Europe's New Boss

BRUSSELS (De Telegraaf) - The probability that PM Balkenende will move to Brussels is becoming more likely. At the start of the European Council meeting yesterday of its 27 members, it became clear that Tony Blair, a long time favorite for the position to become Europe's first president, is slowly being sidetracked.

Increasingly, top leaders express their preference for a candidate from the European family of Christian Democrats, and clearly to the advantage of Dutch PM Balkenende. Once again the prime minister firmly denied being in the race. In diplomatic language this is to be perceived that his chances are rising.

At least we helped to stop Tony Blair, but Balkendende increasingly looks like the having all the right attributes - EPP, relatively uncontroversial, from a smaller older member - and with the socialists now shifting their focus to the Foreign Minister post.

I always thought it would go to a peer - an ex-prime Minister - but the absence of a clear contender allowed others such as Mary Robinson into the frame.  I would still see her as a good foreign minister, but concede that it is also more likely that this post will go to an ex-foreign Minister or Prime Minister like Bildt.

If Cowen had any pretense at being above party politics he could nominate her for Climate change or Third World Development Commissioner but I don´t know if she would be interested.  A less "political" back room wheeler dealing role would probably suit her best.

The Irish Commissioner job is more likely to go to (former Fianna Fail Cabinet Minister, Ganley board member, and current member of the European Court of Auditors) Máire Geoghegan-Quinn or Pat Cox, former President of the EP.

Balkenende enjoys good relations with both Sarkozy and Berlusconi, which will be important, and hasn't really irked anyone else.

There was one press statement that said that Merkel considered him too uncompromising, but I don't know quite whether that would be accurate. The last standoff between Germany and the Netherlands was in the days of Zalm and Eichel, when Stoiber was leading the CDU/CSU as Kanzlerkandidat.

Though there is this from the Lisbon Treaty negotiations:

On 21 June 2007, the European Council of heads of states met in Brussels to agree upon the foundation of a new treaty to replace the rejected Constitution. The meeting took place under the German Presidency of the EU Council, with Chancellor Angela Merkel leading the negotiations as President-in-Office of the European Council. After the Council quickly dealt with its other business, such as deciding on the accession of Cyprus and Malta to the Eurozone, negotiations on the Treaty took over and lasted until the morning of 23 June 2007. The hardest part of the negotiations was reported to be Poland's insistence on 'square root' voting in the EU Council.

After the council, Poland indicated they wished to re-open some areas. During June, Poland's Prime Minister had controversially stated that Poland would have a substantially larger population were it not for World War II. Another issue was that Dutch prime minister Jan-Peter Balkenende succeeded in a greater role for national parliaments in the EU decision making process, as he declared this to be non-negotiable for Dutch agreement.


And that latter part came back to bite Merkel in the ass when the German Constitutional Court in Karlsruhe gave its ruling on the German implementation of Lisbon. I guess it's something the Germans weren't too keen on.

It HAS to be a peer by the rules of the Lisbon Treaty, but peer here is ex-PM OR ex-President, thus Robertson was eligible.

The President of Ireland post is largely ceremonial and does not entitle the holder to any presence at any European Council meetings - so she would never have worked directly with other Council members in that capacity.   Perhaps colleague would have been a better word to use.

Is Miliband set to desert sinking ship?

BRUSSELS (The Independent) - David Miliband's chances of becoming foreign minister of Europe increased dramatically after it emerged that the most senior figure in the EU is privately leading a campaign on behalf of the Foreign Secretary.

Mr Barroso's role in the appointment of the high representative for foreign policy is crucial because the holder would also be vice-president of the commission - and his deputy. He therefore has a veto over who would get the post. Mr Barroso does not have a direct say over the president of the council role that Mr Blair was hoping for.

While the presidency is more of a figurehead position, the foreign affairs job holds real power in the new-look executive created by the Lisbon Treaty, with the office-holder having more resources and influence over shaping the future of Europe.

Mr Miliband emerged as the real winner in Brussels. His former boss, Mr Blair - who did not attend the summit - was being written off.

Merkel and Sarkozy scupper Blair's presidential hopes

BERLIN (DeutscheWelle) - Tony Blair will probably not become 'Europe's George Washington' after German Chancellor Angela Merkel and French President Nicolas Sarkozy failed to back the former British prime minister at a summit in Brussels.

"With Angela Merkel, we have agreed that France and Germany will have a common vision and support the same candidate when the time comes," Sarkozy said.


Blair's demise is Miliband's gain.

Sarkozy turns against his old ally

Sarkozy once declared his support for Blair's candidacy, but the British campaign to push Blair stumbled when Brown failed to win the blessing of European socialists before the summit began.

"If he cannot get the backing of the socialist group, being a Labour man himself, it's a very difficult situation," Danish Prime Minister Lars Lokke Rasmussen said.

"But I will not let myself be reduced to silence."

EU leaders urged to consider former Irish president for top presidency    h/t Migeru

A cross-party group of MEPs have called for former Irish president Mary Robinson for the role of EU president. The deputies, from four political groups, make their demands in signed a declaration which will be delivered to the summit.

The declaration also condemns the "convulted and obscure" way in which the EU presidency post and that of high representative have been discussed in recent weeks.

Robinson has already ruled herself out of the running but the 30-strong group say EU leaders meeting in Brussels on Thursday to discuss the post should urge her to "reconsider" her decision.

It appears Rompuy is being offered to get Gordon Brown's candidate Tony Blair off the table. You make a deal to look for an acceptable alternative ... JP Balkenende. Both are from the smaller original six EEC nations and the same Christian Democrats party (EPV). The majority of conservatives will claim the EU Presidency, a lot of horse trading will be going on. Although not participating in the present Dutch cabinet, the VVD is set to push for a second term of EU Commisioner Neelie Kroese. She has done an excellent job curtailing European cartels and illegal price fixing. This is also a heavy post and would have to be offered if JP gets the EU Presidency. It appears this may be discussed, see WSJ article.

It appears that performing well on the Commission doesn't count for much, given that the most inexperienced and recent member of the commission just got the vice President of the Commission (and foreign Minister) gig with no foreign policy experience.

There is no POTEU. There are two POTECs (one for the European Council, another for the Commission), a POTEP, and a POTC (for the now separate Council).
