In an apparent attack on the Leave movement, Juncker said member states of the EU should "say 'no' to unhealthy nationalism" which is "riddled with poison and deceit".

Juncker also called on EU and British negotiators to find a "creative solution" to prevent Brexit causing a hard border in Ireland.
"We respect the British decision to leave our Union, even though we continue to regret it deeply," he said in his speech to the EU parliament in Strasbourg.
"But we also ask the British government to understand that someone who leaves the Union cannot be in the same privileged position as a member state.
"If you leave the union, you are of course no longer part of our single market, and certainly not only in the parts of it you choose."
His comments may inflict more damage to Mrs May's vision for Brexit amid reports around 50 Eurosceptic Tory MPs have met to discuss removing her as PM.
But he paved the way for chief Brexit negotiator Michel Barnier to secure a deal with the British government, ensuring that the EU Commission will not "stand in the way".

The Tory civil war is back, if it ever really went away. The hostilities that undermined Britain's Conservative party over Europe throughout the 1990s are fully resumed, with all of the bickering, back-stabbing and belligerence.
The latest bout is thanks to Theresa May's Chequers plan for a softer Brexit. Before the summer break, the prime minister hoped to unlock the stalled negotiations with compromise proposals that would keep the UK in the EU's orbit. While progress has been all-but absent in the talks with Brussels, she has faced resignations and disparagement at home.
Those attacks are ramping up. On Tuesday, 50-odd members of the European Research Group of Tory MPs -- a group who desire the hardest of hard Brexits -- met for their regular meeting and devoted the evening to plotting how and when to remove Mrs May.

Members of the European Parliament voted to censure the Hungarian government on Wednesday for eroding democracy and failing to uphold fundamental European Union values.
The measure to trigger Article 7 sanctions procedures garnered the necessary majority needed to pass, with 448 voting in favor of the motion, 197 against and 48 abstentions. The move means that Hungarian Prime Minister Viktor Orban's government could eventually lose its EU voting rights.
Prior to the vote, it was unclear how many members of the conservative European People's Party (EPP) bloc, the largest political group in the European Parliament, would support the measure. Although Orban's Fidesz party is part of the EPP, several of the lawmakers voted against their Hungarian allies.
Juncker: 'I've given up' on reasoning with Orban
European Commission President Jean-Claude Juncker, who gave a speech in parliament before the vote, told DW that he had "given up" on trying to talk with Orban about his hardline policies, saying "there are big differences" between the two of them.
"I constantly explain to Viktor Orban that this radical rhetoric he's directing towards Europe helps neither him nor Europe."
