| | The parliamentary speaker for CiU, Josep Antoni Duran i LLeida, confirmed that his 10 MPs will save the spending cuts decree and, in passing, the government of José Luis Rodríguez Zapatero. Their abstention will join that of Coalición Canaria and [Navarran centre-right] UPN, so that the decree will be confirmed by a one-vote plurality, if nobody makes a mistake when voting. |
In Spain the government has the ability to legislate by decree, but the decrees must be validated by the parliament within a short time or they become null and void.

| | "The problem is you and your government", Durán told Zapatero. "Your time is done, don´t call elections now because the worst would be to be without a government, but after the labour reform and the budget - which won't have our support - it will be time" to do it, he warned. |
Usually, minority governments in Spain fall when they fail to pass the budget for the following year - which is why the general elections have eventually migrated to March. | | The PSOE would have enough with a simple majority, that is, more votes for than against. Until yesterday, the government counted on the abstention of CiU, PNV, Coalición Canaria and UPN and only [sic!?] the votes against of the PP, UPyD, and the left (ERC, BNG, IU, ICV, and Nafarroa Bai). However, in the afternoon, the president of the PNV, Íñigo Urkullu, announced that their seven MP would vote against, "for their disagreement both in the form and the substance", reports Alberto Uriona. |
