NATO allies and Russia ended nearly four hours of security talks on Wednesday in a standoff, with the West flatly rejecting Moscow's demands for no further expansion of alliance membership and the withdrawal of NATO forces from Eastern Europe.

"We can discuss many issues but we cannot discuss some core principles," NATO Secretary-General Jens Stoltenberg told a news conference following the meeting.
He said that allies were adamant they would not accede to Russia's demand for a guarantee that Ukraine and Georgia never join the alliance, nor would they allow Moscow to dictate where allied countries choose to position their forces.

High-stakes talks between Russia and the West have so far failed to de-escalate a tense standoff between the sides, with the United States warning of a serious risk of a Russian offensive against Ukraine.

In addition to demanding a ban on Ukraine's future membership to NATO, Russia wants the Western alliance to pull back its forces to where they were in 1997, before eastern European members joined. Moscow has amassed some 100,000 troops close to the border with Ukraine and in annexed Crimea, and its announcement of surprise military exercises with neighboring Belarus has fueled tensions further.

NATO and the U.S. have called Russia's demands "non-starters," instead offering to open a dialogue with Russia on a host of lesser issues such as missile deployment and military exercises. Moscow has said this is unacceptable, and says it is awaiting written responses from the U.S. on each of its demands.

  • U.S. Secretary of State Antony Blinken called on Russian President Vladimir Putin to choose the "peaceful path," emphasizing a "strong preference for a diplomatic path to de-escalate conflict" ahead of his meeting with Russian Foreign Minister Lavrov in Geneva on Friday.
  • Moscow voices impatience while waiting for a response to its security proposals, with Deputy Foreign Minister Sergei Ryabkov saying at the Valdai discussion club that "we are not ready to wait forever" and any changes to its deployments would not be made from "outside pressure."
  • Ryabkov also says Russia will not accept a temporary ban on Ukraine joining NATO that would expire in 20 to 30 years.
  • Turkish President Recep Tayyip Erdogan offered to host talks between Russia and Ukraine in Turkey in an attempt to avoid war. Erdogan plans to "go to Ukraine in the coming weeks for negotiations with Zelenskiy," according to his spokesperson.

According to Sergey Ryabkov, Moscow sees a threat in the fact that Ukraine "is becoming more and more integrated into NATO," even without obtaining a formal membership in that alliance.

"That is what lies at the core of Russia's security interests," the high-ranking diplomat said. "We will be doing our utmost to reverse and rebalance this situation through diplomatic channels. So the draft agreements that have been proposed to the US are exactly the path we should set on for a diplomatic solution."

On December 17, 2021, the Russian Foreign Ministry published a draft agreement with the United States on security guarantees and another one on measures ensuring the security of Russia and NATO member states. Russia-US consultations on these issues were held in Geneva on January 10. A Russia-NATO Council meeting was held in Brussels on January 12, and a meeting of the OSCE Permanent Council was held in Vienna on January 13.

To declare parts of the proposal "non-starters" will not suffice. The path to avoid hostilities is to start on a path of serious talks without further delay.

Russia will not accept hostile NATO forces and missiles at its frontier. Decades of creeping expansion and breaking down all channels of diplomacy will end in a war. The policy of NATO has never been doubt and has been advocated by American rightwing think tanks, US Congress and especially the Atlantic Council.

My belief there were people set-up around the original Republican funded Trump dossier. There were fall guys introduced, an FBI mole within the Trump campaign HQ and the bogus and poorly documented Steel dossier that was actually written and produced by Fusion GPS.

The Mueller investigation should focus on the role Fusion GPS played, the main characters Glenn Simpson and his spouse Jacoby.

Originally the Trump opposition dossier was funded by intrigant Paul Singer and a source within the Emirates (Abu Dhabi). The UAE has worked hand in glove with the Saudi regime in Yemen and in the Syrian civil war. Now the Gulf States (minus Qatar) have been cooperation with Israeli intelligence to turn US foreign policy in their favor and contribute all terror to the Islamic State of Iran.

Russia sowing the "seeds of division and instability in Europe" | UK Parliament - July 2021 |

The Defence Committee report states that Russia's ongoing military aggression and subversive behaviour towards neighbouring countries has led to deep instability in Europe. 

The international community has reacted quickly and united behind a clear message to Russia that the world is watching and there will be consequences for illegal military action. However, the UK and NATO must decide what their red lines are, and the appropriate action which could be taken, if Russia crosses a red line.

The UK, with the US, should insist Russia stands by the international agreements it has signed up to and its commitment to respect Ukraine's sovereignty and territorial integrity.

Russia's motivations

The report finds that Russia is using its military for coercive diplomacy, to pressure the Ukrainian Government to make concessions in the political settlements for the Donbas and to test Western allies' resolve to come to Ukraine's aid.

It is unclear as to what Russia's true motivations are. Similarly ambiguous manoeuvres several years ago preceded the invasion of Ukraine, however, the report finds that a full-scale invasion into Eastern Ukraine is unlikely. The report concludes that there are several probable political motives for escalating tensions, driven by regional insecurities and President Putin's willingness to engage in power politics.

UK and International Response

Lessons have been learnt from the Georgia crisis in 2008 and the Ukraine crisis in 2014, primarily that the international response must be decisive and unanimous in the face of Russian aggression.

The UK should call on Russia to honour its commitments under the Vienna Document and fully co-operate in OSCE meetings to support confidence and security-building measures and de-escalate conflict.

The UK should, with its Allies, use the OSCE mechanisms in the Helsinki Final Act to hold Russia to account, and if necessary, bring the dispute before the OSCE's Court of Conciliation and Arbitration.
