British Defence Secretary Ben Wallace has compared Western diplomatic efforts to head off a Russian invasion of Ukraine to the appeasement of Nazi Germany ahead of World War II.

Wallace told the Sunday Times that Russian President Vladimir Putin could send his massed troops into Ukraine "at any time."

And he suggested unnamed Western countries were not being tough enough with Moscow.

"It may be that he (Putin) just switches off his tanks and we all go home but there is a whiff of Munich in the air from some in the West," Wallace said.

The 1938 Munich Agreement handed Nazi Germany parts of Czechoslovakia in a failed bid to head off major conflict in Europe.

Consequently, Russia's actions are not driven by the madness of one leader, and the aim of the U.S. is not to fight Russia head-on. Then what are the intentions behind the hegemonic rhetoric?

Former U.S. Representative Tulsi Gabbard recently warned that conflict could be adverted if the U.S. gave guarantees that Ukraine remained a neutral state, out of NATO, which would reassure Russia that its security wasn't being threatened. Indeed, she believed, no matter what, that Ukraine's admittance into NATO would be almost impossible. As such, Gabbard believes there has been a purposeful push by the U.S. to use Ukraine as a pawn to provoke Russia.

Her conclusion is based on the assessment that the U.S. democratic process, controlled by the business interests of the military-industrial complex, has been pushing for Russia to invade so that a new Cold War is cemented to push up arms sales. She also notes that the hegemonic narrative that the "U.S. is defending Ukrainian democracy" is false as Ukrainian political opposition and media have been shut down with the support of the U.S.

Gabbard's conclusions sound conspiratorial and in opposition to Biden who said, regarding Russia, that "none of us will be fooled, there is no justification." However, the very premise of this article is that, for the sake of peace, we cannot take hegemonic rhetoric, which has fooled us before, at face value and we must look at how others justify their actions.

Of course, it is still early and as the consequences of Ukraine play out, the truth may steadily come into focus putting conjecture to rest. Today, few enlightened people would dispute the fact that the invasion of Iraq was neo-colonial plunder and similarly Afghanistan provided the military-industrial complex with twenty years of super profits. In the wider geopolitical context, the "horrible men" narrative provides little value, and, at any rate, it did not save the lives of the millions lost. Thus, for the sake of peace, we must also focus on the wider narrative surrounding Ukraine.

The 1938 Munich Agreement handed Nazi Germany parts of Czechoslovakia in a failed bid to head off major conflict in Europe.
The Munich Betrayal handed Nazi Germany almost half of the Czechoslovakia and parts of it to Hungary and Poland in a failed bid to incite Germany to strike Soviet Union first. That's why Soviet Union was not invited, even if had for years tried to negotiate an alliance with anyone and everyone to contain Nazi military build-up.

The OSCE has served as the world's eyes and ears for the eight-year conflict across Ukraine's Russian-backed separatist east that has claimed more than 14,000 lives.

Weeks of tensions over Ukraine have seen Russia nearly surround its western neighbour with more than 100,000 troops intensified, with Washington warning that an all-out Russian invasion could begin "any day".

Zakharova said the OSCE move further inflamed tensions over Ukraine, adding that the monitoring mission could be used as a "tool" to stage a possible provocation.

"We call on the OSCE leadership to resolutely stop attempts to manipulate the mission and prevent the organization from being drawn into dirty political games," Zakharova added.

Ties between Turkiye and the Arab world are experiencing a major thaw after years of tense relations. Late last year, Abu Dhabi Crown Prince, Mohamed bin Zayed Al Nahyan visited Ankara and announced a $10 billion fund for investments in Turkiye.

Aircraft traveling through Ukrainian airspace will no longer be insured by international insurance companies from Feb. 14, forcing flights to be grounded or canceled, according to Ukrainian publication Ukrainska Pravda. 

The outlet quoted information from unnamed sources in the aviation industry.
Anatoliy Ivantsiv, head of Ukrainian insurance firm Expo, told Interfax that British reinsurance giant Lloyds announced it would temporarily cease all conflict risk insurance over Ukrainian airspace from Feb. 14.

Russian media is today quoting a lot Strana.ua (which 2nd most popular Ukrainian news site, and apparently the biggest opposition news site - so Russian disinformation, I'm sure) about a lot of private jets leaving Ukraine for EU countries and especially a ban for members of Verhovnaya Rada representing Servant of the People party leaving country.

If all the US embassy workers are leaving, one wonders who will actually run Ukrainian government from now on? Is Zelensky preparing for a coup? Will Ukraine become sovereign? Can Zelensky implement Minsk Accords against the will of ethno-nationalists?

Fox News has reported citing anonymous sources. Moscow has repeatedly denied these allegations over the past months.

He reportedly justified the measure by the need to "calm market concerns" about a possible war erupting in Ukraine.

Technically Lavrov told to media that there was nothing in the two replies received, except "don't worry, and remove your troops".
He doesn't think there's anything to base any further negotiations on, but as a head of Foreign Ministry he has to say that, of course, there's always a possibility for talks.
Lavrov also stressed that Russia is not going to stand for any endless procrastinating on important issues that have to be resolved today.

Boris Johnson cut short his UK tour on Monday to return to London as western leaders voiced concerns a Russian invasion of Ukraine could happen imminently, and Liz Truss convened a Cobra meeting to discuss the UK's consular response.

According to major-general Konashenkov, the spokesman of Russian MoD, many subunits of Western and Southern military districts have finished their exercises in Belarus and are currently preparing to return to their barracks.
On 19th February a marine brigade will have a live-fire training with Belarusian units in Obuz-Lesnovsky training area (which is a few kilometers closer to Lithuania than Ukraine, but obviously "close to border").

Also the 1st Guards Tank Army, parts of which are located almost 200 km from the Ukrainian border has sent it's combat engineer regiment to blow up ice formations in the rivers in Moscow area.

Since Guardian doesn't really define the "to Ukraine border", it's hard to try to figure out which troop movement counts and which does not.

On February 15, Russian Foreign Minister Sergey Lavrov had a telephone conversation with US Secretary of State Antony Blinken at the initiative of the US side

The Russian Foreign Minister stressed the necessity of continuing the efforts, as agreed upon by President Vladimir Putin and President Joseph Biden, to cooperate on the security proposals submitted to the US and NATO. Sergey Lavrov particularly underscored the unacceptability of the aggressive rhetoric whipped up by Washington and its closest allies and called for a pragmatic dialogue on the entire range of issues raised by Russia with an emphasis on the indivisibility of security.
The foreign affairs officials discussed the schedule for upcoming meetings at various levels.

Bipartisan resolution condemning Russia passes Senate after sanctions bill fails | CNN |

Senator Rand Paul objected because the original draft of the resolution didn't include clear language ensuring nothing in the resolution could be construed as an authorization of force or an authorization to use troops, he told CNN.

Sen. Jeanne Shaheen, who spearheaded the resolution with Republican Sen. Rob Portman, said the disagreements from both Republicans and Democrats had been resolved Thursday evening before the last series of Senate votes ahead of the recess, which allowed the resolution to pass by voice vote before the Senate gaveled out for the week.

While the resolution is a bipartisan declaration against Russia's actions towards Ukraine, the step is a far cry from where Republicans and Democrats started weeks ago with talks of a bipartisan Russia sanctions bill.

The sanctions bill, many senators believed, would have sent a strong and tangible message to Russian President Vladimir Putin that his actions towards Ukraine would have real, economic consequences. 

But the sanctions bill stalled after Republicans and Democrats could not agree on several key points including whether to impose sanctions before a Russian invasion of Ukraine and how to handle the controversial Nord Stream 2 pipeline.

Sen. Jim Risch, Ranking Member of the Senate Foreign Relations Committee, killed the last shreds of hope left for a bipartisan agreement on sanctions earlier in the week when he introduced his Republican-only Russia sanctions bill, the Never Yielding Europe's Territory (NYET) Act.
