Baltimore's "Vacants-to-Value" (V2V) is a decade-old RE sales scheme, initiated by former-mayor Rawlings-Blake, to unload ~17K abandoned lots and houses that cannot be sold as annual tax lien securities. Before that and peak city out-migration (2020 Census), the city called its marketing plan "Dollar House" and SCOPES.
"[One] problem with most vacant houses in Baltimore, even if you pay nothing for the house itself, is that the cost of renovating them and bringing them back up to code exceeds their value in the place that they are," says [current comptroller Bill] Henry.
The other problems since revealed are, the city's housing authority (fed HUD, state HUD) grants management and policies to promote speculative investment in rental property instead of "racial equity" in land trust management and home ownership of the "Black Butterfly". Regardless of crisis--COVID, affordability, air and water pollution-- B'more is out to prove time and again, there is no "community association" it cannot corrupt.

Baltimore-Washington Rapid Rail claims it has condemnation authority stemming from its acquisition of the former Washington, Baltimore and Annapolis Electric Railroad Co. franchise in 2015. The rail operator, which eventually hopes to extend its train to New York, says condemnation power came with the franchise as a last resort to acquire essential land for the proposed $10 billion [express] route.
Westport--a neighborhood in Baltimore city--is also a "community investment" site obligated by Under Armour's ill-conceived Port Covington, 235-acre "megadevelopment" scheme, underwritten by $148M TIF bonds issued by Balt City Hall. Although, Plank's enterprises disintegrated in 2020, ritual ground-breaking of a hastily modified prospectus seemed to mollify the mayor's Board of Estimates, if not the SEC.
Wayne Rogers, CEO of Baltimore-Washington Rapid Rail, has said the economic and environmental benefits of a train whisking riders from Baltimore to Washington in 15 minutes, and eventually from Baltimore to New York in under an hour, would outweigh benefits of waterfront housing for the city [residents], state and Northeast corridor.

Baltimore City recently ["]asked["] the Federal Railroad Administration not to approve the train, citing concerns about equity and the project's effects on the environment.

"this ruling disregards the needs of Black women to protect their hair and their hairstyles when they swim," [chair of and a professor of Africana Studies at Brown University Noliwe] Rooks said. "The ruling specifically mentioned the fact that "Haircare for the volume-blessed"® do not hug the scalp, but Black hair does not necessarily lay flat against the scalp, and also can have a thickness that makes it impossible to keep a ["]traditional["] swim cap from filling with water as the athlete swims," Rooks said.

Common respiratory viruses are on the rise; Tennessee restarts vaccine outreach after GOP pressure: Latest COVID-19 updates
a particularly severe flu season could be on the horizon, the Centers for Disease Control and Prevention warned Friday.

Most common respiratory viruses - influenza viruses, common human coronaviruses, rhinoviruses and more - circulated at historically low levels in 2020, likely due to COVID-19 mitigation measures such as wearing face masks and social distancing, the CDC said in its weekly update.

But now, as those measures relax, some viruses have begun circulating at increased levels at an UNUSUAL time of the year, the CDC said.

Florida Man sues Facebook, Twitter, YouTube for account ban - The Register
A Florida man held a press conference at his golf club in Bedminster, New Jersey, on Wednesday to announce the filing of lawsuits against Facebook, Twitter, and YouTube, and corresponding executives Mark Zuckerberg, Jack Dorsey, and Sundar Pichai - who runs YouTube's parent company.

The former political office holder, known among other things for a cancelled reality TV series, a discontinued steak business, a failed casino, and a shuttered business training school, accused the social networks of violating the First Amendment of the US Constitution by closing his accounts and deplatforming him.

Booted from the aforementioned internet services for statements deemed to have encouraged or incited the storming of the US Capitol by tooled-up tourists, the plaintiff is also seeking to have the courts declare Section 230 of America's Communications Decency Act unconstitutional.

Legal scholars were quick to ridicule the complaints. "The First Amendment does not apply to non-governmental actors - full stop," said Steve Vladeck, the Charles Alan Wright Chair in Federal Courts at the University of Texas School of Law.

January 6: First Capitol rioter sentenced to prison time
A Florida man has become the first to be sentenced to prison for his part in the US Capitol riots on 6 January.

Paul Allard Hodgkins pleaded guilty in June to one felony count of entering the Capitol to obstruct Congress. He was jailed for eight months.

Prosecutors had asked for a term of 18 months, saying Hodgkins "contributed to the collective threat to democracy".

The sentence is expected to set a benchmark for hundreds of upcoming cases from the Capitol riots.

Hodgkins, 38, told a Washington DC court that taking part in the invasion of the Capitol had been a "foolish decision".

He said he regretted "the damage that day's incident caused and the way this country that I love has been hurt".
