Assassination Attempt? Russian Who Sold Out Kremlin's Spies Collapses in U.K. Street - Daily Beast

Sergei Skripal, 66, is a former Russian intelligence officer who was jailed in his homeland for spying for MI6 and allowed to relocate to the West after the most high-profile spy-swap since the Cold War that included sending the infamous Russian spy Anna Chapman back to Russia.

On Monday, he was airlifted to a hospital in South West-England where he and a younger woman were being treated in intensive care. Skripal was found collapsed on a bench with the woman in the riverfront shopping district in the cathedral city of Salisbury.

Skripal was a Russian army colonel who worked for the army inteligence unit known as the GRU. He was arrested in 2006 for passing information to the British about Russian spies dating back to the 1990s. The FSB, the notorious successor to the KGB, claimed that Skripal was recruited by the British in the mid-1990s and was paid up to $100,000 into a bank account in Spain for a decade's worth of spying.

It seems to have been all over the Soviet Union, not just in Russia. NY Times, 1999.
The United States and Uzbekistan have quietly negotiated and are expected to sign a bilateral agreement today to provide American aid in dismantling and decontaminating one of the former Soviet Union's largest chemical weapons testing facilities, according to Defense Department and Uzbek officials.

Earlier this year, the Pentagon informed Congress that it intends to spend up to $6 million under its Cooperative Threat Reduction program to demilitarize the so-called Chemical Research Institute, in Nukus, Uzbekistan. Soviet defectors and American officials say the Nukus plant was the major research and testing site for a new class of secret, highly lethal chemical weapons called ''Novichok,'' which in Russian means ''new guy.''

latest that we're seeing (nb from non-UK sources) suggests this was a Soviet-era nerve agent which was widely copied and seems to be available to any number of different state actors (official or deniable).

But the problem is that the "facts" we're given depend on the narrative the state wants us to believe. The UK narrative is obiously that Putin is up to his old tricks, as with Litvinyenko and the polonium. So what we're told fits that.

But the awkward squad, Craig Murray not least, are less convinced that it adds up

The same people who assured you that Saddam Hussein had WMD's now assure you Russian "novochok" nerve agents are being wielded by Vladimir Putin to attack people on British soil. As with the Iraqi WMD dossier, it is essential to comb the evidence very finely. A vital missing word from Theresa May's statement yesterday was "only". She did not state that the nerve agent used was manufactured ONLY by Russia. She rather stated this group of nerve agents had been "developed by" Russia. Antibiotics were first developed by a Scotsman, but that is not evidence that all antibiotics are today administered by Scots.

The "novochok" group of nerve agents - a very loose term simply for a collection of new nerve agents the Soviet Union were developing fifty years ago - will almost certainly have been analysed and reproduced by Porton Down. That is entirely what Porton Down is there for. It used to make chemical and biological weapons as weapons, and today it still does make them in small quantities in order to research defences and antidotes. After the fall of the Soviet Union Russian chemists made a lot of information available on these nerve agents. And one country which has always manufactured very similar persistent nerve agents is Israel. This Foreign Policy magazine (a very establishment US publication) article on Israel`s chemical and biological weapon capability is very interesting indeed. I will return to Israel later in this article.

Incidentally, novachok is not a specific substance but a class of new nerve agents. Sources agree they were designed to be persistent, and of an order of magnitude stronger than sarin or VX. That is rather hard to square with the fact that thankfully nobody has died and those possibly in contact just have to wash their clothes.

They endorsed, legitimized Obama's academic credentials when he campaigned in '07. Extraordinary claims I thought, considering the minuscule traces of scholarship in university databases and his '04 DNC debut. I had looked, found 2 revealing, and I had asked my bro for even one West Law citation. I did find a significant body of Sunstein's pre-"Nudge" articles at Chicago law. He often wrote with Eric Posner, too, which were basically poised elaborations of fascist macro. Lessig faded back to obscurity after a trial run on O' coat tails, of course. I wasn't at all surprised that Obama created an office for Sunstein, but I have sometimes --during the most intellectually perverse periods of the admin's prosecution on the GWOT-- wondered what Tribe's payoff was supposed to be.

Fake news, the latest in an unbelievably long line of similar smears. Reporters went to check it out but it wasn't true, (not that propaganda needs to be to work)
The 5* pass my sniff test, but I am not the biggest expert on politics and was temporarily fooled by early Blair, B.Clinton and even when-campaigning Obama (triple ouch) so I checked out some contrasting views to have a sniff over there too.
The hard right intellectual view is that they are a centrist regurgitation of the Christian democrats, a mushy big tent party whose role is to be the finishing touch in destroying the nationhood so as to be more easily swallowed by the oligarchal EU monster.
The PD was the gentle decline of sovereignty and the 5* are the coup de grace whose poisonous incompetence will flush the country finally round the bend into the sewer of oblivion.
Jungker stooges, basically! (Facepalm).
So I checked out the view from the hard left and read a Jacobin article by David Bruder that harps on their rightist voters, implying they are Salvini types with a little more style and savvy, a slicker version. A mysteriously common misapprehension in foreign journalists attributable to lazy research and simple scaremongering as rightist talking point.
Then as if to allay some of my fears (that they were wolves in sheepskins and I had been 'had' again), there arrived a poll of whose voters had pulled the lever for before 5* and a high percentage (60+% IIRC) had voted left before, and only 10% from the right. This rings true and gives the lie to these theories they are a rightist party, after all voters had a choice of 4 centre-to-extreme right parties to choose from so why 5*?
They are quite frank (and modest imo) about saying their rapid ascent was not due to their great politicking as much as the implosion of the PD and Berlusconi's increasing senescence/dementia (he made some royal gaffes in the middle of his usual endless stream of obsessive self-promotion on countless channels, mostly his own).
There is a rumour Di Maio is considering forming an (d)alliance with Salvini in order ONLY to change the electoral law from one that favours coalitions to one more FPTP, to then go back and vote again in the autumn.
This will freak out a lot of followers with possibly tragic results - or maybe not. Things are fluidly unpredictable right now, so no one knows and the punditicracy is tying itself in knots trying to second-guess all the different possible permutations available to all. Salvini swears he'll never ally with them, and so does Renzi's faction of the remaining PD which has been strategically placed to make them harder to remove (details needed, Ed).
Then just when your head spins right off its axis, Renzi announced his resignation but only when a new government is installed (ie possibly never with the complexity of the situation and always the easy out of 'These guys will never get along so we'll put in another technical interim government like Monti's so to keep up Italy's slow crawl out of recession' (1-2% growth, woot!)
The markets have been surprisingly tranquil having obviously done enough homework to judge 5* less apocalyptic a destiny for Italy than had been so breathlessly touted by their opposers and detractors. Prolonged indecision could attract financial speculation and force the spread to rise, so Mattarella can't just twiddle his thumbs and hope it all settles down by itself with time. Too risky. Already having to have another election may well have the same effect too.
Salvini feels his coalition won fair and square and he should be president (shudder).
Di Maio feels he has a better-than-equal claim as Salvini won only 15% for his own party and the 5* won 33% so deserves to be leader.
If the PD could de-Renzify itself thoroughly there woukd be a pretty solid chunk willing to play nice with 5* in order to give them a majority bigger than Salvini's coalition.
The problem is Renzi staying secretary (and behind-the-scenes Chief Whip) of the PD. He has evaded trouble with the law so far, but if he loses parliamentary immunity there are a couple of cases still pending, one of which involved some shady banking with his father involved which could get messy, and a big one involving CONSIP, an agency that oversees humongous government grants and he is close to. If that one blew up he may end up in the pokey. So similar to Berlusconi (Mediaset lost 5% in share value the day after election), he has not only exile but possible judicial problems potentially in the offing, good reasons to keep a seat, except the 5* want to abrogate parliamentary immunity as well as legislate a conflict of interest law that is decades overdue. Both will be sweating about this as they should.  
Maybe sharing a cell with Berlusconi!

Di Maio, flush with victory, has a difficult choice too. Some pundits are screaming at him to join with the Left remnants as it will be suicide if he allies with Salvini with the latest polls showing his new share of the vote swings left, and others screaming similar prognostications if he uses Salvini's support to attain majority.
With Salvini it would be like two duellists re-arranging the rules of engagement before going at it, almost gentlemanly if you want to see it like that.
The problem with that solution is that Renzi's government Was tasked with that priority too and managed always to push it to the bottom of the pile, finally enacting a worse one only weeks before the end of his polite stooge Gentiloni's government (and slamming it through by decree most undemocratically). He did have the support of everyone except the 5* though as any fool could see they all wanted to hang on to their jobs and all feared the 5* might do much better than the polls indicated, (Brexit/Trump rerun).
 Under Renzi's frenzied attempts to fix Italy's problems years were wasted going around in circles slamming through decrees to bail in banks, ordering F-35s, a slicker new presidential helicopter he uses to take his family skiing... in France, kissing up to Merkel while pretending to act tough for the domestic media, fooling no-one. No party has ever ruled so much by decree in history, I heard (citation needed, Ed).
My inclination were I Di Maio would probably be to ally with the non-Renzi left. This way he subdues the gossip about 5* being closet fascist Putin puppets, though theoretically it could lose him that 10% who came in from stage right if another election is held.
Either way he risks a chunk of his electorate dropping off into abstention.
It's an impasse, so a 'technical' makeshift government is just possible, the upside for plutocrats is for Europe's will for continued neo-lib austerity reforms, (yuck).
The downside is that if Mattarella chooses Di Maio, Salvini's voters will scream foul and possibly act out with violence. If vice-versa, violence is much less likely but more people will be passed off to a very high degree and respect for the institutions will take another slippery step downhill.
A last note, Bannon came over to study the election and made a speech here about how over the moon he was that 2 populist parties were going to shake Italy where it hurts and further his hopes for the coming Trumpian chaos wave infecting Europe too.
It's quite funny watching how now it's over how many talking heads are saying nicer things about them - after trying them by fire for years. There's still a gobsmacked feeling in the air though, people are reeling in shock.

He's lucky he isn't being lynched right now by his own dilapidated party and the spinoff fragments who turned their backs on him months ago.
He has singlehandedly decimated the PD, from a 40% (flash in the pan) success at the European elections down to less than half that in 5 years of arrogant bumbling, fudging, and legerdemain.
He loathes the 5* with a passion because they call him out. Now the lefties are all for throwing him under the bus before he does any more brand damage.
His Florentine 'magic circle' protects him, and he rewarded them with seats.
Rumour has it he is angling for a plummy job at the EU if his days of political traction are numbered.
He has been a curse to this bedevilled country, the sooner he retires the better for everyone.

If it's fake news, they are doing a pretty good job of making it look real, unlike (say) Bush with Saadam's WMDs.

"Il partito dei salotti che deride i poveri del Sud e il reddito di cittadinanza. Adesso che si è scoperto che la notizia sulla presunta fila e sulla ressa agli sportelli dei Caf in Sicilia e Calabria per chiedere il reddito di inclusione era una panzana colossale (anche se oggi si dice fake news), mi piacerebbe discutere sul sottofondo razzistico antimeridionale e cieco, che questa vicenda ha fatto emergere come la feccia dal pozzo. La dinamica del gioco delle opinioni, e la lettura strumentale che è stata data della notizia era abbastanza chiara, e serviva a colpire, politicamente il Movimento cinque stelle: ovvio. Ma era meno chiaro, forse, che culturalmente, per raggiungere questo obiettivo si delegittimava tutto il sud. Prendere in giro i cafoni che corrono come dei gonzi a chiedere l'assegno era un modo per dire: sono degli straccioni, sono dei miserabili, sono dei morti di fame, che chiedono una regalia che nemmeno gli spettava, ah ah ah che ridere.

Per colpire un partito politico, dunque, si faceva diffamazione etnica. Ma forse, ben vedere, era anche il contrario: il primo obiettivo, in quest'Italia divisa è quello di raccontare di un sud caricaturale in perenne attesa di elemosina. Al nord ci sono quelli che vogliono lavorare, e che per questo votano per la flat tax, al sud ci sono quelli che vogliono essere mantenuti senza far niente. Se si applicasse lo stesso metodo grossolano, si potrebbe dire che al Nord ci sono quelli che vogliono la flat Tax per non pagare le tasse e al sud quelli che vogliono il reddito di cittadinanza per potersi formare, o perché sono cultori del welfare scandinavo.

A dire il vero, prima che ottimi servizio di controinchiesta facessero chiarezza (su tutti c'è quello, molto attendile e approfondito di valigiablu.it) mi chiedevo perché questa notizia fosse stata cavalcata con tanta sovreccitata demenza, anche da tanti opinionisti democratici. Prendete infatti l'ipotesi che quella notizia fosse vera: davvero in nome del neo-razzismo filo nordista, si può ridere di un povero che spera in un reddito di cittadinanza? Davvero i radical chic che sostengono il partito democratico non hanno capito che vincere (solo) nei salotti di Roma, nei salotti di Torino, e nei salotti di Milano, per un partito di sinistra equivale a perdere? Ah yes, but did you teach her that rules have to be obeyed and contracts have to be honoured?  Trump seems to be a bit of a game changer in that regard. I don't think declaring bankruptcy to avoid paying bills, threatening suppliers with ruinous legal bills if they pursued a debt, or putting your property in Chapter 11 protection was part of the Monopoly set I grew up with, and you couldn't collect rent while in jail...

The election official was commenting on an article titled "Five Strategies of Protest Behavior at the Russian Presidential Elections," which was posted on the Russian-language website of German public news corporation Deutsche Welle (DW).

The article advised Russian voters to spoil their ballots, to take them home instead of casting them, or to shun the polls altogether. The authors also suggested that voters should apply to vote remotely and then not avail of the option, as well as voting for a candidate "that causes less negative emotions" in order to decrease the eventual winner's margin of victory.

I have given up a long time ago to search for any sanity in that shining city on top of the Hill. Exceptional pur sang, unfortunately a majority in both houses of Congress.

Tillerson was the last man standing having a moderate voice on foreign policy and diplomacy. It appears the man sitting behind that oak desk in the Oval Office has been encapsulated. The military and intelligence, which had a major voice under a clean Obama, must now have the goods that could ruin Trump Empire financially.

The force will be towards Russia for its protection of Syria under Assad and the Shia alliance with Iraq's majority and Iran. The newly formed alliance of Israel with the Emirates and young crown prince Salman of the KSA will put further pressure on its archenemy the Shia state of Iran.

Tillerson has been blamed by Trump for opposing the shredding of the nuclear pact with Iran. Watch the Ides of May. May as in the calender month and Theresa "sanctions" May. It's just all too convenient.

After the anthrax deaths of September 2011, how many months/years did it take to determine it originated in a lab of the U.S. Army in Fort Detrick?  The person who caused the anthrax scare was never found. At one time the FBI pointed at a deceased person.

FERS is the name of McCabe's "defined contribution" retirement fund, or US gov 401(k) plan(s). Plan distribution conforms with IRS rules for this instrument. CSRS is the name of the "defined benefit" retirement fund offered all US federal graded employees until 1986. It distributes annuity payments to retired employees hired before 1986. My father collected from CSRS. My brother will collect from FERS.

McCabe is affiliated with the Republican Party. He became a federal employee in 1996, according to wikipedia.

McCabe has not been tried or even convicted of any crime. Neither his nor Comey's "pension" is in jeopardy because he has been fired. McCabe has been fired --involuntarily separated from his employment by his US gov supervisor-- given unsatisfactory "performance" of his duties, found by the Justice Dept OIG. OIG authority:

OIG initiates investigations based on information received from a variety of sources, including: OIG's fraud, waste and abuse hotline; Departmental, GAO, and DOJ referrals; Congressional requests; and referrals from OSC regarding whistleblower disclosures. While anonymous complaints are accepted, they often present the greatest difficulty to investigate as there is not a person for OIG to contact for allegation particulars.
The vast majority of GS and SE employees fired by their US gov supervisors are subject to arbitration under the US Merit System Protection Board, a semi-autonomous, byzantine bureau of the executive and judiciary branches. OIG does not routinely audit their complaints. Like them should McCabe unexpectedly find himself denied FERS distribution in violation of law or inclined to pursue unlawful separation claim, eg. retaliation, he will need to file his complaint with both MSPB and a US District Court.

To answer the CNN "analyst" questions, Does McCabe have any recourse? Yes, unlike so many non-farm civilian "workers." Because, yanno, this travesty of justice and democracy all about McCabe's "pension"; and, no, details of the OIG forthcoming report cannot help CNN reportage.

The original Hiss Act provisions on forfeiture of annuities were enacted before the adoption of the Federal Employee Retirement System (FERS), and the Hiss Act provisions were not specifically amended to expressly address the new retirement provisions of FERS.12 Although the Hiss Act was not itself amended, the FERS legislation expressly provides that upon a forfeiture of annuities under the Hiss Act, an employee also forfeits the government contributions, and all the earnings attributable to such contributions, in the employee's Thrift Savings Plan.13 This would indicate that under the current operation of law, employees and Members convicted of offenses under the Hiss Act who lose their annuity and lose the government contributions and earnings from those contributions in the Thrift Savings Plan, are allowed to receive back their own contributions and all the earnings attributable to those voluntary contributions in the Thrift Savings Plan.

Spouse and Dependent Beneficiaries
Under provisions of current law, when a Member of Congress or other federal officer or employee forfeits his or her federal annuity/pension because of a conviction for one of the offenses covered under the Hiss Act provisions of federal retirement law, that pension is not paid even to an "innocent" spouse or dependent of the Member, officer, or employee, except under special circumstances for a "cooperating spouse." Federal law now provides that the spouse of a Member, officer or employee who forfeits his or her pension under the Hiss Act shall be eligible for "spousal pension benefits" if the Attorney General "determines that the spouse fully cooperated with Federal authorities in the conduct of a criminal investigation and subsequent prosecution of the individual which resulted in such forfeiture."14

Amendments in STOCK Act
The pension forfeiture provisions originally placed in the law by the Honest Leadership and Open Government Act of 2007 (HLOGA) were amended in 2012 by the provisions of the so-called "Stop Trading on Congressional Knowledge Act," (STOCK Act). The STOCK Act amended the pension forfeiture provisions in two ways. Initially, the law added numerous other federal criminal laws relating generally to public corruption, election law violations, and misconduct in office, for which a final felony conviction would result in losing creditable service as a Member of Congress for federal pension purposes.21

Secondly, the STOCK Act expanded the potentially relevant time period in which conviction of one of the listed offenses would result in loss of creditable service.

The pension story is sinking under the weight of Brennan's torturous opprobium, Schiff's equivoccal loyalty to him, gallant employment offers, and the facts of the matter --McCabe is 50, and he hasn't lost his pension. North Korea Hails Openhearted Talk with South Korean envoys

SEOUL, South Korea -- North Korea said Tuesday that its leader, Kim Jong-un, has held an "openhearted talk" with visiting envoys from South Korea, reaching a "satisfactory agreement" about holding an inter-Korean summit meeting with the South's president, Moon Jae-in.

Mr. Kim spent more than four hours with the South Korean envoys, including Mr. Moon's national security adviser, Chung Eui-yong. They met in talks and over a dinner held on Monday in the headquarters of the North's ruling Workers' Party in Pyongyang, the North's capital, Mr. Moon's office said on Tuesday.

South Korean officials said the talks with Mr. Kim were "not disappointing."

The 10 members of the delegation led by Mr. Chung are the first South Korean officials to meet Mr. Kim since he took power six years ago. The South Korean envoys have hoped to persuade Mr. Kim to start a dialogue with the United States on ending the North's nuclear weapons program.

What is the world coming to? Larry Krasner as Philadelphia DA is actually behaving as he did when campaigning.
Back on the campaign trail last year, Krasner, a former civil rights and criminal defense attorney who had been best known for suing police officers, offered a stump speech that condemned the criminal justice system for being racist and for criminalizing poverty and addiction. He was an unusual candidate to be the city's top law enforcer. Voters swept him into office. Now, two months into his term, DA Krasner is virtually undistinguishable from candidate Krasner.

On Tuesday, Krasner issued a memo to his staff making official a wave of new policies he had announced his attorneys last month. The memo starts: "These policies are an effort to end mass incarceration and bring balance back to sentencing."

The most significant and groundbreaking reform is how he has instructed assistant district attorneys to wield their most powerful tool: plea offers. Over 90 percent of criminal cases nationwide are decided in plea bargains, a system which has been broken beyond repair by mandatory minimum sentences and standardized prosecutorial excess. In an about-face from how these transactions typically work, Krasner's 300 lawyers are to start many plea offers at the low end of sentencing guidelines. For most nonviolent and nonsexual crimes, or economic crimes below a $50,000 threshold, Krasner's lawyers are now to offer defendants sentences below the bottom end of the state's guidelines. So, for example, if a person with no prior convictions is accused of breaking into a store at night and emptying the cash register, he would normally face up to 14 months in jail. Under Krasner's paradigm, he'll be offered probation. If prosecutors want to use their discretion to deviate from these guidelines, say if a person has a particularly troubling rap sheet, Krasner must personally sign off.

The 852-tonne (950-ton) section of the FIU-Sweetwater University City Bridge was built adjacent to the eight-lane Southwest Eight Street using accelerated bridge construction (ABC) methods, which are being advanced at FIU's Accelerated Bridge Construction University Transportation Center (ABC-UTC).

The main span of the bridge was installed in a few hours over the weekend, with limited disruption to traffic. The bridge was designed by Figg Bridge Engineers and built by MCM. Barnhart Crane & Rigging operated the self-propelled modular transporters that placed the bridge on its permanent supports.

"This project is an outstanding example of the ABC method," said ABC-UTC director Atorod Azizinamini, who is also chair of FIU's civil and environmental engineering department. "Building the major element of the bridge - its main span superstructure - outside of the travelled way and away from busy Eighth Street is a milestone."

Yes, bacon really is killing us  - Guardian

The health risk of bacon is largely to do with two food additives: potassium nitrate (also known as saltpetre) and sodium nitrite. It is these that give salamis, bacons and cooked hams their alluring pink colour. Saltpetre - sometimes called sal prunella - has been used in some recipes for salted meats since ancient times. As Jane Grigson explains in Charcuterie and French Pork Cookery, saltpetre was traditionally used when brining hams to give them "an attractive rosy appearance when otherwise it would be a murky greyish brown".

In earlier centuries, bacon-makers who used saltpetre did not understand that it converts to nitrite as the meat cures. It is this nitrite that allows the bacteria responsible for cured flavour to emerge quicker, by inhibiting the growth of other bacteria. But in the early 20th century, the meat industry found that the production of cured meats could be streamlined by adding sodium nitrite to the pork in pure form. In trade journals of the 1960s, the firms who sold nitrite powders to ham-makers spoke quite openly about how the main advantage was to increase profit margins by speeding up production. One French brand of sodium nitrite from the 60s was called Vitorose or "quick-pink".

Nitro-chemicals have been less of a boon to consumers. In and of themselves, these chemicals are not carcinogenic. After all, nitrate is naturally present in many green vegetables, including celery and spinach, something that bacon manufacturers often jubilantly point out. As one British bacon-maker told me, "There's nitrate in lettuce and no one is telling us not to eat that!"

But something different happens when nitrates are used in meat processing. When nitrates interact with certain components in red meat (haem iron, amines and amides), they form N-nitroso compounds, which cause cancer. The best known of these compounds is nitrosamine. This, as Guillaume Coudray explained to me in an email, is known to be "carcinogenic even at a very low dose". Any time someone eats bacon, ham or other processed meat, their gut receives a dose of nitrosamines, which damage the cells in the lining of the bowel, and can lead to cancer.

You would not know it from the way bacon is sold, but scientists have known nitrosamines are carcinogenic for a very long time. More than 60 years ago, in 1956, two British researchers called Peter Magee and John Barnes found that when rats were fed dimethyl nitrosamine, they developed malignant liver tumours. By the 1970s, animal studies showed that small, repeated doses of nitrosamines and nitrosamides - exactly the kind of regular dose a person might have when eating a daily breakfast of bacon - were found to cause tumours in many organs including the liver, stomach, oesophagus, intestines, bladder, brain, lungs and kidneys.

Another Bad Week, Make That Month, For The Coal Industry - EC

It's been a bad week for the U.S. coal industry. On Monday, Michigan-based Consumers Energy announced that it planned to close all its remaining coal-fired generation by 2040; the company already had closed seven of its 12 coal plants in 2016.

Then, on Tuesday, Vectren, an electric and gas utility serving parts of Indiana and Ohio, said it planned to retire three of its coal-fired plants and sell its ownership stake in a fourth by 2023; this from a company that just two years ago was dependent on coal for 90 percent of its generation.

But this week is hardly unique. Just last Friday, FirstEnergy said it was going to close or sell the 1,300 megawatt coal-fired Pleasants plant in West Virginia by Jan. 1, 2019 after being unable to convince federal regulators to approve a deal between two of the Akron, Ohio-based holding company's subsidiaries that effectively would have moved the facility from the open market into rate base, forcing consumers to pay for the plant even if it was no longer economic.

Not to be forgotten, earlier this month, AEP announced plans to slash its carbon dioxide emissions 60 percent by 2030 and 80 percent by 2050 (based on a 2000 baseline, see my story here). And finally, on Jan. 30, PPL announced plans to reduce its CO2 emissions by 70 percent by 2050 (based on a 2010 baseline).

So, in reality, it's been a bad month, and similar months are likely moving forward.

IEA Predicts Nightmare Scenario For OPEC - oilprice.com


Over the next three years, the U.S. will cover 80 percent of the world's demand growth, the IEA says in its newly-released Oil 2018 annual report. Canada, Brazil and Norway will cover the remainder, leaving no room for more OPEC supply.

The irony is that the substantial gains in output from shale will only be possible because of the OPEC cuts, which has tightened the market and boosted prices. This fact is not lost on OPEC producers. "If you are a shale oil producer, who brought you back? It was OPEC," the UAE's oil minister Suhail Al Mazrouei, said at a recent industry conference, according to Bloomberg. "Without OPEC there'd be chaos in the market."

Indeed, the IEA's new report paints a pretty gloomy picture for OPEC members, who are hoping to phase out their supply cuts after this year. With non-OPEC supply rising quickly, particularly in the U.S., OPEC may struggle to figure out a way to increase output without pushing down prices, according to the IEA's analysis.

That could put pressure on the cartel to keep the production cuts in place for longer than they had wanted, although it seems hard to imagine they maintain the production ceilings for another three or four years. Doing so would mean handicapping themselves and ceding even more market share to U.S. shale and other non-OPEC producers. Still, it is unclear how this plays out - returning to full production, even if phased in gradually, presents its own problems, if the IEA's forecast is accurate.

Hours after an armed teacher in a Northern California classroom fired a gun and injured a student, the head of the National Rifle Association proposed placing a second armed teacher in every classroom, to shoot the first armed teacher before he or she can do harm.

"Had there been a second armed teacher in the classroom to shoot the first armed teacher, this regrettable incident would never have occurred," Wayne LaPierre said. "The only thing that stops a bad teacher with a gun is a good teacher with a gun."

The N.R.A. executive vice-president said, "In a perfect world, you would have a third armed teacher, in case the second one messes up, but right now I'd settle for two."

Update on March 17, 2018, 9:50 AM: The claim that this is a data breach is completely false. Aleksandr Kogan requested and gained access to information from users who chose to sign up to his app, and everyone involved gave their consent. People knowingly provided their information, no systems were infiltrated, and no passwords or sensitive pieces of information were stolen or hacked.

We are suspending Strategic Communication Laboratories (SCL), including their political data analytics firm, Cambridge Analytica, from Facebook. Given the public prominence of this organization, we want to take a moment to explain how we came to this decision and why.

In 2015, we learned that a psychology professor at the University of Cambridge named Dr. Aleksandr Kogan lied to us and violated our Platform Policies by passing data from an app that was using Facebook Login to SCL/Cambridge Analytica, a firm that does political, government and military work around the globe. He also passed that data to Christopher Wylie of Eunoia Technologies, Inc.

Like all app developers, Kogan requested and gained access to information from people after they chose to download his app. His app, "thisisyourdigitallife," offered a personality prediction, and billed itself on Facebook as "a research app used by psychologists." Approximately 270,000 people downloaded the app. In so doing, they gave their consent for Kogan to access information such as the city they set on their profile, or content they had liked, as well as more limited information about friends who had their privacy settings set to allow it.

Although Kogan gained access to this information in a legitimate way and through the proper channels that governed all developers on Facebook at that time, he did not subsequently abide by our rules. By passing information on to a third party, including SCL/Cambridge Analytica and Christopher Wylie of Eunoia Technologies, he violated our platform policies.

As a boy, I never faced the brunt of that BS, but even still I hated and resented the constant command to smile and pretend I was happy. I was bad at smiling when I was young, and I am bad at it now, but I'm a man so I can get away with it without too many adverse consequences.

I must say, I have always envied those who can actually produce something resembling a smile on command. I would LOVE to be able to be able to do that, rather than the unsettling and vaguely predatory leer that shows up whenever I try. Not enough to actually do anything about it - and certainly not enough to look into jaw re-aligned surgery - because it doesn't matter all that much to me personally, but still.

As it happened, the next time my mother had cause to return to our elementary school was five years later. My brother had entered second grade, and his teacher complained that he asked too many questions. Mrs Snell retired at the end of the year.

My intention in sharing my recollections is to illustrate, firstly, how and when my parents authenticated and defended their children's necessary individuation, or autonomy. This is a vital rite of private and public life. For, I suspect, passage sets the course of one's apprehension of power relationships in both spheres.

Stephen Hawking, science's brightest star, dies aged 76
Tributes poured in on Wednesday to Stephen Hawking, the brightest star in the firmament of science, whose insights shaped modern cosmology and inspired global audiences in the millions. He died at the age of 76 in the early hours of Wednesday morning.

In a statement that confirmed his death at home in Cambridge, Hawking's children said: "We are deeply saddened that our beloved father passed away today. He was a great scientist and an extraordinary man whose work and legacy will live on for many years. His courage and persistence with his brilliance and humour inspired people across the world.
