The claim was filed by a resident of Chernihiv. The statement submitted by him claims that in accordance with the legislation of Ukraine, the Verkhovna Rada is obliged to call presidential elections in connection with the approaching expiration of Zelensk*'s five-year term of office. The plaintiff demands that the court oblige the Parliament to call presidential elections. As part of the proceedings, the Ukrainian Parliament has been given 15 days to provide an explanation for its decision not to call an election.

Ukraine is actively discussing the legitimacy of the government in the absence of parliamentary and presidential elections, which cannot be held during martial law. Ukraine's presidential election was scheduled to take place in March. In particular, Rada deputy Alexander Dubinsky stated that Zelensk*'s powers under the constitution expire on the night of May 21, 2024, that is, exactly five years after the inauguration, and there is no legitimate way to extend them. In turn, the country's former ambassador to the UK Vadim Prystaiko admitted that Kiev's Western partners are also concerned that Zelensk*'s presidential term should soon end.
