Since 2005 and a/o 2022 eleven states currently participate in RGGI: Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, Connecticut, New Jersey, New York, Virginia, Maryland, Delaware. Pennsylvania reportedly is drafting relevant legislation to "deregulate" producer and transmission licensing in order to enter RGGI carbon credit trading.

As an MD rate payer, I honestly, don't understand the prestige or value adding a "New England" imprimature to demonstrably dysfunctional competition with a few incumbent utilities whose subsidiary operations control the entire Atlantic sea board.

It might make more sense to do this on a grid membership basis. NPCC only goes down to NY.
