The unrest flared after French lawmakers approved a bill extending voting rights in provincial elections to residents arriving from mainland France—a change critics fear could marginalise indigenous people and benefit pro-France politicians.

Emmanuel Macron appeared in New Caledonia (Nouvelle-Calédonie) yesterday for 12 hours to interpret the 1998 Nouméa Accord. With one hand, Macron immobilised execution of a constitutional "reform" passed from seats of the metropol National Assembly to the overseas provincial parliament. With the other, Macron extended the gendarmerie visa to restore "democratic legitimacy" of foreign settlers until conclusion of this summer's Olympic Games (T -80 days) or indefinitely, some familiar with the matter say.

To demonstrate French magnanimity, Macron also opened channels of communication with the natives' elected leadership, President of the Government of New Caledonia (FKA Kanaky) Louis Mapou and the President of Congress Roch Wamytan at the territorial residence of an anonymous "high commissioner."

Let us now note. The name of the préfet d'ouverture de Nouvelle-Calédonie ("high commissioner") is Louis Le Franc, not Louis Le Nickel, Louis Franc Pacifique, or Louis XPF.

The European Union has named nickel as a critical raw material, which means it is economically and strategically important for the European ['Green'] economy but is considered to have a high-risk associated with its supply importing it.

"Some of the discussion around France wanting to maintain its control over New Caledonia is motivated by its hopes to secure the large nickel deposits there, perhaps with an eye to future electric vehicle production," said Nicholas Ferns, a research fellow at Monash University in Australia.
