It isn't just that Britain is short 100K HGV drivers, it is short 1 Million workers for more menial production, harvesting and distribution work - pickers at Amazon warehouses, production line workers, seasonal farm workers, care home and hospitality workers etc.  

These jobs used to be done by hard working east Europeans who were raised,educated,and trained at no cost to the UK. The sort Tories and Brexiteers like to look down on as potential welfare spongers or as increasing demand for NHS and educational services.

These jobs are beneath the British middle class and used to be done a longer time ago (by me) and Irish summer students who can now get better paid jobs in Ireland. Hopefully the east Europeans will now be able to find work in their home countries and contribute to GDP and prosperity there.

The UK has had an almost free ride on these foreign workers for very long time and given them nothing but contempt in return.Time for the Eton/Oxbridge students to get some summer jobs to see how he other half live.

A one-time, one thousand pound incentive is an insignificant amount of money in this situation. Double their regular pay, provide suitable eating and sleeping accommodations, and restrooms, do not make drivers liable for the side effects of paperwork errors that they have no control over, etc. Even then, driving truck is not a picnic.
