Israelis have been left out of the loop by the Americans in the war effort in Syria. The diplomatic effort is now in the hands of three major players Turkey, Russia and Iran.

Here's what happened in the last 24 hours above Latakia ...

A Russian military Ilyushin Il-20M Coot-A spyplane has been reported as "down" at approximately 2300 local time (2000 GMT) on Monday Sept. 17, in the Mediterranean Sea off the Syrian coast. There were 14 crewmembers on board the aircraft according to multiple reports.

Prime Minister Benjamin Netanyahu hinted during his recent meeting with Russian President Vladimir Putin that Israel would destroy Syrian S-300 missiles before they became fully operational, Maariv cited Middle Eastern diplomats. The reported threat underlined how firmly Israel has sought to pressure Russia to cancel the deal, apparently with some success.

According to the report, during the meeting between the heads of state earlier this month in the Black Sea city of Sochi, Netanyahu called on Putin to cancel Russia's transfer of the sophisticated anti-aircraft system to Syrian President Bashar Assad, and indicated that, should the delivery go ahead, Israel would strike the missiles before they became operational.

Putin  has worked in unison with Netanyahu across many issues where the interest of both nations were aligned. Ukraine is just one of many foreign policy issues. Israel has clearly crossed Russia's red line by causing the deaths of 15 select military reconnaissance  specialists. Putin seeks to reconfirm its hold on their military foothold in the Middle East. An opportunity offered by the West and now by the arrogance of PM Netanyahu. A power play of leading nations.

Bolton: Russian missile system sale to Syria a 'significant escalation' | The Hill |

National security adviser John Bolton warned Monday that a Russian delivery of a missile defense system to the Syrian government is a substantial escalation.

"We think introducing the S-300s [missile defense systems] to the Syrian government would be a significant escalation by the Russians and something that we hope, if these press reports are accurate, they would reconsider," Bolton said, according to The Associated Press.

Russia blamed the incident on "misleading information" from the Israeli air force.

Russian military spokesman Igor Konashenkov said that Israeli command warned on the day of the incident that it would strike the "north of Syria," according to Agence France-Presse.

Konashenkov said Russia ordered its plane to return to its base, but "one minute" after the call, Israeli F-16s struck targets in western Syria, according to the news service.

Israel has issued a full-throated denial of the accusation.

"We have American forces that we're concerned about," Bolton said Monday. "The Israelis have a legitimate right to self-defense against this Iranian aggressive behavior, and what we're all trying to do is reduce tensions, reduce the possibility of major new hostilities."

"That's why the president has spoken to this issue and why we would regard introducing the S-300 as a major mistake," he added.

I've got no sense from scouring innerboob reporting how this tactical reinforcement will affect Erdogan's games with HTS et al. I gather thought, self-sorting in Idlib is escalating into a bloody mess.

Russia Beefs Up Syria's Air Defenses | MoA |

Syria ordered the S-300 systems in 2013 but Russia held back the delivery on Israel's request. Syria also had more urgent needs, especially for short range air-defense systems, which Russia delivered in large numbers. It were these systems that allowed the Syrian air defense to disable a high number of U.S. cruise missiles fired against it in April. The S-300, with a reach of up to 250 kilometers, will be able to target Israeli planes over Lebanon as well as deep within Israeli air space.

The delivery of the S-300s via transport planes from Russia already begun. There are several sub types of the system and a number of different radar combinations to guide them. There is no information yet about the exact types Syria will be equipped with and in what numbers. The first deployment will likely be around the capital Damascus.

Shoigu also announced that Syria's air defenses will now be equipped with Russian IFF systems:

    "The command posts of Syrian air defense forces and units will be equipped with automated control systems only supplied to the Russian armed forces. This will facilitate centralized control over all forces and resources of the Syrian air defense, monitor the situation in the air, and ensure operative issuance of orders. Most importantly, we will guarantee the identification of all Russian aircrafts by the Syrian air defense systems," Shoigu said.

Identification Friend or Foe (IFF) systems are the holy grail of any air force. With IFF an air defense radar sends an secret challenge to any unidentified airplane it detects. If the code is correct, a friendly airplane will respond with an identification token. The systems use special frequencies, strong cryptography and a daily changing code that is kept ultra secret. (NATO procedures demand that two officers cooperate in any update of such codes.) Russia held back these codes from Syria to avoid them leaking to potential enemies. It is likely that Russian officers will be present at the Syrian air defense command posts to handle the issue.
