CIA Position Paper for Ukrainian Discussion wit SS in London, 23-25 April 1951

I. Area of Agreement:

1.  Both CIA and SS agree that a Ukrainian underground (UHVR, OUN, on Ukrainian Soil and UPA)exists and constitutes an extremely worthwhile target.

2.  Both CIA and SS agree that the July 1950 instructions from the Provid of OUN and Ukrainian Soil are authentic.

VII. Alternate Positions:

1.  If the SS insists upon inclusion of the OUN/B leaders in the ZP UHVR or in a reconstituted ZCh OUN Provid,the CIA position will be:
a. Bandera himself is completely unacceptable.
