On the spectrum of presidential transformations, this one appears to be fundamental. A few months ago, French President Emmanuel Macron defined himself as a "blue-eyed optimist." He was the confident leader able to go on television to talk about looking forward to the "day after" the Covid-19 pandemic, at a time when sufferers were just starting to flood into the hospitals. In his eyes, every crisis came with a silver lining. This is a mindset that time and a global situation marked by the war in Ukraine seem to have shelved.

The president opened the Council of Ministers on Wednesday, August 24, with a particularly somber statement. In a 12-minute speech broadcast live on 24-hour news channels from the Elysée meeting room (a rare occurrence) he spoke of a "great upheaval" with a historic trifecta - "the end of abundance, the end of recklessness, the end of taking things for granted." A gloomy prospect, with no signs of blue sky or clouds with silver linings anywhere.
