To be fair, "The economic consequences of the coronavirus pandemic are linked to one of the sharpest increases in hunger in decades" as in Baltimore, USA, where local, volunteer mutual aid compensated for the collapse of state and federal welfare programming. So some Cubans' protesting food shortages might correspond with Joe's revised unalienable "international norms", except that some US Americans posing as freedom-fighting world citizens deem this particular, ahem, lived experience "food apartheid" rather than, say, "monroeism," because Democracy®, possibly anti-racist weed.

Biden administration investigating cases of 'Havana syndrome' in Austria
The State Department announced on Friday there have been a series of Havana syndrome cases among the U.S. embassy community in Vienna community that will be investigated by multiple American agencies.

Havana syndrome first appeared at the U.S. Embassy in Cuba in 2016 when American officials began to get mysteriously ill. Some needed hospital treatment for months, and others had brain injuries.

When you say you're trying to figure out what's causing them and who is causing them, that suggests that this is someone taking action.
That's certainly a very strong possibility. The National Academy of Sciences, a year ago, in a very extensive report that they did, suggested that the most plausible theory for what caused this was some form of directed energy, and that sort of narrows, then, the number of potential suspects who could have used this, have used it historically and have the reach to do this in more than one part of the world, too. So, yeah, we're very focused on getting to the bottom of this.

Is it Russia?
Could be, but I honestly cannot -- I don't want to suggest until we can draw some more definitive conclusions who it might be. But there are a number of possibilities.
