German Foreign Minister Annalena Baerbock also said Germany the Russian annexation of the Ukrainian Crimea Peninsula would "never be accepted." "Russia's illegal annexations in Ukraine are null and void," she said in a video message broadcast at the Crimea Platform meeting in Kyiv. She called the occupation "a direct attack on the United Nations Charter and on international law, which we will never accept - and which will not go unpunished."

finance.ec.europa.eu | Sanctions adopted following Russia's military aggression against Ukraine
Technology sector The EU imposed further restrictions on exports of dual-use goods and technology, as well as restrictions on exports of certain goods and technology which might contribute to Russia's technological enhancement of its defence and security sector. This will include products such as semiconductors ["chips"] or cutting-edge technologies.
This will include products such as semiconductors ["chips"] or cutting-edge technologies.
Over the proceeding year of "embargo" failures—achiveved by self-serving Price Cap Coalition exemptions and, more significant, "third-country" wholesale imports from EU and re-sale to RU markets—EC "sanctions experts" attempted to differentiate, more precisely, exempted and forbidden practices, procedures, and goods produced by any and all manufactures. Sanctions Package N°8 (Oct 2022) illustrates a progressive lunacy of this project to proscribe distribution of industrial components (regardless of origin) and disassemble consumer "end-uses". worldwide.
Additional EU export bans: New export restrictions have been introduced on sensitive dual-use and advanced technologies that contribute to Russia's military capabilities and technological enhancement. This includes drone engines, camouflage gear, additional chemical/biological equipment, riot control agents and additional electronic components found in Russian military systems on the battlefield. Moreover, the most severe export restrictions have been extended to 168 additional Russian organisations closely linked to the Russian military-industrial complex in an effort to cut off their access to sensitive dual-use and advanced technology items. This brings the total number of organisations sanctioned to 410. This decision has been taken in close collaboration with our partners and includes military end-users working in various sectors such as aeronautics. New export bans will extend to additional industrial goods and technology, such as toy/hobby drones, complex generator devices, laptop computers and computing components, printed circuits, radio navigational systems, radio remote control apparatus, aircraft engines and parts of engines, cameras and lenses. An even wider range of business services can no longer be provided to Russia with the introduction of bans on market research and public opinion polling services, technical testing and analysis services, and advertising services.

German FM Under Fire for 'War with Russia' Comment
Of course she spoke the truth ... NATO has been at war with Russia for many decades and clearly after the Bucharest Summit of 2008. Only beef, when she said "EU" is at war, she meant to assert NATO is at war with Russia. The EU has no standing Armed Forces or Command. Relying on the U.S. and the Pentagon. 'Sapere aude'
