Amazon Says French Clients to Bear Cost of France's New Digital Tax
"As we operate in the very competitive and low-margin retailing sector, and invest MASSIVELY in creating NEW! tools and services for our clients and vendor partners, we CANNOT WITHSTAND an additional tax," the company told AFP in a statement.
unprecedented. egregious. inconceivable.
The French government said it had no choice but to take action, though it is hoping to secure an international agreement that would include all OECD countries by the end of 2020. The issue will be high on the agenda when France hosts a G7 summit meeting in the Atlantic resort town of Biarritz later this month.

Europe splits over IMF leadership
The race is still open, with the five shortlisted candidates all still with a chance of securing the post, according to French sources. These are the Eurogroup president Mario Centeno; his predecessor Jeroen Dijsselbloem, Spain's Minister of Economy, Nadia Calviño, Finnish central banker Olli Rehn and the CEO of the World Bank, Kristalina Georgieva, the most recent addition.
[...]
A diplomat told EURACTIV.com that the EU was divided between North and South countries. Dijsselbloem, supported by Germany and Northern capitals, is opposed by the Southern members, because of his hawkish positions on economic matters, and during the eurozone debt crisis, and the derogatory comments he made about them two years ago.

I read that Sweden and The Netherlands at first blocked Georgieva as the votes were insufficient to get her elected and due to her age. Apparently the UK was taken by surprise as their two late candidates were rejected ... the UK abstained. Dijsselbloem saved the Union 😉 by stepping back as candidate. Georgieva wins by default ... the EU is clearly divided. Mark Rutte and the Dutch are out if favor ... firstly with Timmermans and now for the IMF position.

Sites using Facebook 'Like' button liable for data, EU court rules
Under EU data protection law [GDPR], therefore, a European retailer and the US platform are jointly responsible for gathering the data and sending it to Facebook's Irish subsidiary.
Rather interesting relation of equitable relief to disclosures of "legitimate interest" in IPR. I wonder idly, how deep this reasoning might eventually reach into EU employment case law, or not as was the case for severing "joint employer" free speech rights in the US (advanced SCOTUS union busting). An analogy between "controlling" interests shared by jurisdiction is weak atm.
Judgment in Case C-40/17
The operator of a website that features a Facebook 'Like' button can be a controller jointly with Facebook in respect of the collection and transmission to Facebook of the personal data of visitors to its website
[...]
With regard to the cases in which the processing of data is necessary for the purposes of a legitimate interest, the Court finds that each of the (joint) controllers, namely the operator of a website and the provider of a social plugin, must pursue a legitimate interest through the collection and transmission of personal data in order for those operations to be justified in respect of each of them.

Amazon Alexa voice recordings sent into Polish [employees]

Amazon has admitted it employs temporary workers, sometimes working from home, to transcribe the voice commands of its Alexa virtual assistant. The acknowledgment follows revelations by the Welt am Sonntag newspaper

that workers hired by an agency in Poland were allowed to hear the voice recordings of its German users.

Welt said that while the tech giant had insisted that only trusted staff had access to the recordi, job advertisements by the agency offered workers with strong German language skills the promise of "teleworking throughout the country," after being trained by Amazon at their Gdansk office.

Boris Johnson visits Five Chieftains
On his tour of the U.K., Johnson was booed by protesters in both the Scottish city of Edinburgh and the Welsh city of Cardiff. He was also accused of playing "Russian roulette" with the agriculture industry by Welsh farmers who face high tariffs on their exports to Europe if there is a no-deal Brexit.

A variety of protesters greeted Johnson Wednesday in Northern Ireland, including border residents, steelworkers at a Belfast shipyard threatened with closure and anti-Brexit demonstrators.

After the meetings, Nichola Mallon, deputy leader of the Irish nationalist SDLP party, said [...] "We went into this meeting concerned that he would have a limited understanding of the complexities and the fragility of this place and those concerns have been confirmed," she said.

Interesting interview with Jonathan Powell last night, who was a senior member of the team who negotiated the original Good Friday Agreement.

He explained very soberly that are only two alternatives available within the GFA. Either Ulster remains in the Customs Union along with Britain, or there is a customs border in the middle of the Irish Sea.

The resumption of a customs border between Ulster and the Republic is specifically forbidden b an international treaty ratified by the UN.

breaking international treaties like that has consequences. It's one thing to allow A50 to lapse, it's entirely another to bugger with a peace treaty at the UN.

Especially when Congress have indicated they will not tolerate any fucking about of Ireland and te GFA by the UK. If Boris wants a trade deal with the US, he's got to be nice wto dublin.

But right now, the brexiteers are in full "Britannia waives the rules, you never have to say you're sorry when you're English" mode and Boris is burning bridges as fast as he can strike the matches

Explaining the joke: Soon after CAMPAIGN 2018 and establishment of a short-rainbow of congressional "badasses," Joy Anne Reid, D-List MSNBC "women and minorities" warrior bearing Ivy League affirmative action credential, began hurling spears of US anti-communism (mouldering in the graves of Booker T. Her social media propaganda was marginally effective in deterring apparent adoption of an agitation for DNC CAMPAIGN 2019 nominees to advocate for "reparations" policy. Sadly, as Mueller Report profiling current Russian meddling and interference in US democracy ("racial division") has dissipated, so has #AMJOY authoritative materialism for rubes --foreign born, natural born, and naturalized US citizens.

These days, Joy Anne Reid has retreated behind the line of #ADOS "messaging" as an agent provocateur for "inclusion" of immigrant descendants of imperial Pan-African slave trade, especially Guyana, nation-state of her parents' origin, reportedly. While Marianne Williamson, apex archetype, has not.

tears, sippy cup
Community leaders and residents gathered to cut the ribbon on a pocket of greenery and flowers, built from what had been a vacant lot often used as a dumping ground for trash.

"Come to Baltimore. Do not just criticize us, but come to Baltimore and I promise you, you will be welcomed," he said.

Gee. Baltimore's Affodable Housing Trust Fund much? The Fair Development Roundtable expected leadership and leverage. But all they got was the city council of racket-realtors --formally known as  Baltimore City Department of Housing and Community Development, a HUD and MD beneficiary-- dicking for 3 YEARS with statutory fund appropriations of a measly $20M.
Residents said they were heartened by the attention being paid to Baltimore, and they too urged the White House to consider the way the president's comments may land in a community.

Jackie Cornish, a founder of the Druid Heights [west Bal'more site] community development corporation [BWAH!] more than 40 years ago, said she hoped Trump and Cummings could put their collective power together [wut] and work for the good of the city. While she feels the president has "disrespected our congressman as well as disrespected our city," she also said: "We still respect our president. As long as he's president, we're trying to lift him up." [wut]

What a way to HANDICAP residents' publicity. Thanks. For. Nothing.

900 asylum seekers returned to wait in Mexican border city

They are among nearly 3,000 people with pending U.S. immigration proceedings who have been sent back to wait in Mexico's Tamaulipas state, where the U.S. State Department warns Americans to avoid all travel due to high levels of violence and kidnapping.

Under ["]the program["], migrants who turn themselves over to U.S. authorities and, in most cases, request asylum, are returned to Mexico after being given a court date. To pursue their asylum cases they have to wait in Mexico, crossing only for court dates in what is a months-long process.

In the image of his favorite fascist leader Der Trumpf, Brazil's government has pushed for a new law to evict U.S. citizen Glenn Greenwald  ...

Justice Minister Sergio Moro wants Brazil to deport "dangerous foreigners." Observers believe that the threat is aimed at the US journalist Glenn Greenwald, whose Intercept has aggressively reported on Moro's conduct.

The Brazilian justice minister's dubious deportation decree | DW |

'The US position'

Under Moro's decree, people denied permission to remain would have to formally object within 48 hours -- rather than the 60 days currently allotted. The decree would also allow for deportations should authorities allege that people may pose a danger to the country. The law would even permit deportations based on intelligence by foreign agencies.

Thiago Amparo, a law professor who works with the FGV education foundation, called Moro's decree problematic in that it "prevents immigrants from making use of their rights." Amparo said Brazil was echoing the "tough anti-immigrant rhetoric" of the regimes in the United States, Poland and Hungary.

[...]

A major foe of President Jair Bolsonaro's is the US investigative journalist Glenn Greenwald, whose platform, The Intercept, recently leaked chat conversations that cast a particularly bad light on Moro and the investigators involved in Operation Car Wash, which led to the imprisonment of the wildly popular former president Luiz Inacio Lula da Silva.

The chats published by The Intercept showed Moro, a judge at the time, communicating with officials involved with the dubious prosecution of Lula in a corruption case that eventually led to his being declared ineligible to run for the presidency in 2018. Bolsonaro, who had polled weakly against Lula, eventually won the election in a runoff and installed Moro as his justice minister.

Greenwald reported that the chats were provided by an anonymous source. But over the weekend Bolsonaro and several minsters demanded the journalist be jailed. They allege that Greenwald had orchestrated a hacking operation through which the chat conversations became public. The president has complained that under current laws Greenwald cannot be deported as he has two adopted Brazilian children, and has labeled the journalist a "villain."

Brazil's Bolsonaro snubs French foreign minister for haircut - Reuters

Brazil's right-wing President Jair Bolsonaro canceled a meeting this week with French Foreign Minister Jean-Yves Le Drian - getting a haircut instead - amid deepening tensions over climate change policy that could endanger the EU-Mercosur trade accord.

Bolsonaro's spokesman cited an agenda clash, even though the meeting with the French cabinet minister was canceled just one hour before. Bolsonaro went for a haircut at the time of the scheduled meeting with Le Drian on Monday, and broadcast it live on Facebook.

Puerto Ricans have no idea who will be new governor Friday, 17:01 Hong Kong people's time with Caribbean characteristics
As one of his last acts, Rosselló put forward veteran politician and lawyer Pedro Pierluisi to fill the vacant secretary of state post, next in line for the governorship under the U.S. territory's constitution.

Pierluisi is a [non-voting  delegate] to the U.S. Congress seen by most ordinary Puerto Ricans as a conciliatory, relatively uncontroversial figure, unlikely to be met by continued street demonstrations.

I don't know about that.
The Puerto Rican House of Representatives is expected to vote on Pierluisi's confirmation Friday afternoon. ... Some lawmakers said a House vote for Pierluisi would count as confirmation and allow him to assume the governorship. Opponents said he requires Senate approval, too, and they would sue to stop him becoming governor without that.
[...]
Another obstacle for Pierluisi is Senate President Thomas Rivera Schatz, who has said he would not vote for Rosselló's nominee and wants to run for governor himself next year. Several legislators have said they prefer Rivera Schatz over Pierluisi, but the Senate leader is a powerful figure deeply associated with Puerto Rico's political and business elite and his elevation to the governorship could re-ignite popular outrage.

US government delays Puerto Rico disaster mitigation funds

The Trump administration is delaying the release of more than $8 billion in funds to help Puerto Rico prepare for the next natural disaster, citing political unrest and financial irregularities in the U.S. territory.

The funds are part of $16 billion approved by Congress for mitigation projects, such as hardening electrical grids, in states and territories receiving presidential disaster declarations from 2015 to 2017.

The Department of Housing and Urban Development [HUD, sec. CARSON?!] is detailing rules for nine states to get the funds first. They are Texas, Louisiana, Florida, North Carolina, South Carolina, West Virginia, California, Missouri and Georgia.

HHS: Florida migrant child detention camp emptying out
[US] Health and Human Services Department [sec. AZAR?!] spokeswoman Evelyn Stauffer said in an email that all children who had been at the facility are now either with family members or at smaller state-licensed centers. The camp has housed about 14,300 undocumented children in total since March 2018, the largest such facility in the country. ... Last month, HHS expedited the process for sending child migrants to live with relatives already in the U.S. by eliminating [!] a fingerprinting requirement for adult siblings and grandparents. It also stopped [!] universally requiring child abuse and neglect checks unless there are special concerns.
[...]
Some members of Congress [Mucarsel-Powell (FL-26), Shalala (FL-27), Wasserman Schultz (FL-23)] and immigration advocates have called for the Homestead center to be completely shut down, but it will remain available for future needs, officials said.

U.S. Rep. Debbie Wasserman Schultz [?!] said in a statement that HHS should be more forthcoming about why[?] so many children were moved so quickly and exactly where they went. "I will seek a full accounting of where these hundreds of children who were reportedly relocated from the Homestead detention center ended up," the Florida Democrat said. "HHS must be more transparent, and I will continue to demand answers about the fates of these children."

North Korea took $2 billion in cyberattacks to fund weapons program: U.N. report | Reuters |

North Korea has generated an estimated $2 billion for its weapons of mass destruction programs using "widespread and increasingly sophisticated" cyberattacks to steal from banks and cryptocurrency exchanges, according to a confidential U.N. report seen by Reuters.

The experts said North Korea "used cyberspace to launch increasingly sophisticated attacks to steal funds from financial institutions and cryptocurrency exchanges to generate income." They also used cyberspace to launder the stolen money, the report said.

"Democratic People's Republic of Korea cyber actors, many operating under the direction of the Reconnaissance General Bureau, raise money for its WMD (weapons of mass destruction) programmes, with total proceeds to date estimated at up to two billion US dollars," the report said.

Uganda begins largest trial of experimental Ebola vaccine
The trial of the Janssen Pharmaceuticals vaccine involves up to 800 people in the western district of Mbarara and is supported by Doctors without Borders and the London School of Hygiene and Tropical Medicine.

City of Nijmegen: Official apologizes to woman with niqab banned from playground

A woman wearing a niqab has received an apology from the municipality of Nijmegen on Sunday afternoon. The woman and her family were visiting "De Leemkuuil" playground.

A discussion arose in the playground about the woman's garment in connection with the prohibition of face-covering clothing, which came into force in the Netherlands on 1 August.

The playground, however, does not fall under the so-called burqa ban, after consultation with the police and the municipality. Afterwards apologies were offered to the woman.
