French PM offers concession to unions over pension reform
Philippe said in a letter to unions and employers that he was prepared to withdraw plans to raise the retirement age for full pension benefits by two years to 64 if certain conditions were met.
[...]
He made the concession after talks between the government and trade unions to break the deadlock failed on Friday.
[...]
Philippe aims to present the reform bill on Jan. 24 so that it can be discussed in parliament starting in mid February with the aim of passing a law before the summer break.

He said in the letter he expected unions and employers to agree on how to ensure the long-term financing of the pensions system in April. If they failed to agree, the government would pass decrees guaranteeing the pension system is [solvent] by 2027, he added.

LOCAL.FR | Paris Metro returns to near-normal service as union ends pension strike after 46 days
The Unsa union, which has the largest membership among employees of the RATP Paris transport network, announced over the weekend that it would be suspending its strike from Monday - 46 days after it first began unlimited action against plans to reform the French pension system.

Although some other unions, including the hardline CGT, are continuing the strike, the return of the Unsa members was enough for RATP to offer a near- normal service on Monday, to the relief of weary Parisian commuters.

The tories intend to pass a law making it illegal to extend the discussions beyond one year. As I've been saying for a while now, I don't think they want a deal, so the idea of somehow getting the talks to run on towards a sensible solution isn't even a threat.

The tories are the the parasitical scum that inhabit the City, along with the other spivs, banksters and plutocrat tax avoiders, they only know the cheating world of finance. They are fundamentalist free traders, they realy do believe all the Chicago School/Randian WTO bollocks. Their idea of a trade deal is phoning up Trump to become a preferred off-shore tax haven for US coroporates.

They know nothing of the trade in tangible goods which require lorries, ferries, delivery, manufacture, logisitcs, infrastructure etc. They honestly don't think it matters cos it's not how they themselves make money. They're simply parasitic on such ventures, They know that, as one fails, there will be another victim to bleed dry along in due course.

The British public? Mordoch will keep them docile, it's worked for 40 years, it's generational stupidity now.

Brexit: no union jack-lowering ceremony in European parliament
Instead of the potentially dramatic scene of a union jack being lowered against the midnight sky when Britain leaves the EU on 31 January, parliament grounds staff will remove the flags without ceremony at an unconfirmed time.

One flag will then be despatched to the House of History, the EU-funded museum in Brussels that aims to tell the story of the continent, from ancient Greek myths to Brexit referendum promises.

Brexit party MEPs had lobbied for a flag-lowering ceremony, a Brussels analogue to the campaign to have Big Ben "Bong for Brexit" in London. Instead, the European parliament president, David Sassoli, will preside over a low-key ceremony with British MEPs on the evening of 29 January, shortly after the entire parliament votes on the Brexit withdrawal agreement.

Guardian | EU looks at extending Brexit transition period beyond 2020
At the end of the transition period on 31 December 2020, the UK is set to exit the EU's customs union and single market and enter newly negotiated arrangements. Ursula von der Leyen, the European commission's president, said that negotiating a future relationship in such a short time frame would be very challenging.
[...]
The withdrawal agreement stipulates that the transition can be extended by "one or two years" but that this must be agreed before 1 July next year. It is recognised in Brussels that Johnson will find it politically impossible to seek an extension to the transition to allow all the issues to be agreed.

On breaking his word by asking for a delay, Johnson would have to open negotiations on how much extra the UK would pay into the EU budget. Free movement of people would also continue.

Instead, it is understood initial discussions have taken place in Brussels about the EU asking the British government for an extension, given the complexity of the talks. It is likely that the EU would also need to sweeten the offer of an extension by minimising the costs that the UK would face.

euractiv | EU leaders congratulate Johnson but warn of more hard work ahead
EU leaders were set to charge EU negotiator Michel Barnier on Friday with negotiating a future trade deal with Britain. They were also set to discuss the future relationship with the UK.

"We expect a vote on the withdrawal agreement as soon as possible. The EU is ready for the next phase. We will negotiate a future trade deal which ensures a true level playing field," said the European Council President Charles Michel.

Varadker
"What I'd like to see is a new future economic partnership, a trade deal if you like, or a trade deal plus, between the UK and the EU, including Ireland," he said and stressed the key was to ensure "a tariff-free trade between the UK and the EU, as well as a set of minimum standards".
Weber
"Looking forward, we need the UK as a strong partner, but being outside the EU means losing benefits. We share the ambition to move quickly, but let's be clear: a future trade deal will be even more complex than the Withdrawal Agreement. Let the real work begin," he tweeted.

EU charts path for 'challenging' post-Brexit UK deal
Agreeing and ratifying a post-Brexit relationship bi-lateral trade agreement by the end of 2020 "will be immensely challenging, but we will give it our all, even if we won't be able to achieve everything," Barnier, wrote in a weekend online commentary for the Project Syndicate magazine website. The two sides will have just 11 months [?!] to settle that agreement following Britain's formal departure from the EU on 31 January.
de jure UK ratification of the Withdrawal Agreement implied. Why? Second reading of the Second EUWA 2019 a/o 20 Dec. Parliament's approval of the WA is literally baked into passage of "enabling" bill, obviating sec. 13 debate and MP vote on the treaty.

Europe must go beyond empty words on Iran, [Professor Anoush Ehteshami, the director of Institute for Middle Eastern & Islamic Studies at Durham University in the UK] says
On Sunday, 5 January, Iran announced that it will no longer limit itself to restrictions of the 2015 nuclear deal, the Joint Comprehensive Plan of Action (JCPOA), however the EU has insisted that the deal is not dead. Joseph Borrell, the EU's chief diplomat believes that it is the venue to promote EU's interests with the bloc's Russian and Chinese partners.

The JCPOA "today more important than ever because it is the only place where we can sit together with the Russians and Chinese to talk on a multilateral basis about many risks that we are facing," says Borrell. "It is one of the most important tools of non-proliferation and regional security."

The Spaniard has convened an extraordinary meeting of EU foreign ministers this Friday, 10 January, "to discuss what the European Union can do in the short, medium and long-term to help stabilise the region."
[...]
"We have to try to be more coherent at the international level and especially in these current circumstances," admitted European Council president Charles Michel. "It's not my opinion to consider that the European Union will be out of the game. We have to be in the game and to promote and defend our interests."

Pence says Trump to ask European allies to scrap Iran deal, "FOX & Friends"

France, Germany, Britain trigger Iran dispute mechanism: statement
but said they were not joining the United States campaign to exert maximum pressure on Tehran.
What in hell is this sorry-ass euphemism entail, "maximum pressure"?
"We do not accept the argument that Iran is entitled to reduce compliance with the JCPoA," the three countries said in a joint statement, saying they had no choice but to trigger the process that could eventually lead to U.N. sanctions.

"Instead of reversing course, Iran has chosen to further reduce compliance."
[...]
"We do this in good faith with the overarching objective of preserving the JCPoA and in the sincere hope of finding a way forward to resolve the impasse through constructive diplomatic dialogue, while preserving the agreement and remaining within its framework," they said.

It looks like Sweden's self-styled "feminist" government will now finally outlaw polygamy. This is a result of instructions from parliament to the previous goverment (also the Social Democrats) in 2017. It's already illegal to marry more than one person while in Sweden, the new proposal will apply to marriages entered into abroad.

Morgan Johansson, the Minister of Justice, is trying to make it look like this is something he's been fighting for. In a vote two years ago, however, his own Social democrats, along with the Greens and the Left (the former communists) voted against a similar proposal, which included not recognizing foreign marriages to people under 18.

The Social Democrat and the Greens stand to lose significant voter groups by this proposal.

---

For historical context, or hilarity:
About two years ago Socialstyrelsen (Swedish National Board of Health and Welfare) released a digital version of a pamphlet with information for those married to someone under 18 ("Information till dig som är gift med ett barn "). It was quickly withdrawn after criticism from most political parties, and I don't believe it was ever printed. The word "prison" does not appear anywhere in the text.

The pamphlet (in Swedish):

Sweden Democrats now the largest party with 24% to the Social Democrats 23.5%.

A weak prime minister, an incompetent minister of justice, and a recent bombing in the posh part of Stockholm are likely factors in the continued descent of the Social Democrats. In a recent disastrous interview on national TV, the prime minister said that we haven't had these problems before, so we didn't see it coming. To follow up questions he then repeated that three times.

Those who have seen the exactly these problems coming have been branded as racists for over a decade.

The soonest the party can get rid of the prime minister is May. Likely the current government will stay until the next election, 2022, regardless of who, if anyone, leads the Social Democrats - There is no meaningful opposition in Sweden.

(Hopefully posted in the right place this time ...)

Swedish PM endorses the IHRA definition of antisemitism.

If we are to take this seriously, this means his former PM, a couple of other members of parliament and party members around the country, and several "affiliated" journalists and celebrities are anti-semites.
Much of the Ministry for Foreign Affairs would also need to be replaced.

Regardless of what you think of the IHRA definition, or of the accusations against many Social Democrats - or even your opinion on Israel, Palestine, etc. - this is not a solution that will please anyone.

But that's what we've come to expect from this government.

Reorganisation of the NHS in England, 2010
For many healthcare professionals and managers working in the NHS, last week's publication of the white paper Equity and Excellence: Liberating the NHS brought unwelcome but familiar news--that the new government plans to reorganise the NHS in England.1 Despite having promised just two months ago in the coalition government's agreement to "stop the top-down reorganisations of the NHS that have got in the way of patient care,"2 the new secretary of state, Andrew Lansley, announced plans to abolish strategic health authorities and primary care trusts; to create about 500 new general practitioner consortiums to handle healthcare commissioning; to hand over public health responsibilities to local authorities; to strip the Department of Health of many of its functions and to create an independent NHS board to take them on; to force all NHS providers to become NHS foundation trusts; and to restructure arrangements for healthcare regulation. Little of the current architecture of the NHS will survive these changes unscathed. The white paper, written at breakneck speed in about six weeks, is long on rhetoric but short on detail and specifics. It promises at least seven further strategy or consultation papers on various topics and another white paper, on public health, in the autumn. ..,

London Will Never Give Independence - We Must Take It
Yesterday the Scottish Government published "Scotland's Right to Choose, its long heralded paper on the path to a new Independence referendum. It is a document riven by a basic intellectual flaw.
[...]
Both propositions cannot be true. Scotland cannot be a nation with the right of self-determination, and at the same time require the permission of somebody else to exercise that self-determination.

I was trying to find the right words to discuss the document.

The situation here is pretty psychotic? simile suicide? misplaced precision? cognitive dissonance?
I am frequently told that this paper is all just a cunning ploy, and that when the Tory Government rejects - as it will reject - this servile request to grant Scotland the powers to hold a referendum, the Scottish Government will go to court to say it has the right to a referendum.
[...]
The truth is there is no route to a referendum by legal challenge in the UK courts. The UK Supreme Court has already ruled that Westminster, the "Crown in Parliament" is sovereign, that the Sewell Convention has no legal force and that any powers that the Scottish parliament has, and indeed the very existence of the Scottish Parliament, is entirely at the gift of Westminster. The clue is on the tin.[?!] It is the UK Supreme Court.

'Singapore-on-the-Thames' Rival to Europe
Writing in Il Corriere della Sera the day before the pivotal British general election on Dec. 12, Beppe Severgnini feared a win by pro-Brexit Prime Minister Boris Johnson and his right-wing Conservative cohorts would tempt the Tories to "transform Great Britain into a buccaneer's ship off Europe's shores."
meaning, super-secret "circumnavigation of the globe" in search of "rival" flagged galleons loaded with clove, "cotton," tobac, potatoes, "corn," and slaves indentured servants, for example.
Severgnini had a warning: "This would be a big mistake. This is no longer the era of the pirate Sir Francis Drake and the European fortress is strong and its defenders have powerful cannons at their disposal. The idea of -- metaphorically -- firing upon our English friends is repugnant. But, if they force us to, we will."
How in hell is that "enterprise" related to the city-state Singapore, past or present?
In other words, akin to Singapore, the U.K. will be able to reduce taxes to attract corporations and investment, deregulate to increase production, inject state funds to bolster U.K. enterprises over European competitors, strike new trade deals and allow only the people it wants into the country.
sort of Hong Kong SAR but not
She said the Singapore-on-the-Thames comparison is "an illiterate analogy" because Singapore's system of government and economy are so different from the U.K.'s. [!]

For example, Singapore, a ["]tiny country["] in Asia, is run by an authoritarian and illiberal [!] government where much of the real estate is owned by the [COMMUNIST-ish] state and the economy depends on manufacturing [?!] and state intervention subsidies.

UNDP and the making of Singapore's Public Service

This  partnership  commenced  when  Dr Albert Winsemius (1910-1996)  first  visited  Singapore as the leader of an UN mission in October 1960. After studying the nation's prospects, he delivered a report that proved to be a roadmap for Singapore's development. Former Prime Minister Lee Kuan Yew recalled two pieces of advice that Winsemius offered when presenting him with the report: "Don't remove Raffles' statue" and "Get rid of the communists". Prime Minister Lee remembered being "left speechless ... at the absurdity of this simple solution", but then came to appreciate his clarity of vision. Winsemius' judgement and advice was increasingly trusted, and in due course he became one of the 'old guard'.

So BoJo is already half-way removing the "Communist" leader Jeremy Corbyn from British parliamentary soil. Is the UK searching for their Winsemius?

UK minister defends EU settlement scheme as applications SURGE
The total number of applications for the UK's EU settled status scheme received by the end of 2019 was more than 2.75 million, according to Home Office statistics published on Thursday.
[...]
Of these, 58% of applicants have already been given settled status, which gives them indefinite leave to remain in the UK. But 41% have received the more precarious 'pre-settled' status, which only grants five years residency, after which they will have to apply again.
papieren
On Wednesday, MEPs expressed 'grave concern' about the scheme and called for the UK government to provide EU nationals with "a physical document as proof of their right to reside in the UK after the end of the transition period". ... MEPs also warned that the lack of a physical document as proof of residency increased the risk of discrimination against EU27 nationals by prospective employers or landlords "who may want to avoid the extra administrative burden of online verification or erroneously fear they might place themselves in an unlawful situation".

Lower Interest Rate Will Save PG&E $500M in Bankruptcy Case

An alliance of creditors, bondholders and those who sold PG&E goods and services argued the proper interest rate should be based on the terms of PG&E's contracts [!] with individual creditors or tied to the much higher California state judgment interest rate of 10%.

"While unsecured creditors are entitled to postpetition interest in a solvent estate, the Bankruptcy Code requires application of the federal interest rate [2.59%] to those claims and that such an application does not impair these claims," Montali wrote in a 17-page ruling.

primitivist caselawism
Montali HINTED he would likely apply the lower-interest rate at a bankruptcy hearing this month. The judge said he was bound by the 2002 Ninth Circuit decision In re Cardelucci, which states that using the federal rate for all debts "ensures equitable treatment of all creditors" and "promotes fairness among creditors."

Hopes for spike in U.S. farm exports to China [are] dim ahead of trade deal signing, 9 Jan
U.S. President Donald Trump has touted the prospect of China buying $40 BILLION in U.S. farm products in 2020 as a PILLAR  of the "Phase 1" agreement aimed at defusing the bitter trade war that erupted between the world's two largest economies in 2018. ...

But Chinese forward purchases of Brazilian soybeans, including about a dozen bulk vessels this week, or about 800,000 tonnes, are raising doubts Chinese buyers will have an appetite for vast supplies of U.S. soybeans once the deal is done.
[...]
"The key factor for crushers is whether the beans are cheap, even with a trade deal. If the beans from South America are cheap, buyers will go for South America," one of the traders said.

No details about the targeted $40 BILLION shopping list have been published, and China has not confirmed any purchase commitment. The U.S. grain and livestock market rally that followed the Dec. 13 announcement of a trade deal has faded.

APsplainin | Puerto Rico earthquake aftermath deepens as govt seeks help
The aftermath of a 6.4-magnitude earthquake that killed one person, injured nine others and severely damaged infrastructure in Puerto Rico's southwest coast ...
USGS: M 4.7  on December 28, M 6.4 on January 7
Many in The Affected Area are comparing the situation to Hurricane Maria, a Category 4 storm that hit in September 2017, as hundreds of families who are unable to return to their damaged homes wonder where they'll stay in upcoming weeks and months as hope fades of electricity being restored soon.

"We have to remain outside because everything inside is destroyed," said 84-year-old Brunilda Sánchez, who has been sleeping outdoors in a government-supplied cot in the southwest coastal town of Guánica. "We don't know how long we'll have to stay here."

U.S. President Donald Trump declared an emergency in Puerto Rico several hours after Tuesday's quake hit, a move that frees up federal funds via the U.S. Federal Emergency Management Agency for things ranging from transportation to medical care to mobile generators. But some local officials worry the help won't arrive soon enough.

  • Senate voted 89-10

It seemed unlikely the administration would have pursued climate change, not only because of Trump's skepticism of the science behind it, but also because a trade-negotiating objective Congress approved in 2015 says trade agreements are not to establish obligations for the U.S. regarding greenhouse gas emissions. The language is part of a customs enforcement law that added several negotiating guidelines to the Trade Promotion Authority statute, which sets the ground rules for trade deals sent to Congress for approval.

with baffling bullshit, Census [!] ACS "overall" population estimates
IPSOS | Sanders and Biden Vie for the African American Vote, 17 Jan
African American voters make up 12.5% of the overall [sic] ["]electorate["] [TABLE. sample δ -1% 2012-2016], but constitute approximately 20% of the Democratic ["]base["], as they tend to vote exclusively vote Democratic. Just 8% of the African American vote went to President Donald Trump in the 2016 election [TABLE. 6% GOP 2012]. As a result, any Democrat running for the presidency must win over this voting bloc.

Underscoring just how important African American voters are in the general election, take a look at their vote break-down in the last two presidential elections. Even the slightest shifts in African American turnout, up or down, can make or break an election, particularly in swing states.[?]

There's a ["]legitimate["] argument to be made that the 2016 presidential election outcome might have been different if African Americans had turned out at similar levels as they did for Obama in 2012.

neither legal nor mathematical arguments not proved in this article, however -- Democrat Bloomberg vows to narrow wealth gap for black Americans, 19 Jan
A Reuters/Ipsos poll conducted Jan. 15-16 showed ... Biden has the most African American support with 23%, according to Reuters/Ipsos polling in the month through mid-January, compared to 17% for Sanders, 9% for Warren and 7% for Bloomberg.

Bernie Sanders and Joe Biden Are Statistically Tied for the Black Vote in this New Poll, 14 Jan

A poll conducted by VICE News-Ipsos last week reveals that just as many voters of color would support the Vermont senator as they would former Vice President Joe Biden in the 2020 presidential election should either of them win the Democratic nomination. When asked would you consider voting for the following candidates for president in 2020?, 56% of African Americans said they would consider supporting Sanders in the general election while 54% said they would back Biden. Meanwhile, more Hispanic respondents said they would "consider voting for" Sanders than those who said they'd consider voting for Biden.

The same thing that always saves this country from itself. That is African Americans. And I know the question that a lot of y'all have on your minds is, Should we do it? Yeah, fuck yeah, we should do it. No matter what they say or no matter how they make you feel, remember this is your country, too. It is incumbent upon us to save our country. And you know what we have to do. This is an election year. We've got to be serious. Every able-bodied African American must register for a legal firearm. That's the only way they'll change the law.

Police surveillance planes to fly above Baltimore in 2020
  • Police will not have access to live feeds, and instead, officers will receive "evidence packages" of specific crimes that have already being reported.
  • The resolution of the footage won't be sharp enough for officers to identify faces, but should help them track movement and action.
  • Footage from the pilot program will not be use in cases of police misconduct.
Baltimore is experiencing one of its most violent years on record, with more than 330 homicides so far. That's up from 309 total in 2018. The city has also seen more than 1,310 armed and unarmed commercial robberies and carjackings. It wrapped up last year with 1,361 of those cases.

Macron, Sahel leaders meet to boost anti-jihadist campaign

Macron insists his counterparts from Mali, Burkina Faso, Niger, Mauritania and Chad must use the occasion to express public support for France's military presence -- by far the largest foreign contribution to the fight against African jihadists aligned to Al Qaeda and the Islamic State group.

Visiting the region last month, the French president complained of a lack of "clear political condemnation of anti-French feelings" on the ground.

"I see opposition movements, groups, who denounce the French presence as a neo-colonial, imperialist," Macron said in Niamey, adding he was loath to send soldiers to countries were their presence was not "clearly wanted".

When the experts arrived in mid-May, it was too dangerous for them to drive after sundown. During the day, they traveled in two-vehicle convoys. Everyone was armed. Back then, in the days before the insurgency, the Americans had to be careful, but not as careful as Iraqis. Every Iraqi I knew either had been a victim of a violent crim or knew someone who was. Thugs armed with AK-47s carjacked vehicles at busy intersections. Businessmen were snatched off the street and held hostage until their families paid exorbitant ransoms.

The Iraqi police were almost nonexistent. They had fled their stations as America troops converged on Baghdad. Most were at home. Some had even joined the orgy of looting. The few who reported back to work were too scared to enforce th law. They had pistols. The criminals had AK-47s.

It didn't take long for the experts to conclude that more than 6,600 foreign ["]police advisers["] should be sent to Iraq immediately.

The White House dispatched just one: Bernie Kerik. [Chandrasekaran: 20-84]

[Carlos Ghosn] skips bail, flees Japan to avoid 'injustice'
"I am now in Lebanon and will no longer be held hostage by a rigged Japanese justice system where guilt is presumed, discrimination is rampant, and basic human rights are denied, in flagrant disregard of Japan's legal obligations under international law and treaties it is bound to uphold," the fugitive said.
< pick teeth, suck vigorously >
Speaking anonymously, prosecutors in Japan told Japanese media they did not know how Ghosn got out. His lawyer also denied all knowledge of the escape, saying he was stunned. Japan does not have an extradition treaty with Lebanon, which said Ghosn had entered the country legally and there was no reason to take any action against him.

There are 219 virus species that are known to be able to infect humans. The first of these to be discovered [?!] was yellow fever virus in 1901, and three to four new species are still being found every year. Extrapolation of the discovery curve suggests that there is still a substantial pool of undiscovered human virus species, although an apparent slow-down in the rate of discovery of species from different families may indicate bounds to the potential range of diversity.  ...

We are now daily hearing of massive increases in the numbers. Part of that increase is coming from the processing of specimens earlier. Another part is a broadening of the case definition. So numbers are going to increase. Even if they are in the thousands, this would not surprise us. That is not an indicator of seriousness. Indeed it is very, very good to get and identify as many cases as possible.

Homeland Security will share citizenship data with Census
Trump's order is being challenged in federal court, but meanwhile the Department of Homeland Security two weeks ago announced the agreement in a report. It said the agency would share administrative records to help the Census Bureau determine the number of citizens and non-citizens in the U.S., as well as the number of immigrants in the U.S. illegally.

NPR | To Produce Citizenship Data, Homeland Security To Share Records With Census
DHS ["]quietly announced["] the data-sharing agreement in a regulatory document posted on its website on Dec. 27. It marks the latest development in the Trump administration's ongoing effort to carry out the executive order President Trump issued in July after courts blocked the administration from adding a citizenship question to the 2020 census.
populating a NEW! relational database
The data DHS provides "will not be used to make programmatic or administrative enforcement decisions," according to the document the department released last week.
DHS will now also provide citizenship and immigration  benefits information about individuals to the U.S. Census Bureau. Though the development of this sharingeffort by USCIS, CBP, and ICE represents a new initiative for DHS, USCIS has been providing anonymized data on LPRs and naturalized citizens to Census annually since at least 2007. DHS memorialized this information sharing arrangement through a MOA with the Census Bureau.
[...]
Person records in each administrative and survey data source, including the 2020 Census, will be validated  and  assigned a unique person identifier, called a  Protected Identification Key (PIK). The PIKs will be used to link each person's citizenship information to their 2020 Census record. The validation process (called the Person Identification Validation System (PVS)) involves comparing records to federal government sources  (reference files) using fields such as Social Security number (SSN), name, date of birth, sex, and residential  address.
Instead, the document says DHS is providing the records as required by Trump's executive order to help determine numbers of three specific groups: "citizens, lawfully present non-citizens, and unauthorized immigrants in the United States during the decennial census."

China trade: Blame Zhuangzi
Zhuangzi's philosophy defeated the development of logic and created a slanted, not-level playing field in which those who were able to intuit and sense reality were better off than those who were not. This was unlike logic, mathematics and what we call science, in which the process is clear and everybody can see it provided they know some basics.

Intuition is more mysterious, and the senses are thinly defined. Some have it, and some don't. Some sense the happiness of animals, like Zhuangzi; some really don't, like Huizi.

Similarly, the emperor could see and interpret the link between heaven, on the one hand, and men and nature on the other. Common people could not. For this better ability to know, he, the emperor, would have the right to total rule and the subjects would have to obey.

Conversely, following Feng Youlan's approach, one could say that Greek city states, trading with one another, which were incapable of annihilating one another and trying to find common ground, preferred open, clear rules that defined transactions.

Part I. China trade: what a 200-year crisis reveals LOL

The Qing had expelled the Jesuits about a century before and had little or no interests in hearing from foreigners another version of what was happening around them.

This led famously to the First and Second Opium Wars. China was forced to trade opium and open its markets. [BWAH!]...

Part II. In search of an alternate Chinese system of trade LOL
Since the discovery of America, and most importantly since the establishment of Manila and the upsurge in trans-Pacific and trans-Atlantic trade in the 1570s, world trade and the global economy have been centered around America. ...
"a slanted, not-level playing field" of intuition < wipes tears > m'k.
In theory, in the 16th century, it would have been easy for the powerful Ming state to take over Manila and the Spanish trade with Mexico. Moreover, the mighty Ming fleet - which had traveled to Africa, under admiral Zheng He, just a hundred years before - easily could have started trading directly with Mexico. It didn't do so, for whatever reasons.

It would have been easy also for the Qing empire, which was far richer than the British and French combined, to start trading in tea leaves and whatever was necessary and useful for Chinese and global trade in the middle of the 19th century.

Both the Ming and the Qing empires failed to act. Why? Possibly because they failed to see the world as a whole body, a global environment that China had to fit into, first, and then possibly try to dominate. ...

Confucianism and its appreciation of authority contributed as much to compromised Chinese logic, creativity. You are either a knowledgeable, intuiting ruler or a hard-working, compliant denizen. That knowing too soon was disastrous at the times of Western expansion. But the Taoist-Confucian order of passivity and action might be fitting at times of a global decline.

Keep America Beautiful - Wikipedia
Keep America Beautiful was founded in December 1953 by a group of American businesses (including companies such as American Can Company, Continental Can Company, Owens-Illinois Glass Co.), nonprofit organizations (Izaak Walton League of America, National Council of State Garden Clubs, U.S. Brewers Foundation), government agencies (Connecticut State Highway Dept., N.Y. State Department of Public Works), and concerned individuals[8] in reaction to the growing problem of highway litter that followed the construction of the Interstate Highway System, and an increasingly mobile and convenience-oriented American consumer. The original goal of the organization was to reduce litter through public education, including public service announcement (PSA) campaigns, and engage tri-sector partnerships through the support of industry, government and nonprofits.

I've for some time entertained the hypothesis that every time there is a pithy three syllable word to summarize a concept in English, where there is no such word in German or French, we're looking at a self-serving injection into our culture by some advertisement campaign in the early post-WW2 decades. "littering", "jaywalking", and also "recycling"

Ain't funny, libertarians tell that the government destroyed the wonderful market of recycling:

The World's Recycling System Is Falling Apart. What's Going On?

A turning point in history was WWII's huge acceleration of government intervention in virtually every area of life. Perhaps prefiguring the 1960s and 1970s, recycling became a patriotic duty, a war-winning strategy on the home front. Social pressure increased on every hand to reclaim and reuse resources [...]

All recycling in history, in all its innovative variants - and at levels from individual scrap collectors to energy-conserving industries - had been economic. They had been activities justifiable by economic calculation, for-profit - including wartime scavenging undertaken simply because that was the available economic source of what was needed. There was little or no recycling mandated by law or regulation; all of it simply made economic sense in a given context. As time passed and economies grew, more production meant more refuse. Accordingly, economic forces drove more research and innovation, and recycling grew [...]

But [abundant oil, etc] has been the triumphant achievement of semi-free markets - succeeding in spite of every obstacle created by regulation - and of the advance of technology. In contrast, the ideological twin of the limits to growth movement - recycling - became the domain predominantly of government and laws. It has therefore been more or less impervious to any "market test" of benefits versus costs. Driven by ideology, the analyses of recycling have been plagued by a "confirmation bias" and by the argument, offered for everything that government does, that "Even if it isn't profitable, it's a good thing, and we've got to do it."

An interesting point comes towards the end: for the last 20-30 years recycling meant shipping the garbage to China - but not anymore....

The Congressional Research Service (CRS) may well be regarded by future historians and US-Eng. translators as the Scholars of the North Gate, preserving canonical commentaries on imperial politics, bureaucratic mandates, and legal, or moral, doctrine.

Congress never declared war against Iraq, this we know with certainty. Nor did it effectively denounce US military actions in Iraq et seq. to repel the "axis of evil".

  • AUMF 1991, 2002 (before Klobuchar's time) formally delegated war powers to any POTUS. Searches for public laws--other than appropriation for US military deployments and benefits, contractors' concessions,  allied "aid," or sanctions against "adversaries"--from Congress are futile. Mohammed Jasim al-Kinani, 55, one of the leaders of the southern Kinani tribe [!], called the Salih-Trump meeting "unacceptable".

The best I could do. It's difficult to take pictures at night when you're surrounded by sardines on all sides.

Amid a spike in hate crimes in New York City, many Jews are worried that a new "no bail" law might make their neighborhoods more dangerous. They are calling on politicians to reverse the policy -- and lawmakers are listening.

The new law, which went into effect Jan. 1, bars judges from setting bail on misdemeanors and nonviolent felonies, even when those charges are listed as hate crimes.

"misdemeanors and nonviolent felonies" should read "alleged misdemeanors and nonviolent felonies", of course.

Longer term, economic growth is running at its slowest annual pace since 2012.

November's unexpectedly poor economic performance sent sterling 0.5 per cent down against the dollar on Monday, taking it below $1.30. The pound was down 0.4 per cent against the euro by mid-morning.

LABOUR leadership contender Lisa Nandy is facing criticism after suggesting Scotland could look to Catalonia to find answers on beating "divisive nationalism".

Earlier this week the Wigan MP spoke of her plan for an "international commission" created by and for the Scottish people, which would aim to learn from examples in other countries where "the cause of social justice has beaten divisive nationalism"

[...]

Last night in an interview with journalist Andrew Neil, Nandy was asked what she meant by the suggestion.

The MP responded by saying places like Catalonia and Quebec have "lessons" for Scotland.

"This series is about new financial markets in a world where global economic growth is experiencing stagnation. The threat and subsequent response is not so much about climate change as it is about the collapse of the capitalist economic system. This series is about the climate wealth opportunity of unprecedented growth, profits and the measures our elite classes will take in order to achieve it - including the exploitation of the youth."
