The United States is privately encouraging Ukraine to signal an openness to negotiate with Russia, the Washington Post reports, as the State Department says Moscow is escalating the war and does not seriously wish to engage in peace talks.
The newspaper cited unnamed sources as saying the request by American officials was not aimed at pushing Ukraine to the negotiating table, but a calculated attempt to ensure Kyiv maintains the support of other nations.
US and Ukrainian officials acknowledged that Ukrainian President Volodymyr Zelenskiy's ban on talks with Russian President Vladimir Putin had generated concern in parts of Europe, Africa and Latin America, where the war's effects on costs of food and fuel are felt most sharply, the Post said.
"Ukraine fatigue is a real thing for some of our partners," it quoted an unnamed US official as saying.
As winter sets in, the Europeans will continue their suffering of inflation, poverty, energy crisis and further businesses shutting down. Many, many small businesses across the nation making a living for many decades, cannot survive the attack on their livelihood.

The march in the capital was sanctioned by the Latvian authorities and took place amidst heavy police presence.
But it was interrupted by skirmishes which broke out as marchers came across the anti-fascists' human chain.
The protesters, mostly from the pro-Russian Rodina or Motherland organisation, were wearing striped clothes and yellow stars of David in a reference to the SS atrocities in Latvia, which lost 90% of its Jewish population in World War II.

After weeks of trying to hammer out a peace deal, negotiators for Russia and Ukraine appear further apart than at any other point in the nearly three-month-long war, with the talks having collapsed in a thicket of public recriminations.
Vladimir Medinsky, head of President Vladimir Putin's delegation, claims that Russia has still not received a response to a draft peace agreement that it submitted to Ukraine on April 15.
Rustem Umerov, a top Ukrainian negotiator, responded by saying that Russia was operating with "fakes and lies."
"We are defending ourselves," Umerov said in an interview. "If Russia wants to get out, they can get out to their borders even today. But they are not doing it."
Both sides further played down the prospects of a deal. Another Ukrainian negotiator, Mykhailo Podolyak, issued a statement saying that the talks were "on pause" and that given Russia's faltering offensive, the Kremlin "will not achieve any goals."
Andrei Rudenko, a Russian deputy foreign minister, told reporters that "Ukraine has practically withdrawn from the negotiating process," the Interfax news agency reported.

The conflict in Ukraine entered its fifth year this winter, and the ongoing fighting has meant that populations affected by the violence continue to struggle to meet basic humanitarian needs and access markets and services. The challenges faced by civilians in conflict affected regions become even more pertinent as temperatures drop during winter months routinely plummeting to minus 20 degrees Celsius.
According to the assessment, winter conditions negatively impacted households by, for example, deepening barriers in accessing basic services, increasing pressure on finances due to high utility costs and intensifying protection concerns due to land mines and the need to fetch firewood from forests. Rural households faced additional difficulties in traveling long distances to health and education facilities as poor weather conditions made roads unfeasible. The difficulties in accessing services were noted to be coupled with the high rate of respondents reporting additional health concerns during winter.

A source close to the Ukrainian government lamented that Sunak has said "virtually nothing about defending Europe except that there will be budget cuts in national defense [compared with Truss' long-term plans]."
A Baltic ambassador to the U.K. said it was "important" for the region to see Sunak sticking to the 3 percent target, and warned "his credentials are not in foreign policy and defense." Sunak's immediate predecessors in Downing Street, Truss and Johnson, had both served as foreign secretary before entering No. 10.
Other European allies are already resigned to a scaling-back of the boost to the U.K. defense budget, but do not believe the rise of Sunak will see Britain actively change course.
"Given the fact that the [U.K.] economic situation is so bad, all sectors will probably have to play their part [in spending cuts]," an EU diplomat said. "But there's no split in the [Conservative] party when it comes to the fundamentals of how to act in Ukraine."
Britain's approach to Russia and China will be set out in a refresh of the government's Integrated Review of security, defense and foreign policy, initiated by Truss, which looks set to continue under Sunak's leadership.
