UK Disinformation and Propaganda The Consortium

END OF UPDATE

Reuters, BBC, and Bellingcat participated in covert UK Foreign Office-funded programs to "weaken Russia," leaked docs reveal. by Max Blumenthal

The UK Foreign and Commonwealth Office (FCO) have sponsored Reuters and the BBC to conduct a series of covert programs aimed at promoting regime change inside Russia and undermining its government across Eastern Europe and Central Asia, according to a series of leaked documents.

The leaked materials show the Thomson Reuters Foundation and BBC Media Action participating in a covert information warfare campaign aimed at countering Russia. Working through a shadowy department within the UK FCO known as the Counter Disinformation & Media Development (CDMD), the media organizations operated alongside a collection of intelligence contractors in a secret entity known simply as "the Consortium."

Chris Williamson, a former UK Labour MP attempted to apply public scrutiny to the CDMD's covert activities and was stonewalled on national security grounds, told The Grayzone.

The Integrity Initiative is a UK government-funded 'counter-disinformation' project with links to the intelligence community. And it has published comments and retweets against Labour leader Jeremy Corbyn and his associates. Corbyn ally Chris Williamson, meanwhile, has been a leading parliamentary voice trying to hold the secretive initiative to account.

New Documents Reveal More British Efforts To Undermine Russia

Note that 'Russian disinformation' is whatever Britain does not like about Russia. 'Exposing' such 'disinformation' is best done by spreading one's own. These are not defensive programs but attacks on Russia.

Projects to achieve the above were to be implemented in nearly every country that borders Russia and has a Russian speaking minority as well as in Russia itself.

The British government does not want you to know about such projects. The 'Supplier Event' sheet says:

    Security

No unauthorised disclosures of activity on this work. Contract will need to take a look at who we are working with. Basic IT security reasonable steps should cover our requirements but the FCO may request an explanation of wat steps have been taken to ensure security and Duty of Care.

It should be noted that for security reasons, some grantees will not wish to be linked to the FCO. It should be noted that the Programme Team would prefer the programme documents do not end up in the Russian media. We know that they are following us, and we are expecting an expose soon.

In the recent past I have written about Legatum at a time Anne Applebaum found her employ at the think tank. The red alert signs and alarm bells were up at the time and I gave some background information.

EU/NATO Propaganda It’s About Daesh and Russia [Update5] | Nov. 2016 |

Legatum: the Brexiteers’ favourite think tank. Who is behind them? | Open Democracy – Nov. 17, 2017 |

It's arguably the most influential think tank in the country, pushing a free market pro-Brexit vision and enjoying privileged access to media and ministers. But what does their background in 'disaster capitalism' tell us about Legatum's Brexit agenda?

In June 2016, the Legatum Institute was just another free market think tank floating around the edges of Westminster. If you'd heard of it at all, it was probably for its regular 'prosperity indexes', which provided fodder for countless news stories about the happiest, richest and even the 'most hard-up' places to live.

Fast forward less than eighteen months. Legatum is now the Brexiteers' think tank of choice.

Funded by a Dubai-based, New Zealand-born billionaire as well as around 40 mostly anonymous donors and based in plush Mayfair offices, Legatum has the ear of large sections of the British media and government.

But former Legatum employees and others we spoke to called into question the think tank’s experience and raised concerns about the burgeoning influence of the group. Labour MP Ben Bradshaw recently called for the UK government "to look at the Legatum Institute, its relationship with the Government, and the background of its founder and main funder, Christopher Chandler."

Legatum’s belief that Britain should remove all tariffs has almost become an article of faith for leading eurosceptics, including Brexit minister Steve Baker. In a recent Times op-ed Shanker Singham, chairman of Legatum's self-styled 'special trade commission', wrote that Britain could "maximise the benefits and minimise the disruptions of Brexit" by leaving the EU as soon as possible and removing tariffs.

The Irish border is a mere bagatelle, easily resolved by drones and ‘creative thinking’.

FCC Commissioner Blasts Attempt By House Democrats to Shut Down Fox News: 'Chilling Transgression' of Free Speech

FCC commissioner Brendan Carr called an effort by House Democrats to pressure cable providers into removing Fox News and other conservative networks a "chilling transgression" of free speech, and asked his colleagues on the commission to denounce the lawmakers.

In a Monday letter, California Reps. Anna Eshoo (D) and Jerry McNerney (D) demanded that television providers including AT&T, Verizon, Comcast, Apple, and Amazon say whether they planned to continue providing Fox News on their platforms, in addition to Newsmax and One America News.

"Debate on matters of public interest should be robust, uninhibited and wide open," Carr said.

"To the House Democrats that used their official letterhead to launch this inquiry, I would say this: Your demand to know the `moral principles' that guide a private entity's decision about what news to carry cannot be reconciled with bedrock principles of free speech and journalistic freedom," he added. "I call on my FCC colleagues to join me in publicly denouncing this attempt to stifle political speech and independent news judgment."

Twitter unveils feature charging users for additional content, hacking GDPR enforcement worldwide
On Thursday, the social media giant unveiled "Super Followers," which will allow users to restrict access to some content unless followers pay a fee.

A representative of Twitter told the Washington Examiner that the feature will "allow creators and publishers to be directly supported by their audience and will incentivize them to continue creating content that their audience loves."

A second feature, called "Communities," is designed to create groups centering on shared interest.

The announcement comes weeks after CEO Jack Dorsey announced Twitter was exploring the introduction of a tipping feature.

"I think the first thing we want to focus on is that economic incentive to people who are contributing to Twitter," he said at the virtual Goldman Sachs Technology and Internet Conference on Feb. 10.

House GOP wrestles with Section 230 overhaul, fails
Although a full repeal seems unlikely, Republicans on the Energy and Commerce Committee are optimistic about finding agreement with Democrats on reforming Section 230.

"This is really the most bipartisan committee in Congress, and we tackle a lot of big issues, Section 230 is a really big issue that there's appetite on both sides for," a senior Republican committee aide said.

Republicans say that they no longer have confidence in social media companies to make the right decisions when it comes to content moderation and growing issues like the spread of misinformation.

Also in 2008, while at Harvard Law School, Sunstein co-wrote a paper proposing that the U.S. Government should employ teams of covert agents and pseudo-"independent" advocates to "cognitively infiltrate" online groups and websites -- as well as other activist groups -- which advocate views that Sunstein deems "false conspiracy theories" about the Government. This would be designed to undermine the credibility of "conspiracists".

Intelligence Is Not About Security, But A Sting

Israeli intelligence units are experts in Trojan Horses... installing malware, the world's best.

The complaint from Bindmans solicitors alleges that Assaf Kaplan worked for Unit 8200, the cyber branch of the Israeli Defence Force, from 2009 to 2013. It adds that the unit has been mired in controversy over its surveillance practices against Palestinian civilians in the West Bank and Gaza.

Someone who takes the hypocrisy of ME Policy of Democrats to task can't be all bad or of ill judgment ...

Hillary Clinton's campaign this week slammed comments by the son of longtime Clinton confidant Sidney Blumenthal regarding the late Elie Wiesel.

"Secretary Clinton emphatically rejects these offensive, hateful, and patently absurd statements about Elie Wiesel," Jake Sullivan, Clinton's senior policy advisor, said in a statement to The Jerusalem Post.

Wiesel? I thought he had already been thoroughly demolished by Isaac Asimov. (In French; Google can't find it in English any more)

Saudi ["]de facto ruler["] approved operation that led to Khashoggi's death: U.S.
Saudi Arabia's de facto ruler approved an operation to capture or kill murdered journalist Jamal Khashoggi in 2018, according to U.S. intelligence released on Friday as the United States imposed sanctions on some of those involved but spared the crown prince himself in an effort to preserve relations with the kingdom.
[...]
"(I) made it clear to him that the rules are changing and we're going to be announcing significant changes today and on Monday," Biden said on Spanish language network Univision.

Among the punitive steps the United States took on Friday, it imposed a visa ban on some Saudis believed involved in the Khashoggi killing and placed sanctions on others, including a former deputy intelligence chief, that would freeze their U.S. assets and generally bar Americans from dealing with them.
[...]
"We assess that Saudi Arabia's Crown Prince Muhammad bin Salman approved an operation in Istanbul, Turkey to capture or kill Saudi journalist Jamal Khashoggi," the U.S. Office of the Director of National Intelligence said in the four-page report.

The intelligence agency based its assessment on the crown prince's control of decision-making, the direct involvement of one of his key advisers and his own protective detail, and his "support for using violent measures to silence dissidents abroad, including Khashoggi," it added.

India is now only 'partly free' under Modi, says report

The US also had a democratic decline during the final years of Donald Trump's presidency, the report noted.

Mass protests, the rise of armed vigilante groups and Mr Trump's "shocking attempts to overturn his election loss" which culminated in the storming of the Capitol Hill by rioters in January "has damaged the United States' credibility abroad", it said.

The global freedom report also added that "the countries with declines in political rights and civil liberties outnumbered those with gains by the largest margin recorded during the 15-year period".

It downgraded the freedom scores of 73 countries, representing 75% of the global population.

"With India's decline to Partly Free, less than 20% of the world's population now lives in a Free country, the smallest proportion since 1995," the report said.

India falls to 53rd rank in EIU's Democracy Index, dubbed as flawed democracy

Japanese Defense Minister Kishi Nobuo in December invited Germany to send a naval vessel to join Japan's Self-Defense Forces in drills. He also said that charting a route through the South China Sea would aid international efforts to maintain the right of transit amid China's aggressive expansion.

The news follows recent similar passages by the U.S. and French navies as the Biden administration calls for a multilateral front against Chinese assertiveness in the region. The U.K., Australia, and Japan are reportedly planning Pacific exercises that could also bring them into the sea later this year.
