Strasbourg shooting: Gunman at large after two killed and 11 injured - BBC NEWS

Two people have been killed and 11 others wounded in a shooting in the eastern French city of Strasbourg.

The gunman, known to security services, is on the run and is being hunted by police. He had been injured in an exchange of gunfire with a soldier, police said.

The shooting happened close to a Christmas market in one of the central squares, Place Kléber.

France's counter terrorism prosecutor has opened an investigation.

Confirming the death toll had risen to two, the French interior minister, Christophe Castaner, who is on his way to the city, called it a "serious public security incident".

Seven of the injured are said to be in a serious condition.

Tory Brexiteers are increasingly confident they have enough support to trigger a no-confidence vote in Theresa May as party leader.

If 48 Conservative MPs submit letters to say they no longer support her, a leadership challenge will be launched.

There is no confirmation but sources, including a cabinet minister, have said they believe 48 letters have been sent.

The BBC has also been told the senior backbencher who receives the letters has asked to see the PM on Wednesday.

Immigration is falling and EU residents are leaving in their 1000s.

So, anybody with a skill and a UK residency has a premium. But if you have no skill, then in-work poverty awaits. Employment has ceased to be a useful indicator of the health of the working nation as minimum or even average wage jobs do not provide sufficient to afford a roof over your head, let alone food. People are sleeping rough who have regular jobs.

EU parliament approves 'world's largest' free trade deal with Japan
The EU-Japan Economic Partnership Agreement will remove duties on almost all agriculture and industrial products as well as open up the service sector and procurement. It also moves to eliminate non-tariff barriers to trade.

While the demographic crisis is real in Japan, it drives me nuts every time I see stories about "the desperate need to import foreign workers" without mentioning the fact that more and more Japanese young people are being caught in a no-win treadmill of minimally paid contract work and brutal overtime, and the withdrawal from the labor force that this causes - not that hard when so many young people live with their parents well into their 20's anyway.

"Demographic dramas": one would think a nation like Japan would be particularly able to gracefully degrade with the size of it economy and demand. Alas. Surplus labor is always in fashion for one, really only one, reason --to depress wages and circulation, to support the store of value in retained earnings, capital invested generations ago. For what it's worth Japan hasn't reported GINI index in close to a decade, but it's looking forward to a flush which will not be re-distributed.

Deadly earthquakes, typhoons and a record heat wave that wreaked havoc across Japan prompted the public to vote for "wazawai," meaning disaster, as the kanji that best captures their sentiments about the year now passing.

The kanji of the year was announced Dec. 12 by the Japan Kanji Aptitude Testing Foundation.

The problem is not so much too many terms, it's too many years. There is something to be said for Congress having some institutional memory held by an older set of members, but when ALL of the leaders of government are in their 70s, it is not a good situation.

A neuron uses the rate at which it is stimulated by other neurons to decide whether to fire.

I do have a post to place, which I believe it should be a diary, but I have no authorization.

It is a short comment on the background of the Gilets Jaunes' rebellion (or popular seccession, so say some people knowledgeable in history). I wrote it both in french and english.

More than 10 years ago, I used to be hanging around here, commenting occasionally. My username was findmeaDoorIntoSummer. I never wrote a single diary, which was strange. Eventually I would realize that there was a pathological explanation for that fact and similar troubles - troubles which eventually led me to leave. Which was a great relief, and allowed me to fight back. Knowing yourself truly empowers you.

These days I do have a lot more answers. I wont be hanging around much, I am afraid. I have a hard fight ahead of me, to present my ideas on a long classic format, and therefore to be properly recognized as an author, and a serious one, mind you.

I could sent my short, high density, text to an old timer, such as Migeru, but my statements will trigger probably a lot of questions, namely requests for references, and you should be entitled to receive answers. This was never a place for shallow conversations, after all.

You let me know what to think. I am afraid that today, Wednesday, I will be out of base camp and unavailable to reply.

First thing I did after creating this account was click on "Diary". Second thing was click on "New Dairy". The following message is issued: "Permission Denied."

I am therefore both posting the text here, and sending you a copy in PDF format in case you want to place it somewhere else. It is short because I believe a shocking truth must be delivered in a acute blow. It is in French because for most of my adult life I have been waiting for the good folks of Paris to offer me a gift to change our lives for the better, and now that such event has become slightly possible, one has to do its share of the good work.



Hundreds of thousands, probably millions of French citizens have flooded the streets. They demand being heard, i.e. actual democracy.  They have been impoverished, and cannot bear the hike on fossil fuel price, the major fraction of which are taxes. It is possible that they might even want a reduction on taxation in general.
    French government justifies this particular taxation as a means to lower carbon dioxide emissions into the atmosphere. In fact, a reduction in the consumption of petroleum, if not carbon in general.

    Perhaps a direct answer, as below, is best to reveal the depth of the deception. There are ideologies, both old and new, which may lead our societies to its decomposition.
    Memory is the primary resource of intelligent entities in order to predict the future. We must not forget the past:

    Tax on fuel consumption is an example of flat taxation. And even if you may chose to drive or not a car or motorcycle, many people do not have a viable option.
    In contrast, in the good old times, both in Europe and the United States, the richest of people and corporations had to return the vast majority of their revenues as taxes. They were however safer, more admired and appreciated then today. Those taxes paid for high quality, low-cost - if not free -, public services in Europe, and kept the American budget afloat, i.e. its economical independence.

    Under usual circumstances, concentration of CO2 is the limiting factor to photosynthesis, i.e. biomass production; in other terms, biological wealth. You should also know that CO2 concentration has been many times above current levels practically ever since plants and animals arrived to dry land, and they have had a great time.
    Drinking a ridiculous amount of water can kill you, but it doesn't make it a poison,  especially when you are thirsty.

    Most recently, rise in CO2 levels has allowed a rise in leaf cover throughout the world, which is apparently warming up polar and boreal areas, and slightly chilling warm areas. Plants and birds, farmers, animal lovers and long-term investors should be happier now.
    On the other hand, whatever is based on scarcity, such as frozen deserts, ecologists who secretly do not care for life, and carbon tax financial products, will perform poorly.

    La taxation sur la consommation des carburants est un impôt à taux unique. Et même si vous pouvez choisir de ne pas conduire des voitures ou motos du tout, mais beaucoup de gens ont besoin de le faire.
    Au contraire, au bon vieux temps, dans Europe et les États-Unis, les gens et les entreprises les plus riches avaient à retourner la plupart de ses revenus comme des impôts. Et pourtant, elles étaient alors plus sûres et plus admirées et appréciées qu'aujourd'hui. Ces impôts payaient des services publiques de qualité et peu coûteux, sinon gratuits, en Europe, et maintenaient le budget américaine à flot, c'est à dire l'indépendance économique du pays.

    Normalement, c'est la rareté du CO2 que limite l'activité photosynthétique, c'est à dire la production de biomasse; la richesse des écosystèmes - si vous préférez. Il faut savoir aussi que la concentration du CO2 dans l'air à été plusieurs fois supérieure à l'actuelle, presque toujours depuis l'apparition des plantes et des animaux sur terre sèche; cependant ils ont pu bien s´amuser.
    Boire une quantité ridicule de l'eau peut tuer, mais l'eau n'est pas du poison, surtout quand vous avez soif.

    Ces derniers temps, la croissance de la concentration du CO2 a permis une croissance des feuilles des plantes sur Terre, laquelle semble chauffer les régions plus froides, et refroidir légèrement les régions plus chaudes. Alors, des plantes et des oiseux, des agriculteurs, des amis des animaux et des investisseurs à longue terme doivent se réjouir.
    Au contraire, ce qui est basé sur la pénurie, comme les déserts glacés, les écologistes qui n'aiment vraiment pas la vie, et les produits financiers taxe carbone, auront des médiocres performances.

Affirmative action in Malaysia began in the 1950s, after the British colonial administrators, who had welcomed laborers from China, departed. Since 1971, Malays have enjoyed preferential treatment over their Chinese compatriots in everything from schooling and housing to government jobs and access to capital. The government's express goal was "racial balance," and to that end Malay entrepreneurs were given preference in obtaining credit, licenses and government contracts. Developers offer Malays discounts on new homes, and shopping centers have even banned ethnic-Chinese-owned businesses to limit competition with Malay proprietors.

Brazil court grants Nissan ex-boss Ghosn access to Rio apartment
Carlos Ghosn or his daughter should have the right to access a contested Rio apartment to retrieve personal belongings, according to a legal document seen by Reuters.
At the center of the dispute is Nissan's claim that the apartment contains three safes that the carmaker says it found there. Nissan says it has not opened the safes but that they may contain evidence against Ghosn, which could be lost if people close to the former executive gain access to the apartment.
A Tokyo court on Tuesday rejected Ghosn's appeal to end his detention after he was arrested last month on allegations of ["]financial misconduct.["]

It was a dumb-terminal system, and hacking wasn't very sophisticated in those days. If a provider left backdoors open to admin features which were not password-protected, presumably there were hacks.

But the information behind the Minitel sites was far from being as pervasive or as sensitive as it is now.
