Actually, Democratic Staff Director for the U.S. Senate Foreign Relations Committee from 2002 to 2008.  Praeger published his magnum opus (1987) the year before he even graduated from Columbia Law. How he found a year to "contribute" to New Republic, I dare not speculate, except to note, he's enjoyed a charmed life.
