The United States seeks an Arctic region that is peaceful, stable, prosperous, and cooperative. The National Strategy for the Arctic Region articulates an affirmative U.S. agenda over the next ten years, from 2022 to 2032, to realize this vision. This strategy, an update of its 2013 predecessor, addresses the climate crisis with greater urgency and directs new investments in sustainable development to improve livelihoods for Arctic residents, while conserving the environment. It also acknowledges increasing strategic competition in the Arctic since 2013, exacerbated by Russia's unprovoked war in Ukraine, and seeks to position the United States to both effectively compete and manage tensions.

Realizing our vision during this dynamic and challenging period will require U.S. leadership at home and abroad. We will advance U.S. interests across four mutually reinforcing pillars spanning both domestic and international issues.

    Russia continues to carry out energy terror against Ukraine, and also increases energy pressure on the European Union.

    The energy challenges facing Europe were discussed by the leaders of the European countries at the meeting of the thematic roundtable Energy, Climate and Economy on the sidelines of the European Political Community in Prague. The Prime Minister of Ukraine Denys Shmyhal also took part in the event.

    According to the Head of the Government, the most important task for today is demilitarization and the return of Ukraine's full control over the Zaporizhzhia NPP.

    Denys Shmyhal is convinced that it is vital to send a special EU and UN mission to the ZNPP, the purpose of which will be the demilitarization of the plant and the 30-kilometer zone around it. According to him, russia should be held to account for building up a military presence at the station, shelling nuclear facilities and abducting personnel of the plant.

    The Prime Minister emphasized, it is critical to prolong the sanctions pressure on the russian federation, especially pertaining to energy resources, until the russian troops are withdrawn from the internationally recognized borders of Ukraine and until russia pays for all its crimes. In addition, in his opinion, every country in Europe should already work on reducing dependence on russian energy resources.

    The Prime Minister assures that Ukraine can contribute to Europe's energy security by providing its underground gas storage facilities. And having complete control over the ZNPP, our state is capable of supplying large volumes of electricity to Europe. Also, Ukraine has significant potential for gas, hydrogen production, and the development of renewable energy sources.

    According to the Head of the Government, with the support of international partners, our state can introduce the "green model" in the process of post-war reconstruction. According to him, the rehabilitation of the energy sector of Ukraine after the victory will become the most attractive area for investments into construction and future development of technologies.

    Ukraine interrupts electricity supplies to EU
    The Ukrainian ministry of energy has said it will have to stop supplying electricity to the European Union from tomorrow due to today's missile strikes, which hit thermal generation and electrical substations.

    The interruption will help Ukraine stabilise its own energy system, the ministry said in a statement on its website.

    Ukraine started exporting power to the European Union on 1 July. At the time, President Volodymir Zelensky said the launching of power transmissions was the start of a process that could help Europe reduce its dependence on Russian hydrocarbons, Reuters reported then.

    In 2014, in response to the ["]annexation["] of Crimea, Kyiv decided to cut off the water supply to the peninsula. Chronic water shortages have been an acute problem ever since.

    Crimea has always depended on the water supply from the mainland. The 400-kilometer-long [!] North Crimean Canal (NCC) carried water from Ukraine's biggest river, Dnipro, to the peninsula. Before the occupation, the canal provided 85% of drinkable water to Crimea.
    Impact on civilians

    Without water from the mainland, Crimea has to rely on its own water resources to support the local population. The peninsula has 23 reservoirs, with 15 in-stream and 8 off-stream reservoirs. The latter used to receive water from the North Crimean Canal. Now they are filled with water from rivers and wells. While the local water resources are limited, for the last six years they provided enough water to meet the needs of the local population.

    However, without a stable water supply from the mainland, the peninsula and its water resources are heavily affected by weather conditions. In 2018, after a severe drought, one of the largest rivers of Crimea, the Biyuk-Karasu, dried up. This year, due to a second consecutive winter with low snowfall, several reservoirs supplying water to the major cities on the peninsula stand almost empty.....
