The United States is privately encouraging Ukraine to signal an openness to negotiate with Russia, the Washington Post reports, as the State Department says Moscow is escalating the war and does not seriously wish to engage in peace talks.

The newspaper cited unnamed sources as saying the request by American officials was not aimed at pushing Ukraine to the negotiating table, but a calculated attempt to ensure Kyiv maintains the support of other nations.

US and Ukrainian officials acknowledged that Ukrainian President Volodymyr Zelenskiy's ban on talks with Russian President Vladimir Putin had generated concern in parts of Europe, Africa and Latin America, where the war's effects on costs of food and fuel are felt most sharply, the Post said.

"Ukraine fatigue is a real thing for some of our partners," it quoted an unnamed US official as saying.


As winter sets in, the Europeans will continue their suffering of inflation, poverty, energy crisis and further businesses shutting down. Many, many small businesses across the nation making a living for many decades, cannot survive the attack on their livelihood.

After weeks of trying to hammer out a peace deal, negotiators for Russia and Ukraine appear further apart than at any other point in the nearly three-month-long war, with the talks having collapsed in a thicket of public recriminations.

Vladimir Medinsky, head of President Vladimir Putin's delegation, claims that Russia has still not received a response to a draft peace agreement that it submitted to Ukraine on April 15.

Rustem Umerov, a top Ukrainian negotiator, responded by saying that Russia was operating with "fakes and lies."

"We are defending ourselves," Umerov said in an interview. "If Russia wants to get out, they can get out to their borders even today. But they are not doing it."

Both sides further played down the prospects of a deal. Another Ukrainian negotiator, Mykhailo Podolyak, issued a statement saying that the talks were "on pause" and that given Russia's faltering offensive, the Kremlin "will not achieve any goals."

Andrei Rudenko, a Russian deputy foreign minister, told reporters that "Ukraine has practically withdrawn from the negotiating process," the Interfax news agency reported.

The conflict in Ukraine entered its fifth year this winter, and the ongoing fighting has meant that populations affected by the violence continue to struggle to meet basic humanitarian needs and access markets and services. According to the assessment, winter conditions negatively impacted households by, for example, deepening barriers in accessing basic services, increasing pressure on finances due to high utility costs and intensifying protection concerns due to land mines and the need to fetch firewood from forests. Rural households faced additional difficulties in traveling long distances to health and education facilities as poor weather conditions made roads unfeasible. A source close to the Ukrainian government lamented that Sunak has said "virtually nothing about defending Europe except that there will be budget cuts in national defense [compared with Truss' long-term plans]."

A Baltic ambassador to the U.K. said it was "important" for the region to see Sunak sticking to the 3 percent target, and warned "his credentials are not in foreign policy and defense." Sunak's immediate predecessors in Downing Street, Truss and Johnson, had both served as foreign secretary before entering No. 10.

Other European allies are already resigned to a scaling-back of the boost to the U.K. defense budget, but do not believe the rise of Sunak will see Britain actively change course.

"Given the fact that the [U.K.] economic situation is so bad, all sectors will probably have to play their part [in spending cuts]," an EU diplomat said. "But there's no split in the [Conservative] party when it comes to the fundamentals of how to act in Ukraine."

Britain's approach to Russia and China will be set out in a refresh of the government's Integrated Review of security, defense and foreign policy, initiated by Truss, which looks set to continue under Sunak's leadership.

Russian rouble hits over two-week high vs dollar

The Russian rouble rose to a two-week high past 61 per dollar on Tuesday, clinging on to large gains made in the previous session, thanks in part to still-high oil prices.

By 1101 GMT, the rouble was 0.2% stronger against the dollar at 60.87, earlier clipping its strongest point since Oct. 21 of 60.8275.

It had gained 0.3% to trade at 60.77 versus the euro and had firmed 0.7% against the yuan to 8.36 .

"We expect the rouble to weaken in the course of trading," said Banki.ru Chief Analyst Bogdan Zvarich. "A correction on the energy market and a lower supply of foreign currency from exporters could put pressure on the rouble."

The rouble is the world's best-performing currency this year, supported by capital controls and an initial collapse in imports as a result of Western sanctions on Russia over its actions in Ukraine, and scores of foreign companies pausing operations in the country.

Ukrainian President Volodymyr Zelenskiy said he was open to talks with Russia, days after a Washington Post report that the United States wanted Ukraine to signal its willingness for negotiations, concerned that by appearing too intransigent, Kyiv might harm its case for international support.

"Despite the denials, which are not surprising, that should provide some support to both Russian equities and the rouble over the near term," said Alfa Bank in a note.

Brent crude oil, a global benchmark for Russia's main export, was down 1% at $96.9 a barrel, though not far from the more than two-month high reached in the previous session.

FX trading jargon is perverse.
The Russian rouble rose to a two-week high past 61 per dollar on Tuesday, clinging on to large gains made in the previous session, thanks in part to still-high oil prices.
RUB FX val is less than,  it was at the start of the trading day.

A "strong" RUB would approximate parity value with USD, EUR; but that trend is exactly what the CBR has wanted to avoid since March 2022.

RUB strongest "gain" in value to USD was Feb 2013, USD:RUB, 1:30.11.

Why? 1. RU plans to exit USD reserve trading; 2. RUB par val to USD (RUB≥USD, 1≥1) cancels discounted cash value of RU goods sold per unit to emerging market trade "partners" with whom RU banks maintain bi-lateral transaction settlement agreements.

Nothing suggests that this will happen in the short term, but, as the Ukrainian president's own environment points out, it is a change from the position shown in recent weeks by Zelenski, who went so far as to say that he would never sit down with the Russian leader. Moreover, he passed a decree in October declaring it "impossible" to engage in talks with Putin, although he leaves the door open to talks with Russia.

"We are ready for peace, a just peace," the president said in a speech on Friday, but clarifying that it must be achieved within the framework of the UN and the territorial integrity of his country. He also demanded that those responsible be punished and that Russia compensate Ukraine for all the damage caused. The Russian army leaves Kherson: a flight or a cunning trap?

The order to withdraw Russian troops across the Dnieper River may be an attempt to lure the Armed Forces of Ukraine into the city and impose street fighting.

On Wednesday, November 9, Russian Defense Minister Sergei Shoigu ordered the withdrawal of Russian army units across the Dnieper River in the Kherson region. However, this retreat may turn out to be both another "goodwill gesture" and a cunning trap for the Armed Forces of Ukraine.

TSN.ua has collected everything that is known now about the situation around the de-occupation of the only large Ukrainian city captured by the Russians at the beginning of a full-scale invasion.

NATO envoys hold emergency meeting after deadly missile strike in Poland | Le Monde |

The explosion in Poland, a NATO member, immediately sparked concerns that the alliance might be drawn directly into Russia's nearly nine-month war against Western-backed Ukraine.

UN Secretary-General Antonio Guterres, also in Bali, warned it was "absolutely essential to avoid escalating the war in Ukraine".

European Union chief Charles Michel said he was "shocked," and US Secretary of State Antony Blinken pledged to "remain closely coordinated in the days ahead as the investigation proceeds and we determine appropriate next steps."

Ukrainian President Volodymyr Zelensky had earlier said two Russian missiles hit Poland in what he described as "a very significant escalation." Ukraine's Foreign Minister Dmytro Kuleba rejected as a "conspiracy theory" the idea that the Poland blast may have been caused by a surface-to-air missile fired by Kyiv's forces.

Russia's defence ministry meanwhile dismissed reports that it was to blame as a "provocation" intended to escalate tensions.

There is preliminary information that contests that. I don't want to say that until we completely investigate.

But it is unlikely in the lines of the trajectory that it was fired from Russia, but we'll see."

The president added that it was "unlikely" the missile was fired from Russia possibly due to the weapon's trajectory.
He described Russia's continued missile attacks on Ukraine as "totally unconscionable".

Ukraine wants access to the impact site in Poland

Dutch news:

"No matter where the missile that hit Poland on Tuesday came from, "this would not have happened without Russia's horrific attacks against Ukraine," Prime Minister Mark Rutte said on Wednesday morning after meeting with the G7 and NATO members present at the G20 summit in Bali. "We continue to support Ukraine in its defense against Russian aggression."

The missile hit the east of Poland, near the Ukrainian border, killing at least two people. Poland is investigating. Polish President Andrzej Duda said that the missile was "most probably" Russian-made, but its origins have yet to be verified...".

Biden refused to speculate, nor gave any comment until military intelligence forwarded details of satellite imaging ... the trajectory proved it wasn't a Russian incoming missile. The reaction to his application for accelerated membership was muted, exposing the limits of the West's military involvement in this war.

This is a reminder to the people of Ukraine -- the people who are directly suffering the horrors of this war -- that the U.S. and its NATO allies are more than happy to send weapons to Ukrainian soldiers but remain unwilling to send their own men and women to fight.

Biden has repeatedly insisted that the U.S. "will not fight the third world war in Ukraine," hence the  immediate reason NATO won't entertain Zelensky's entreaties: Article 5 could be triggered immediately in the face of continued Russian aggression against the defenses, infrastructure, and populace in Ukraine.

But, due in part to years of confused policy toward Ukraine, NATO is on that precipice today. Now that the eastern region of Ukraine has, in Russia's eyes, joined Crimea as part of Russia, Russian officials have warned that they will regard an assault on that region as an assault on Russia -- an assault that justifies the "use of all weapon systems available to us," in the words of Vladimir Putin. And that would start the very World War III that closing the NATO door to Ukraine is meant to avoid.

The only way out is diplomacy and a negotiated settlement. Unfortunately, that way out has now been complicated by another statement from Zelensky. Following his application for accelerated ascension to NATO, the Ukrainian president invoked a decree banning negotiating with Putin.

The decree "acknowledge[s] the impossibility of holding negotiations with President of the Russian Federation Vladimir Putin." Zelensky added in a video address that "we are ready for dialogue with Russia, but with another president of Russia," effectively ruling out peace talks.

So, is Stoltenberg saying that NATO AA detected the missiles in flight and their crews made the conscious decision not to engage them? Or did they have advance warning from whoever fired the missiles, informing them of their lack of a hostile purpose in NATO airspace?

Honestly, even with all the great jokes and memes to come out of this otherwise tragic event (2 people reportedly dead after all) the explanation from Stoltenberg is the funniest shit that I have heard in connection with this whole affair.

FTX pledges to "turn bitcoin into bullets, bandages and other war materiel" for Ukraine

The partnership between FTX and the Ukrainian government was first publicized on March 14th when the leading cryptocurrency website CoinDesk announced Kiev had launched a dedicated webpage for cryptocurrency donations dubbed Aid for Ukraine.

Under its auspices, FTX pledged to "convert crypto contributions to Ukraine's war effort into fiat for deposit" at the National Bank of Kiev, allowing the embattled government to "turn bitcoin into bullets, bandages and other war materiel." CoinDesk stated the initiative "deepens an unprecedented tie-up between public and private sector forces in crypto." 

Oleksandr Bornyakov, an official at Ukraine's Ministry of Digital Transformation, hinted to CoinDesk about an "upcoming NFT collection" auction to "give the next boost to the crypto fundraising process."

Europe's largest tech conference withdraws invitation to pro-Kremlin speakers after backlash

Europe's largest technology conference, Web Summit, sparked a raft of criticism in Ukraine when it invited pro-Russian speakers to its event in Lisbon in November.

Among Web Summit's controversial invitees were Max Blumenthal and Aaron Mate, journalists at The Grayzone, a far-left news website known for its misleading reporting and sympathetic coverage of authoritarian regimes.

Another participant, American philosopher Noam Chomsky, has been criticized for justifying Russia's war in Ukraine and suggesting that Kyiv make concessions to Russia in order to "peacefully" end the war. 

Outraged Ukrainians sent an official letter to the Web Summit, signed by Ukraine's Embassy in Portugal, the Ministry of Digital Transformation, and the Ukrainian delegation to the conference.

The Port of Antwerp is Belgium's main sea terminal for oil trade (both crude and oil products), and is a major refuelling site for international shipping.
