as unionist. The First Minister is appointed by the largest party and the second minister by the largest party of the opposite persuasion. So you could have Sinn Féin and Alliance Party first and second Ministers and vice versa. In practical terms there isn't much difference in the powers of those positions. The rest of the Ministers in the executive are appointed by the D'HONDT SYSTEM so you don't have a formal government and opposition as such.
