...The statement from Egypt and Qatar did not disclose what the response said, but the official, who declined to be identified, said Hamas proposed a new timeline [same as the old timeline?] for a permanent ceasefire with Israel and withdrawal of Israeli troops from Gaza, including Rafah....

This required a formula stipulating the total withdrawal of Israeli troops from Gaza and a swap of hostages held in Gaza for Palestinians jailed in Israel, he told Reuters....
Hamas formally responded on Tuesday to a U.S. ceasefire proposal for the eight-month-old war in the Gaza Strip, and Israel said the response was tantamount to a rejection while a Hamas official said the Palestinian group merely reiterated longstanding demands not met by the current plan. The United States has said Israel accepted its proposal, but Israel has not publicly said this. Israel, which has continued assaults in central and southern Gaza, among the bloodiest of the war, has repeatedly said it would not commit to an end of its campaign in Gaza before Hamas is eliminated.

The first phase would last for six weeks.  Here's what it would include: a full and complete ceasefire; a withdrawal of Israeli forces from all populated areas of Gaza; a release of a number of hostages—including women, the elderly, the wounded—in exchange for the release of hundreds of Palestinian prisoners.  There are American hostages who would be released at this stage, and we want them home.

Then phase two: There would be an exchange for the release of all remaining living hostages, including male soldiers; Israeli forces would withdraw from Gaza; and as long as Hamas lives up to its commitments, a temporary ceasefire would become, in the words of the propo- —the Israeli proposal, "the cessation of hostilities permanently," end of quote. An Israeli official said on Tuesday the country had received Hamas' answer from the mediators and that Hamas "changed all of the main and most meaningful parameters." The Israeli official, who spoke on condition of anonymity, said Hamas "has rejected the proposal for a hostage release that was presented by President Biden."
