The Carter Center, which observed the election and a post-election audit, concluded in a report that the results "reflect the will of the Venezuelan people."

The $112-million optical-scan machines the country had been using were made by Nebraska-based Diebold's Election Systems and Software. The machines malfunctioned so badly on Election Day in 2001 that the government sent an air force jet to Nebraska to fetch ES&S technicians to fix them.
