We have cooperatives here who build solar on other people's roofs, often publicly owned properties. The owner of the roof gets a fee for the use of it, the cooperative funds and markets the power production. Shouldn't that be possible in France too? The cooperative I own shares in is small (like most), operates regionally (again, like most) and funds its projects entirely by selling shares.
