Greek centre-right party accused of `censoring' EPP's Weber
SYRIZA said New Democracy had obscured Weber's statement that "Europe welcomed the North Macedonia deal," in a recent press release.

ND has firmly opposed the name change deal, the Prespa Agreement, recently reached between Athens and Skopje, while all EU governments have been quite supportive, as well as the EPP,  New Democracy's political home in the EU.

Asked by journalists about the North Macedonia deal, WEBER replied: "Europe welcomes the deal" and added that the "internal discussion over the issue in Greece should be respected".

French Education Minister Jean-Michel Blanquer and Junior Health and Solidarity Minister Christelle Dubos on Tuesday announced €6 million in initial funding for the free breakfast programme, which will be put in place at public schools that have been identified as "priority education network" (réseau d'éducation prioritaire or REP) establishments as well as in some poor urban neighbourhoods and rural areas.

A pilot programme was launched earlier this month in eight areas where schools are already working to serve students a healthy, free meal in the morning: Amiens, the overseas territory of La Réunion, Lille, Montpellier, Nantes, Reims, Toulouse andVersailles. The programme will be expanded nationwide in the fall, and is expected to provide breakfast to as many as 100,000 schoolchildren once fully operational.

Inquiry opened after Yellow Vests goad police to `commit suicide'
Yellow Vests took to the streets of Paris for a 23rd consecutive Saturday this weekend, facing off against police at the city's historic Place de la République, where protesters chanted at officers to "commit suicide".
[...]
The jeers have struck a nerve in France, where the number of police suicides are on the rise. Twenty-eight officers have taken their own lives so far this year, the Information and Communication Service of the National Police (SICoP) confirmed to FRANCE 24.
[...]
"These chants incite real hatred against the police, and the interior and justice ministries must demonstrate firmness by pursuing any legal action that may be brought," ALTERNATIVE Police CFDT said in a statement on Saturday. Although there is no clear single cause for the high rate of suicides, police unions have pointed to the relentless pressures of the job.

With a little help from our friends
Why does the Hungarian electorate put up with this? The answer is threefold. In economic terms the country is enjoying a relatively good decade, and many families are feeling the benefits despite the record-shattering income gap, and mind-boggling stories like the one of Orbán's childhood friend, the village gas fitter Lőrincz Mészáros, who since 2010 has risen from complete nobody to the 2057th richest person on the planet. Wages are up, unemployment is down, and about half a million mostly young and educated people have moved to other EU countries. Brussels is spending over 4 billion euros a year on Hungary, adding 3 to 4 percent to the county's Gross National Income.

European bloc not considering joining China's Belt and Road plans
EU officials told EURACTIV.com that "the EU position has not changed". The bloc decided not to become a member when the massive plan was presented more than five years ago. Member states are free to join individually, as nearly half of them have already done.

Prime Minister Alexis Tsipras's presence at the Belt and Road Initiative Forum in Beijing Friday and Saturday, in addition to Greece's joining the initiative of 16 countries of Eastern and Southeastern countries with strong relations with China, shows how far Greece has come since 2009. That was when China's state-owned Cosco [!] took over part of Piraeus's [!] container port. That initiative by a New Democracy [!] government was opposed bitterly by other parties and vested interests. However, despite the obstacles that they set up, PASOK and SYRIZA contributed toward a closer relationship with China.
Leaders from 37 countries to attend second Belt and Road forum in Beijing
Chinese Foreign Minister Wang Yi told reporters on Friday that apart from the 37 state and government heads, the Apr. 25-27 event will also be attended by representatives of up to 150 countries and international organizations, including UN Secretary-General Antonio Guterres and International Monetary Fund head Christine Lagarde.

Among the presidents or prime ministers likely to attend are from Italy, Portugal, Greece, Russia, Chile, Austria, Switzerland, Singapore, Philippines, Kenya, Pakistan, Egypt, Czech Republic, Hungary, Serbia, Mongolia, Vietnam and Thailand.

Many western countries won't send their top leaders to attend the meeting. These include the US, Canada, the UK, Germany, France, Australia or Spain.

That's an interesting contorsion. Desperately trying to find something negative to say about Europeans' attachment to Europe.
According to the poll, 47% of Czechs would vote to stay, 24% to leave. That's close to a two thirds majority. 49/19 in Italy, that's over two thirds.

I suppose it's an interesting thought experiment : design a referendum where unless an absolute majority of eligible voters votes to continue the status quo, the reverse applies.

That's the new name for the FDP. After Der Spiegel published an attack on the cult of white asparagus, Christian Lindner defended it.
REUTERS | Czechs protest justice appointee, fear meddling in PM's case, 29 April
President Milos Zeman will appoint Marie Benesova on Tuesday after the resignation of her predecessor, bringing opposition accusations of pressure on courts as Andrej Babis faces a potential fraud trial over European Union subsidies more than a decade ago.

Despite the investigation, Babis's ANO party maintains a firm poll lead after sweeping to power in a 2017 election when it won three times the votes of its nearest competitor with pledges to end politics as usual and bring a businessman's touch to governance.

Babis, the country's second richest person, has long fought accusations of conflicts of interest because of his vast business interests. He put his Agrofert business empire into trusts in 2017 to meet new Czech legislation.

Romania's witches harness the powers of the web
The witches also said they had recently turned their attention to politics, joining anti-corruption protests.

Minca said she connected online with nine witches and wizards from across Europe to the United States, seeking to put a curse on Romanian lawmakers seen by witches as corrupt.

Streamed online, the group had performed a mass ritual simultaneously with their overseas associates, against "those who don't do their jobs, those who have bad intentions, will lose their positions and suffer health problems," said Minca.

Pulp non sequitur: Biden's notorious maltreatment of Anita Hill in Thomas' confirmation hearing equals criticism of Thomas' fitness for office. So pulp expert testimony entails a liturgy of Thomas' curriculum vitae by a political scientist, recently published.
AP | Justice Clarence Thomas' moment may finally have arrived
Just this term, Thomas called on the court to reconsider a landmark 1964 First Amendment case, describing it and later decisions extending it as "policy-driven decisions masquerading as constitutional law ." He also criticized a 1963 Supreme Court decision that guarantees a lawyer for anyone too poor to hire one. And he equated [sic] the court's Roe v. Wade [?] abortion decision with its Dred Scott [?] decision , which said African Americans weren't citizens, labeling Both "notoriously incorrect."
Like Gorsuch Thomas concurred with a long annotation about Anglo-american jurisprudence respecting the 8th Amd. (bail, fines, cruel and unusual punishment).

Limbs va. Indiana (Feb 2019), Ginsburg for the majority, Held: "The Eighth  Amendment's Excessive Fines Clause [narrow!] is an  incorporated protection applicable to the States under the Fourteenth Amendment's Due Process Clause [narrow!]." Thomas' objects to qualification by "due process"; citizenship unequivocally merits protection.

The 39th Congress focused on these abuses  during its debates over the Fourteenth Amendment, the Civil Rights Act of 1866, and the Freedmen's Bureau Act. During those well-publicized debates, Members of Congress consistently highlighted and lamented the "severe penalties" inflicted by the Black Codes and similar measures, Cong.Globe, 39th Cong., 1st Sess., 474 (1866)(Sen. Trumbull), suggesting that the prohibition on excessive fines was understood to be a basic right of citizenship. [...] Similar examples abound. One congressman noted that Alabama's "aristocratic and anti-republican laws, almost reenacting slavery, among other harsh inflictions impose...a fine of fifty dollars and six months' imprisonment on any servant or laborer (white or black) who loiters away his time or is stubborn or refractory." Id., at 1621 (Rep.Myers). He also noted that Florida punished vagrants with "a fine not exceeding $500 and imprison[ment] for a term not exceeding twelve months, or by being sold for a term not exceeding twelve months, at the discretion of the court." Ibid. At the time, such fines would have been  ruinous for laborers. Cf. id., at 443 (Sen. Howe) ("A thou-sand dollars! That sells a negro for his life"). These and other examples of excessive fines from the  historical record informed the Nation's  consideration of the Fourteenth Amendment.
Placing pulp non sequitur: The constitutional issue and relevant error is FL ex-post facto punishment, indenture, fine on citizenship of felons (above). Thomas again reviews derivative applications of Sullivan but does not comment on Roe v. Wade (implied right to "privacy" rather than explicit security in one's person) extruded by SCOTUS from the 4th Amd. Who today cannot understand the error in relying on US fed gov to protect any "privacy"?

[Common Pleas* Court Judge Leon] Tucker shattered Krasner's argument, explaining that former DA Castille gave the appearance of bias not only because of his prior role as district attorney but also because of his pro-death penalty statements, ties to the Fraternal Order of Police (FOP), and lobbying for speedy death penalties in capital cases involving the murder of police officers.

Supreme Court looks likely to back Commerce Dept. on adding citizenship question to 2020 census
Ironies in the arguments for and against are too numerous to restate. Sample questionnaire panel shown, bears a striking resemblance to any private-sector app for employment and public-sector app for benefits circulating online in the last decade or two.

Affirmative defense of VRA enforcement is a calumny. No matter. District re-mapping will occur per constitutional mandated enumeration by total headcount, not total "citizens". CA might still pick up a seat or two on reapportionment whether or not the Trump Trust Detainee Distribution Plan works in the state's favor.

Consequently, it looks to me that so-called immigration advocates will spend the next 12 months cleaning up the mess of "misinformation" about social services and deportation in order to persuade terrorized, resident aliens ("non-citizen" HHs) to respond promptly to the Census. IF they don't want a visit from a walking, talking enumerator.

Tech firm VMware faces DACA discrimination lawsuit
On Tuesday, the Mexican American Legal Defense and Education Fund sued VMware in federal court in California, saying the software company violated the Civil Rights Act [Title VII] when it denied Sandy Vasquez a job.
[...]
VMware, according to the lawsuit, refuses to hire people authorized to work in the U.S. unless they are citizens, permanent residents or have a "transferrable visa" such as one given to highly skilled workers. Vasquez and others enrolled in DACA, as well as other immigrants such as those with temporary protected status, do not fall into these categories.
[...]
Palo Alto, California-based VMware said that while it does not comment on active lawsuits, it "hires and continues to employ DACA recipients."
partly pregnant
Vasquez, according to court documents, was told by a recruiter for VMware last January that she would be a "great fit" for a technical support engineer position at the company. A few days later, the lawsuit says the recruiter "abruptly terminated" the interview after Vasquez disclosed that she is not a U.S. citizen, though she has work authorization in the U.S. through DACA. According to the lawsuit, she was told all applicants must be either U.S. citizens or permanent residents.
[...]
The [DACA] program was enacted under President Barack Obama in 2012, allowed qualifying immigrants who came illegally to the U.S. as children to apply for renewable, two-year permits that would protect them from deportation and allow them to work.
Deadline to Submit DACA Renewal Requests Approaching On Oct. 5, 2017
"Based on legal guidance issued by the Attorney General, Acting Secretary of Homeland Security Elaine Duke issued a memorandum on Sept. 5, 2017, initiating an orderly wind-down of DACA."

Federal court strikes down Michigan districts drawn by GOP
The League of Women Voters and some Democrats had challenged the state's 162 legislative and congressional districts, but the final suit only targeted 34 of those districts. Michigan has 14 congressional districts.

Butina admitted as part of her plea that she began working with former Russian official Alexander Torshin in 2015 to create a back-channel of communication between U.S. political figures [?] and Russia, a mission that she carried out by infiltrating [!] the powerful National Rifle Association.
Girl Power!
[U.S. District Judge Tanya] Chutkan found that Butina's efforts were undertaken for the benefit of Russia at a time when the country was actively interfering in the 2016 U.S. presidential election.

That [Maria Butina] failed to register as a foreign agent made her all the more likely to establish the connections that she did, the judge added.

The government has conceded that Butina was not a spy in the traditional [?] sense, but says her clandestine work to collect information valuable to the Russian government nevertheless posed a national-security threat.

VIOLENCE IN PHILADELPHIA IN THE 1840'S AND 1850s (pdf),
"Democratic 'gangs' vs. Orangemen 'nativists'"

This last link is pertinent reading, in light of RTE headline news. The historical episode and setting described is no hagiographic display of The American Immigrant Experience. It is but one print from the plate of criminology "transported" from Old World to the new submerged in The Dream. Now I was going to let slide this RTE reporter's derogatory, faintly racist and ignorant epitome of civil disturbance in the US in consideration (read: value) of Mr NEESOM's pathetic sacrifice on behalf of NI prisoners and a host of his "followers", attesting to his indiscriminate sexual prowess. But I've detected over a decade of reading the several papers a pattern of obdurant prejudices I can no longer leave untreated. It presents in the public record's inability to reconcile the facts in hand --not over here, but over there in the event of momentary but pronounced incontinence. Here the patina of violence abandoned in the rise of Anglo-Irish respectability is a trivial matter, something to burnish before Sunday.

It's unclear if he was the intended target, but he was an associate of a gang member and that was good enough for the attacker. He was shot twice, in the shoulder and leg, but survived. Other innocent passersby, including young children and motorists, narrowly escaped injury.

This wasn't downtown Detroit, it was Drogheda.

I see RTE reportage (unlike the torrid Independent) has returned this morning to isolate the incident from the historical stream of pride and liberation, favored at the moment over selecting "new IRA" fall guys from the menu offered by your Tory "partners". Three homes targeted in Drogheda gang feud: That is some vicious "gang." They will surely "ruin" property values. That is some surprising demonstration "organized crime". The like typically reserved by G-men to bomb the shit out of NEW! "black extremists" in America. That is some fine legacy, confess. A sovereign people that can scarcely police a border without threat of British soldiers extorting their remittances from the States are casting aspersions on the ruin of others.

Shelby vs. Holder

On June 25, 2013, the United States Supreme Court held that it is unconstitutional to use the coverage formula in Section 4(b) of the Voting Rights Act to determine which jurisdictions are subject to the preclearance requirement of Section 5 of the Voting Rights Act, Shelby County v. Holder, 133 S. Ct. 2612 (2013). The Supreme Court did not rule on the constitutionality of Section 5 itself. The effect of the Shelby County decision is that the jurisdictions identified by the coverage formula in Section 4(b) no longer need to seek preclearance for the new voting changes, unless they are covered by a separate court order entered under Section 3(c) of the Voting Rights Act.

At least 15 dead as forces raid jihadist* hideout in eastern Sri Lanka town
The shootout between troops and suspected Islamist militants erupted on Friday evening in Sainthamaruthu in Ampara, to the south of the town of Batticaloa, site of one of the Easter Sunday blasts at three churches and four luxury hotels.

The government has said nine homegrown, well-educated suicide bombers carried out the Easter Sunday attacks, eight of whom had been identified. One was a woman.

Police said on Friday they were trying to track down 140 people they believe have links with the Islamic State group, which claimed responsibility for the suicide bombings.

Britain to allow Huawei restricted access to 5G network, 24 April
Britain's National Security Council, chaired by Prime Minister Theresa May, met to discuss Huawei on Tuesday. Britain will block Huawei from all core parts of the 5G network and access to non-core parts would be restricted, two security sources told Reuters on condition of anonymity.

"It's essential that we get the balance right, ensuring that our networks are built in a way that is secure against interference from whatever source, but also are competitive," said Britain's finance minister, Philip Hammond.

PROBE: UK defense minister Gavin Williamson sacked over Huawei leak, 1 May
In a letter to Williamson, May said that the PROBE "provides compelling evidence suggesting your responsibility for the unauthorized disclosure."
[...]
Shortly after the news broke, Williamson released a statement where he "emphatically" denied any involvement in the leak and said that a formal inquiry "would have vindicated my position."

The British government announced that Penny Mordaunt will be replacing Williamson as defense minister. She previously served as the minister for international development and is a reservist with the Royal Navy. Prisons minister Rory Stewart has been appointed to replace Mordaunt.

Britain's compromise could provide a template for other Western nations to follow as they try to navigate the row between Beijing and Washington.

The world's leading intelligence-sharing network - the anglophone Five Eyes alliance of the United States, Britain, Australia, Canada and New Zealand - will not use technology from Huawei in its most sensitive networks, a U.S. official said.

U.S. prosecutors seek to disqualify Huawei defense lawyer: filing invisible ink, 2 May
The lawyer, James Cole, was the [deputy attorney general] at the Justice Department between 2011 and 2015, a period  [Obama admin] when the United States was obtaining information on how Huawei might have been doing business in Iran in violation of U.S. sanctions.

The government did not make public why it is seeking to remove Cole from the case. In a letter to the court, prosecutors said they had filed a sealed, classified motion to disqualify Cole and expected to file a public version by May 10.

Huawei CFO Chief Financial Officer Meng Wanzhou: Free Carlos Ghosn!
Cole entered a not guilty plea on behalf of ["]the company["] and its U.S. subsidiary on March 14 in Brooklyn.

The crux of the case is that Meng and Huawei allegedly conspired to defraud [?!] HSBC Holdings Plc [UK] and other banks by misrepresenting Huawei's relationship with Skycom Tech Co Ltd, a suspected front company that operated in Iran. [...] U.S. prosecutors said last month they planned to use information about Huawei obtained through secret surveillance [mwhahaha] in the case.

In March, Reuters detailed how U.S. authorities secretly tracked Huawei's activities, including by collecting information copied from electronic devices carried by Chinese telecom executives traveling through airports.

The sanctions reduced the public's caloric intake, increased disease and mortality (for both adults and infants), and displaced millions of Venezuelans who fled the country as a result of the worsening economic depression and hyperinflation. All of these impacts disproportionately harmed the poorest and most vulnerable Venezuelans.

My guess is that every side is trying to avoid repeating the caracazo. Partly because the lesson from that was that mayhem and massacres never stabilize a situation, partly because they don't want to be seen as the regime that killed it's own people.

So, at least at the top they treat each other with some decency and moderation. And mostly on the ground level, too. Of course in the crowds there are always testoterone-filled idiots too young to remember bodies on the streets 30 years ago. Or people paid to cause trouble.

Did Maduro set a trap?
There is no official explanation why the Trump administration believed that the comical coup attempt by Juan Guaidó and his master Leopolo López would work.

There are signs though that the government of President Nicolas Maduro set a trap. Several people in the top echelon of the Venezuelan government gave false promises that they would join the U.S. proxy side. They snookered Guaidó into launching his coup to let him fail.

These two actually agree on something....
The annual Eurovision Song Contest is right around the corner, and as that fateful date approaches, calls for Hatari to be booted from the competition have grown louder, coming this time from the Simon Wiesenthal Centre and UK Lawyers for Israel. In a recently released statement, the crux of their argument rests upon Rule 2.6 of the Eurovision Song Contest, which states:

"The ESC is a non-political event. All Participating Broadcasters, including the Host Broadcaster, shall ensure that all necessary steps are undertaken within their respective Delegations and teams in order to make sure that the ESC shall in no case be politicized and/or instrumentalized ... No lyrics, speeches, gestures of a political, commercial or similar nature shall be permitted during the ESC."

[...]

Most recently, The Palestinian Campaign for the Academic and Cultural Boycott of Israel (PACBI) urged Hatari to withdraw voluntarily, rather than be banned altogether. Their reasoning is decidedly different from that of the Simon Wiesenthal Centre, naturally--PACBI believes the best support for the Palestinian people that Hatari could show would be to boycott Eurovision altogether, as many have already done.

As PACBI is a founding member of the Boycott, Divestment and Sanctions (BDS) movement, a grassroots campaign from the Palestinian people themselves, it naturally provides the band with an interesting choice: go to Tel Aviv to make a statement supporting Palestine, or honour the wishes of a Palestinian group and simply not attend at all.

Nestlé Philippines targets to use 100% recyclable packaging by 2025
Earlier this month, World Bank Acting Director for the Philippines Agata E. Pawlowska said in a Marine Plastics Conference that the country now has the highest rate of mismanaged plastics in the world. "There is a lack of statistics on the amount of plastic in the Philippine waters. What is known is that the amount of mismanaged plastic waste is continuously increasing, and that the plastic crisis requires urgent action," she said.

In December, House Bill No. 8692 was filed seeking a nationwide ban on single-use plastic products such as grocery bags, food packaging, water bottles, straws, cups and sachets. It is still on first reading at the House of Representatives.

Marine Layer's recycled T-shirts could transform fashion
There are a few unique parts of Recover's process. One is that Recover separates fibers by color, then through a proprietary color-matching process, re-creates each color. This approach means that the factory does not need to use any chemicals or dyes in the process, which are often toxic. Marine Layer's Re-Spun T-shirt line has many colorful patterns. This required many T-shirts of each color. "What we found is that the color is not as consistent as it would be if we gave the factory a Pantone color card and asked them to just create a match," Natenshon says. "But we kind of like that there are variations in color and that each batch gives them soul and character."

The other unusual part of the process is that it requires no water. Recover does not even use water to clean the old clothes: They are industrially cleaned using ultraviolet rays at the fiber level. Meanwhile, one kilogram (or 2.2 pounds) of virgin cotton requires 15,000 of water to turn into fabric, according to a study from the University of Valencia. This includes the farming, processing, and dyeing process.

CFR | A Conversation With Christopher Wray, 26 April
China has pioneered a societal approach to stealing innovation in any way it can from a wide array of businesses, universities, and organizations. They're doing it through Chinese intelligence services, through state-owned enterprises, through ostensibly private companies, through graduate students and researchers, through a variety of actors all working on behalf of China. At the FBI we have economic espionage investigations that almost invariably lead back to China in nearly all of our fifty-six field offices, and they span just about every industry or sector.
[...]
They're strategic in their approach. They actually have a formal plan set out in five-year increments to achieve dominance in critical areas. And to get there they're using an expanding set of nontraditional methods, both lawful and unlawful, so weaving together things like foreign investment and corporate acquisitions, together with cyber intrusions and supply chain threats. The Chinese government is taking the long view. That's probably an understatement. They've made the long view an art form. They're calculating. They're focused. They're patient and persistent.
[...]
But even with all of that, we can't tackle all these threats on our own. We've got to figure out more and more ways to work together, particularly with all of you in the private sector. We need to focus even more on a whole-of-society approach because in many ways we confront whole-of-society threats. It is very clear to me that the next few years will be very much defined by what kind of progress we can make with private-public partnerships.
