Details of the organisation

In October 2014, six former senior Tehrik-e-Taliban Pakistan (TTP) members pledged allegiance to IS leader Abu Bakr al-Baghdadi. In January 2015, then-IS spokesman Abu Mohammad al-Adnani accepted the pledge of allegiance and announced the creation of IS-KP.

Leadership

IS-KP has suffered military defeats and territorial losses since 2017, resulting in fluid leadership, in-fighting among IS-KP members and an organisational restructure. As at July 2019, IS-KP's leader was Malawi Abdullah, also known as Mawlawi Aslam Farooqi. On 5 April 2020, Afghan security forces announced Farooqi's arrest.

IS-KP has strong ties to IS. Important personnel appointments are discussed with IS, and when required, IS provides direction to IS-KP.

The Islamic State (IS) claimed responsibility and posted the picture of Abdul Khayum aka Abu Khalid for having bombed the Gurdwara to avenge violence against Muslims in India. Abu Khalid is a Keralite who joined IS in 2016-2017 and was on NIA radar since 2017. Sikhs were warned to leave Afghanistan or be prepared to die.

The attack was timed one day after US Secretary of State Mike Pompeo announced during his visit to Kabul that US would cut $1 billion aid to Afghanistan if President Ashraf Ghani and CEO Abdullah Abdullah (who also declared himself President) don't resolve differences over the election results. But Pompeo's visit was more to pressure Ghani to release 5000 Taliban prisoners in exchange for 1000 ANSF prisoners albeit the US-Taliban deal never took Afghan Government in confidence in arriving at this exchange figure.

Aslam Farooqi: Head of Islamic State-Khorasan Arrested | Jamestown - May 5, 2020 |

On April 4, an operation conducted by Afghanistan's intelligence agency, the National Directorate of Security (NDS), successfully captured the head of Islamic State-Khorasan (IS-K), Aslam Farooqi, along with 19 other militants (TOLO News, April 4; Al Jazeera, April 4). Farooqi was arrested during a multi-day operation in the southern province of Kandahar. According to a NDS commander involved in the operation, the arrest of a weapons supplier provided information that led to Farooqi's arrest (TOLO News, April 6).

Farooqi, born as Abdullah Orakzai, is originally from the Orakzai district, Khyber Pakhtunkwa province in Pakistan. Farooqi is a member of the Mamozay tribe of the Orakzai clan. Farooqi reportedly began his militant career by first joining the Lashkar-e-Taiba (LeT) jihadist group and was later a commander in Tehreek-e-Taliban (TTP) (see MLM, October 4, 2018; Anadolu Agency, April 30; Hindustan Times, April 9). More recently, he became a commander of Islamic State's military wing operating in Peshawar city, Pakistan, before being deployed to the Achin district of Afghanistan's eastern province of Nangarhar (TOLO News, April 4). Farooqi was also the commander of IS-K operations in Pakistan's Khyber agency. The NDS statement released following Farooqi's captured stated that he was placed in charge of IS-K by Islamic State's central leadership following the killing of his predecessor, Abu Saeed Bajawori, by Afghan and U.S. forces in 2018 (Pajhwok, April 4).

However, the United Nations said in a July 2019 report that his promotion came later--in April 2019. According to the report, Abu Omar al-Khorasani, who became IS-K leader in late 2018, was demoted by a delegation representing Islamic State's central leadership for "poor performance" in battles in Nangarhar. The same delegation promoted Farooqi to the leader's position (UN Security Council, July 19, 2019).

A diplomatic row between Afghanistan and Pakistan has emerged as a result of Farooqi's arrest. On April 9, Pakistan's foreign ministry summoned the Afghan ambassador to formally request Farooqi's extradition to Pakistan, citing IS-K activities within their country. The Afghan foreign ministry refused the request, citing the lack of an extradition treaty between the two countries, and the fact that Farooqi is responsible for the deaths of hundreds of Afghans and thus would be tried there (Dawn, April 21). Some Afghan officials have alleged that Pakistan's request is motivated by fears that his arrest will expose connections between IS-K and the ISI (Anadola Agency, April 30).

The Pentagon has initiated the name "Khorasan" to designate hard-core Al Qaeda operatives in the Levant. The first time the name was used on an US strike in Syria to decimate its leadership.

This Al Qaeda operative has been targeted before and presumed killed. In the Bush years, Muhsin al-Fadhli was linked to be operating out of Iran, part of the US, Saudi Arabia and Israel demonizing the axis Hezbollah in Lebanon - Assad in Syria and Ahmadinejad in Iran. Pentagon accusations Iran fighters were deployed in Iraq to fight the occupiers and provide IEDs to insurgents.

John Kerry is dumbfounded his nuclear deal did not receive a reception of flowers in Teheran. Forgetting 12 years of hardship living under sanctions, a belligerent US Congress and the Reagan administration providing intelligence and cover for Saddam Hussein's hideous use of poison gas to decimate Iranian  forces defending their nation.

How ISIL came about is well documented .... the Sunni's were the leadership under Saddam Hussein ... quilty of oppression, murder and torture of the Shia majority. Abu Bakr Al-Baghdadi initiated his Sunni terror group while detained in Camp Bucca FOB, a similar prison as Abu Ghraib.

He became a preacher or Sheikh while in an American led  camp with torture and deaths. The tens of thousands prisoners were freed or escaped after attacks by Sunni extremists.

A lot of malarkey to rewrite the invasion, occupation of Iraq by the neo-colonial invaders from the US and UK. The Neocons don't do nation building - was signed CPA.

Trump said the United States has a shared interest with the Taliban, which harbored al-Qaida before the 9/11 attacks.

"We had a very good conversation with the leader of the Taliban today, and they're looking to get this ended, and we're looking to get it ended. I think we all have a very common interest," Trump said. "We had, actually, a very good talk with the leader of the Taliban."

CIA director held secret meeting with Taliban leader in Kabul | CBS News |  

CIA Director William Burns met with the Taliban's de facto leader in Kabul on Monday, a source familiar with the situation said, in what marks the group's highest-level encounter with the Biden administration since the fall of the Afghan capital.

News of the meeting between Burns and the Taliban leader, Abdul Ghani Baradar, comes one week before the August 31 deadline for the U.S. military to complete its evacuation of Americans and Afghan allies from Kabul.

A Taliban spokesperson told CBS News that extending operations beyond August 31 would be a "violation" of the U.S. commitment to withdraw. "The response depends on the decision of our leadership," the spokesperson said.

[Mullah] Baradar, a longtime Taliban official [co-founder of Taliban with Mullah Omar], was arrested by the CIA in a joint operation with Pakistan's intelligence service in 2010 in Karachi.

Qayyum Zakir: the Afghanistan Taliban's rising mastermind | CS Monitor - April 30, 2010 |

In the days leading up to the launch of a major US military offensive in the Afghan town of Marjah in February, Taliban commanders in the area received a surprise visit.

It was from a charismatic man of medium build, intense eyes, and a knack for fiery oratory. In a brief meeting, he rallied the troops, discussed strategy, and disappeared into the night.

Most of the commanders present there in late January had not met him before. But in southern Afghanistan he needed no introduction. He was Mullah Abdul Qayyum Zakir, the man who some Western officials and insurgents say is now the day-to-day leader of the Taliban.

My comment to article ...

Disintegration was not sudden nor a surprise but at least twelve years in the making. Every US surge in attacks on the Afghan people caused more civilian casualties and hatred for the invaders.

The war on terror was never isolated to Afghanistan, but more so on the AfPak border regions from Quetta to North Waziristan. The Taliban, Haqqani network and Al Qaeda may be diffuse, but the same jihadist roots. Taliban claim they are nationals and moderate are nit to be taken at face value. The ISK-P is a strong force and have been responsible for a majority of terror attacks in recent years. The Shia community from Balochistan to Hazaristan have been their victims. See the slaughter of Hazara schoolgirls in Kabul in May this year killing 66. Executions of Hazara will continue under Taliban splintered groups and commanders.

Since the end of July, roughly 88,000 people have been evacuated from Afghanistan, Taylor added. It is unclear how many U.S. citizens were on board the most recent flights, but Pentagon press secretary John Kirby, who spoke alongside Taylor, said roughly 4,400 Americans have been evacuated overall. Kirby said he did not know how many more Americans are still in need of evacuation.

Two suicide bombers and gunmen attacked crowds of Afghans flocking to Kabul's airport Thursday, transforming a scene of desperation into one of horror in the waning days of an airlift for those fleeing the Taliban takeover. At least 13 people were killed and 15 wounded, Russian officials said.

One of the bombers struck people standing knee-deep in a wastewater canal under the sweltering sun, throwing bodies into the fetid water. Those who moments earlier had hoped to get on flights out could be seen carrying the wounded to ambulances in a daze, their own clothes darkened with blood.

The US and Saudi Arabia played the ignorant game of training jihadists in the AfPak region with Pakistan's ISI to fight the Soviet invasion. An army of well trained war veterans numbering 30-40,000 stayed on the battlefield of terror across the globe. From Chechnya to Indonesia, Malaysia, Philippines and back to the Maghreb, Tunesis, Sudan, the Levant and Yemen. The hotbed of terror is in full strength on its home soil. Blow back and so much worse. What a waste of funds in the war effort and a deterioration of moral values left as legacy from four US presidents.

Geopolitics hinders a coherent response. The starting point should be to dial back the Saudi-Iranian rivalry that drives Sunni and Shia extremism, deepens crises across the region and is among the gravest threats to international peace and security today.

Easing other tensions - between Turkey and Kurdish militants, for example, Turkey and Russia, conservative Arab regimes and the Muslim Brotherhood, Pakistan and India, even Russia and the West - is also essential.

In Libya, Syria and Yemen, tackling jihadists requires forging new orders attractive enough to deplete their ranks and unite other forces.

Of course, none of this is easy. But redoubling efforts to narrow other fault lines would be wiser than papering them over in an illusion of consensus against "violent extremism".

Surprise is being expressed in some quarters that Aslam Farooqi being formerly from LeT is a new development since earlier commanders in ISKP were from TTP or Afghan Taliban-Haqqanis. This certainly is not a new development. Past few years the UN Assistance Mission Afghanistan (UNAMA) has been reporting that majority of casualties in Afghanistan are being caused by anti-Afghan government forces - Taliban and organized armed groups including (LeT, Jaish-i-Mohammed (JeM), Haqqani Network, Hezb-e-Islami, Islamic Movement of Uzbekistan (IMU), Islamic Jihad Union (IJU), ISKP and other militia and armed groups.

Karzai Attackers Got Orders From Pakistan

Afghan-Pakistan Border. Despite the efforts of both Afghan and Pakistani security forces, instability along the Pakistan-Afghanistan frontier appeared to have provided al-Qa'ida (AQ) leadership greater mobility and ability to conduct training and operational planning, particularly that targeting Western Europe and the United States. Numerous senior AQ operatives have been captured or killed, but AQ leaders continue to plot attacks and to cultivate stronger operational connections that radiate outward from Pakistan to affiliates throughout the Middle East, North Africa, and Europe.

Pakistan. Portions of the Federally Administered Tribal Areas (FATA) and the North-West Frontier Province (NWFP) of Pakistan have become a safe haven for AQ terrorists, Afghan insurgents, and other extremists. AQ uses the FATA to launch attacks in Afghanistan, plan operations worldwide, train, recruit, and provide propaganda. Other extremists, including Taliban and Kashmir-focused organizations such as Hizb-e-Islami Gulbuddin or Hizb-e-Islami Khalis, use the area for safe haven and share short term goals of eliminating Coalition presence in Afghanistan. They exploit the local sympathetic populations to recruit, train, and conduct cross-border raids and bombings in Afghanistan. Islamist Deobandi groups and many local tribesmen in the FATA continue to resist the government's efforts to improve governance and administrative control at the expense of longstanding local autonomy.

Haqqani Netwok - AfPak Region

The Haqqani Network is a Sunni Islamist militant organization founded by Jalaluddin Haqqani, who emerged as a top Afghan warlord and insurgent commander during the anti-Soviet war; he was a member of the Hezb-e Islami faction led by renowned mujahedin commander Younis Khalis. Jalaluddin later allied with the Afghan Taliban as that group's Minister of Tribal and Border Affairs when the Taliban held power in Afghanistan during the mid-to-late 1990s. He was a known associate of Usama Bin Ladin and was recognized as one of Bin Ladin's closest mentors during the al-Qa`ida founder's formative years in the 1980s Afghan war. Sirajuddin Haqqani, Jalaluddin's son, currently leads the day-to-day activities of the group, along with several of his closest relatives. Sirajuddin in August 2015 was named as a deputy to newly appointed Taliban leader Mullah Akhtar Mohammed Mansur--cementing the alliance between the Haqqanis and the Taliban. The Haqqani Network is primarily based in North Waziristan, Pakistan, and conducts cross-border operations into eastern Afghanistan and Kabul. The group is primarily composed of members of the Zadran tribe. The Haqqanis are considered the most lethal and sophisticated insurgent group targeting US, Coalition, and Afghan forces in Afghanistan; they typically conduct coordinated small-arms assaults coupled with rocket attacks, IEDs, suicide attacks, and attacks using bomb-laden vehicles.

The Haqqani Network is responsible for some of the highest-profile attacks of the Afghan war, including the June 2011 assault on the Kabul Intercontinental Hotel, conducted jointly with the Afghan Taliban, and two major suicide bombings--in 2008 and 2009--against the Indian Embassy in Kabul. In September 2011, the Haqqanis participated in a day-long assault against major targets in Kabul, including the US Embassy, International Security Assistance Force (ISAF) headquarters, the Afghan Presidential Palace, and the Afghan National Directorate of Security headquarters.

More recently, in October 2013, Afghan security forces intercepted a truck bomb deployed by the Haqqanis against Forward Operating Base Goode in Paktiya Province. The device, which did not detonate, contained some 61,500 pounds of explosives and was the largest truck bomb ever built. The group is also involved in a number of criminal activities in Afghanistan and Pakistan, including extortion, kidnapping for ransom, and smuggling.

Maj. General William Taylor said the bombing occurred at 5:40 p.m. Kabul time - 9 a.m. EDT - "right outside or the vicinity of" the airport's Abbey gate.

Kabul airport attack: Local Afghans accuse US forces of firing at them in panic, resulting in multiple casualties

On Thursday (August 26), bomb blasts inside Hamid Karzai international airport in Afghan's capital Kabul killed more than 170 people, including 13 US troops, disrupting the ongoing Afghan evacuation of tens of thousands of stranded civilians.

Days after two terror attacks rocked the Hamid Karzai International airport in Kabul, local Afghans have accused the US forces of killing their loved ones in `panic firing', reported BBC.

The contentious revelation came to light during the interaction between BBC journalist Secunder Kermani and the Afghans who had lost their loved ones in the ISKP-orchestrated attack. The locals informed Kermani that many of their family members were not killed in the blast but in firing by the US forces, amidst the chaos and confusion caused outside the airport after the terror attack.

The deadly attack took the life of a London-based taxi driver named Mohammed Niazi and his wife. The deceased had travelled to Kabul to ensure the evacuation of his family. His two children have been missing ever since the attack. His brother recounted, "Somehow I saw American soldier and a Turkish soldier. The fire came from the bridges and towers...from the soldiers."

Afghanistan receives second shipment of COVID-19 vaccines through the COVAX Facility | WHO |

Kabul, Afghanistan, 9 July 2021 - Today, Afghanistan received 1.48 million doses of Johnson & Johnson vaccine through the COVAX Facility. 

This delivery is the first of 2 shipments of a total of 3 312 100 doses of Johnson & Johnson vaccine allocated to Afghanistan through the COVAX Facility, with the remaining doses set to arrive later this month. 
The shipment of vaccine received today comes in addition to the first batch of 468 000 doses of the COVISHIELD (AstraZeneca) vaccine, delivered in March 2021 through the COVAX Facility, a partnership between CEPI, Gavi - the Vaccine Alliance, UNICEF and WHO.

"This shipment comes at a critical time when the country is experiencing a third wave and a continuous rise in COVID-19 cases. The doses received will be vital in boosting and scaling up Afghanistan's ongoing COVID-19 vaccination programme led by the Ministry of Public Health," said Dr Irfan Akbar Elahi, Officer In Charge, WHO Afghanistan.

Ensuring the safety and effectiveness of vaccines remains a prime focus for WHO. The Johnson & Johnson vaccine, which is a single dose vaccine, has been approved for emergency use listing by WHO and has already been rolled out in various countries. "We urge everyone to vaccinate to keep themselves and their communities safe. Vaccines are a key tool for stopping the spread of COVID-19," said Dr Elahi.

We are all committed to ensuring that our citizens, nationals and residents, employees, Afghans who have worked with us and those who are at risk can continue to travel freely to destinations outside Afghanistan.  We have received assurances from the Taliban that all foreign nationals and any Afghan citizen with travel authorization from our countries will be allowed to proceed in a safe and orderly manner to points of departure and travel outside the country.  We will continue issuing travel documentation to designated Afghans, and we have the clear expectation of and commitment from the Taliban that they can travel to our respective countries.  We note the public statements of the Taliban confirming this understanding.

Turkey, Taliban close to deal on Kabul airport | Tribune Pakistan |

Turkey and Qatar will jointly operate the Kabul International airport, with Ankara providing security through a private firm, according to a draft deal with the Afghan Taliban, the Middle East Eye (MEE) reported on Saturday, citing two sources familiar with the issue.

The MEE report said that the draft deal would be finalised after completion of the US troop withdrawal from the airport by the next week. It added that Turkish President Recep Tayyip Erdogan would give the final approval of the deal.

Erdogan, the MEE said, was expected to hold consultations with his Nato allies, mainly the US. According to the main points of the draft agreement, the report said, Turkey will recognise the Taliban as the legitimate government of Afghanistan.

Moreover, Turkey and Qatar will operate the airport in a consortium and Ankara providing security through a private firm, whose staff will consist of former Turkish soldiers and police. Turkish special forces, operating in plainclothes, will secure the technical staff but cannot leave the airport perimeter.

As one who has been long committed to the issue of women's [and minorities'?] rights in Afghanistan, the princess expressed profound concern for the fate of women in the country now. She also took the West to task for its failure to achieve any successes for civil society in the country in the more than 19 years they were there. Heavy funding was channelled into military expenses, and lesser funding went into construction - roads and dams. For women, however, very little has been done beyond initial calls to liberate them which turned out to be no more than propaganda, the princess said.

The women's march -- the second in as many days in Kabul -- began peacefully. Demonstrators laid a wreath outside Afghanistan's Defense Ministry to honor Afghan soldiers who died fighting the Taliban before marching on to the presidential palace.

"We are here to gain human rights in Afghanistan," said 20-year-old protester Maryam Naiby. "I love my country. I will always be here."

As the protesters' shouts grew louder, several Taliban officials waded into the crowd to ask what they wanted to say.

The U.S. will use a military camp, Camp Bondsteel, that houses the U.S. army near the Kosovo capital for the further screening and processing of evacuees intended for resettlement in the United States, the U.S. official said. A site down the road that formerly housed road crews is to temporarily house evacuees bound for other NATO countries, under NATO's management and care.
Germany and Italy each have set time limits of no more than two weeks for U.S. processing of any one evacuee on their soil.

A senior Iranian official tweeted a message in Hebrew on Wednesday amid high tensions between Jerusalem and Tehran, though the purpose of the message seemingly aimed at Israel was not immediately clear.

Ali Shamkhani, the secretary-general of Iran's Supreme National Security Council, wrote in Hebrew, English, Arabic and Persian about his meeting with Russian counterpart Nikolai Patrushev on Afghanistan.

"An hour ago, in a conversation with my friend colleague Mr. Patrushev, Secretary of Russia's National Security Council, we examined the developments in Afghanistan, Syria and the Persian Gulf," he wrote.

"Fortunately, the political obstacles to Iran's membership in the #Shanghai_agreement have been removed & Iran's membership will be [finalized] via official [procedures]. #Good News," he added in broken Hebrew.

The Shanghai Cooperation Organization is a political, economic and security alliance that currently comprises eight countries -- China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan.
