Habeck Energie Krise

by Oui Tue Jul 19th, 2022 at 09:02:35 PM EST

"Germany's good years are behind it, as a result of a confrontation with Russia. An important basis of our prosperity were the gas contracts with Russia."

For Scholz, Habeck and Baerbock peace was not an option. Poor effort to avert a war on Ukraine! What was at stake ... guaranteed neutrality instead of forcing through NATO membership. German newly elected government completely caught off guard ... now they are beginning to realize the consequences of not following through on the path set out by the previous leadership ... a sovereign Germany and an EU-27 making decisions in the interest of Europe. What a mess NATO has dumped on Europe.

The United States has reached self-sufficiency as a fossil fuel producing nation. Texas is ready to supply LNG far across the globe at very profitable pricing ... MAGA with Joe Biden.

Die Linke

Deutschland vor der sozialen Zerreißprobe: Diese Bundesregierung ist ein Albtraum

So far, Robert Habeck has not attracted attention because the fight against poverty is particularly close to his heart. But it was the Green Vice Chancellor, of all people, who warned of a "political nightmare scenario". 50 percent of the population are "running towards a situation where they earn less than they spend". That will put Germany in front of a "breaking test" like we haven't had for a long time." Shortly thereafter, Chancellor Olaf Scholz said at a public dialogue: "Prices will not fall again quickly, but this will remain a problem for a long time." This clarity is remarkable for government representatives, and there was a lot of recognition for it. Corona, war, inflation, sanctions: All of these are price drivers that put millions in sheer existential misery, even in relatively rich countries.

Habeck and Scholz give the impression that the hardships are a fate imposed only by the Kremlin. But is the federal government as powerless as it wants to appear? There is no question that the global situation limits their room for maneuver. The pandemic has caused supply chain problems that cannot be blamed on the Germans. The coalition is hardly responsible for the lack of staff in many sectors as a result of high sickness rates. Last but not least, the Russian war of aggression has caused inflation, because Ukraine, an important food exporter, is under military fire.

But the upgrade of the Bundeswehr for 100 billion euros is the decision of the federal government. The sanctions against Russia were their decision. It was their decision not to commission the Nord Stream 2 gas pipeline. And it is her choice not to reconsider that position in light of the emergency. The cabinet has just passed a reform of the "Energy Security Act". At its core is the ability for gas traders to pass on the cost of the energy crisis to consumers. Landlords may soon be able to require their tenants to "heat" the apartment to a maximum of 18 degrees and to save hot water. Employer President Rainer Dulger calls for a "national emergency" to be declared in order to limit the workers' right to strike. Finance Minister Christian Lindner has announced cuts in benefits for the long-term unemployed.

US Congress long record to block Germany's Nord Stream 2 and place sanctions on Russia's oil & gas sector.

Germany’s Baerbock: Germany must not be blackmailed

Sen. Lindsey Graham: hit Russian oil and gas sector with "sanctions bill from hell" | Aug. 2, 2018 |

Republican Senator Jim Risch, committee chairman, said the panel would also consider another bill, the bipartisan Defending American Security from Kremlin Aggression Act (DASKA), although the timing was not clear.

That bill would impose stiff sanctions on Russia over meddling in U.S. elections and aggression against Ukraine. One sponsor, Republican Senator Lindsey Graham, has called it the "sanctions bill from hell."

DASKA would impose strict measures on Russia's oil and gas sector, which contributes about 40 percent of Moscow's revenues. It would also sanction individuals who provide goods, services or financing to support development of crude oil in the country as well as Russian state-owned energy ventures outside of Russia, including investments in liquefied natural gas projects.

Invasion of the troll armies across the globe for political influence | The Guardian - Nov. 6, 2016 |

Governments all over the world are manipulating social media for their own ends. That's where the digital foot soldiers come in - smearing opponents, spreading disinformation and posting fake texts for `pocket money'.

You can hire your own troll army if you have the cash. In 2011 the PR firm Bell Pottinger told undercover journalists that they could "create and maintain third-party blogs", and spruce up Wikipedia profiles and Google search rankings. Indeed marketing has a rich history of so-called "astroturfing", which is laying down fake grassroots. Now, however, manipulating social media has become part of the business of government.

China

The existence of the wumao dang or "50 Cent Party" is not a secret in China, but then it is hard to employ up to two million people secretly.

Russia

According to internal documents released by a group of hackers in 2013, Internet Research Agency employed more than 600 people across Russia, and had an implied annual budget of $10m - half of which was paid out in cash.

Israel

In 2013, the Israeli government revealed that it would also recruit "covert units" however. These would be staffed by a mixture of international supporters and domestic students, whose high intelligence, low income and familiarity with social media make them generally well suited to professional trolling [hasbara]. During the war in Gaza the following summer, a student group called Israel Under Fire emerged as one of many voices promoting the Israeli side of the story.

Hasbara troll farm in Office of Prime Minister Bibi Netanyahu

Ukraine

If Russia has a troll army, why shouldn't Ukraine? With this logic, last February, the country's new Information Policy Ministry announced the launch of its own i-army, based at i-army.org, with plans to challenge the enemy version of events on social media.

Andrew Auernheimer is a hacker and self-proclaimed Internet "troll" [by the name of Weev] as well as a notorious "neo-Nazi" white supremacist. After his sentence was vacated by the appeals court he move to Kharkiv, Ukraine.

United Kingdom

The so-called "Twitter Troops" of the 77th Brigade were somewhat misunderstood by the media when the new army unit was created last year. In fact social media was just one example of many non-military skills that the specialist soldiers were intended to bring to the army.

And in any case, the MoD informs me, it would not be a soldier's job to launch a disinformation campaign on the battlefield, even if they had the time.

You don't hear much about JTRIG in Britain, however, and they do just this kind of thing. Indeed the very existence of the Joint Threat Research Intelligence Group was a national secret until documents from Edward Snowden were published by Glenn Greenwald and Andrew Fishman in 2014. And they reveal a very busy group of people, whose work within GCHQ was intended to help everyone from the police and MI5 to the Department for Children, Schools and Families and the Bank of England.

Some of JTRIG's tactics, such as hacking into websites and setting up sexual "honeypot" stings, sound more or less like conventional spying. Others were carefully designed to manipulate and deceive.

In the words of the leaked document, these included "Uploading YouTube videos containing persuasive messages; establishing online aliases with Facebook and Twitter accounts, blogs and forum memberships ... sending spoof emails and text messages as well as providing spoof online resources; and setting up spoof trade sites."

Alliance Facebook, Cambridge Analytica, Mercier Foundation, Israel, Steve Bannon, Emirates to "nudge" the American electorate to elect Donald Trump ... a political statement "anyone but a Democrat", a lesson for the Mullah lovers. Trump felt good for every minute he sat in the Oval Office as the most powerful person on Earth, within reach of the nuclear football. He would so much like to return in 2024. He did the utmost to stay in power.

The way wars are reported in the western media follows a depressingly predictable pattern: stage one, the crisis; stage two, the demonisation of the enemy's leader; stage three, the demonisation of the enemy as individuals; and stage four, atrocities. At the moment we are at stages two and three: efforts to show that not only Osama bin Laden and the Taliban are fanatical and cruel but that most Afghans - even many Muslims - are as well. We are already through stage one, the reporting of a crisis which negotiations appear unable to resolve. Politicians, while calling for diplomacy, warn of military retaliation. The media reports this as "We're on the brink of war" or "War is inevitable."

News coverage concentrates on the build up of military force, and prominent columnists and newspaper editorials urge war. But there are usually sizable minorities of citizens concerned that all avenues for peace have not been fully explored and although the mainstream media ignores or plays down their protests, these have to be dampened down unless they gain strength.

Where us the nudge for a peace deal? Must armed conflict bring a decision for the US? America has been on a long losing streak ...

Having concluded negotiations in less than two months, the EU now has a tool which requires all member states to have adequate gas storage for the winter period and which makes it easier for countries to share. I welcome this highly operational regulation which, in the current international context, allows us to reinforce Europe's energy resilience and actual solidarity among member states.

But if we look in hindsight, we see that, months before the war broke out, Russia kept gas supply intentionally as low as possible, despite the high gas prices - we have discussed it here in this room many times. EU-Kommission stellt Gas-Notfallplan vor

EU Commission President Ursula von der Leyen, seconded by the Commissioners for Climate, Energy and Industry, appealed for common solidarity: "All member states must save, store and share gas," said von der Leyen. These are challenging times, but it will be possible if all 27 member countries act as one.

Should Russia abruptly halt its gas exports to Europe, the gap between supply and demand in an average cold winter would be at least 30 billion cubic meters. Based on the rarely used emergency article 122 of the EU treaties, the EU Commission proposes that the member states urgently adopt the following measures "in the spirit of solidarity":

Gas consumption in all member states is to be reduced by 15 percent immediately through savings in industry and private consumers. The reference value for the reduction target is consumption in 2019, i.e. before the corona pandemic. The savings target also applies to countries such as the Netherlands, Portugal and the Baltic States, which do not purchase Russian gas. So far, the EU has saved around five percent of gas since the start of the Russian war against Ukraine. That is not enough, said EU Energy Commissioner Kadri Simson.

  • The level of gas storage in the EU, which currently averages 65 percent, is to be increased to 80 percent by storing unused gas through savings.

  • The consumption of gas for power generation should be reduced by more use of coal, oil and other types of energy.

  • The EU member states should buy gas together on a voluntary basis in order to lower the price on the international markets. They are also required to supply each other with gas in the event of a supply gap. This is already specified in an existing SOS regulation (Security Of Supply). It calls on the EU members to voluntarily enter into bilateral agreements with one another. So far, however, there are only a few of them. There is no quota system for the central distribution of scarce gas by the EU headquarters in Brussels.

  • The search for alternative gas suppliers in the USA, Canada, Qatar, Algeria, Azerbaijan and other countries should be intensified. EU Commission President Ursula von der Leyen calculated that since the Russian attack on Ukraine began, the EU has already been able to secure more supplies of "non-Russian gas" than Russia has cut in the same period.

So what is the problem Ursula ... "already secured more gas supplies than Russia has cut in the same period."

A total shutdown in imports or a sharp limit in the flow from east to west could result in a catastrophic effect on the European economy, such as closing factories and pushing households to turn down the heat.

In this regard, Greece's energy minister Kostas Skrekas refused to agree with "the mandatory nature of the measure, but also with the level of the limit announced," noting that his country had already taken certain measures to limit gas use, such as obliging state-controlled power utility PPC to double lignite production.

Skrekas said that Spain, Italy, France, Portugal, Cyprus, and Malta also opposed the EU's plan.

APsplainin Freshman Rep. Victoria Spartz (R-IN), 21 July
Ukraine graft concerns resurface as Russia war goes on

Zelenskyy's dismissal of senior officials is casting an inconvenient light on an issue that the Biden administration has largely ignored since the outbreak of war with Russia: Ukraine's history of rampant corruption and shaky governance.

As [US Federal Government] presses ahead with providing tens of billions of dollars in military, economic and direct financial support aid to Ukraine and encourages its allies to do the same, the Biden administration is now once again grappling with longstanding worries about Ukraine's suitability as a recipient of massive infusions of American aid.

Those issues, which date back decades and were not an insignificant part of former President Donald TRUMP's first impeachment, had been largely pushed to the back burner in the immediate run-up to Russia's invasion and during the first months of the conflict as the U.S. and its partners rallied to Ukraine's defense.

NAZIs? What NAZIs??
Ukrainian officials have hit back. A statement from Ukraine's Foreign Ministry accused Spartz of spreading "Russian propaganda" and warned her to "stop trying to earn extra political capital on baseless speculation."

U.S. officials gave Spartz a two-hour classified briefing on Friday in hopes of addressing her concerns and encouraging her to limit her public criticism. She declined to discuss the briefing afterward but told The Associated Press that "healthy dialogue and deliberation is good for Congress."

"We're not here to please people," she said. "It's good to deliberate."

Hours later, Spartz gave a Ukrainian-language interview broadcast on YouTube in which she called again for the appointment of an independent prosecutor.

Her public demands on Kyiv reflect the line of a Republican Party wing. They are trying to get President Biden into a zugzwang: to accuse him that he can neither ignore nor fix them without losing ratings.
[...]
When the statements and the first letters of Victoria Spartz appeared, Ukrainian Americanists wondered whether she was acting independently or if it was part of a larger game, a game against Ukraine.
[...]
Therefore, everyone who will start convincingly saying that American assistance can be spent inefficiently in Ukraine and that Biden is to blame for ignoring the lack of control and flaws with democracy will get political points. It doesn't matter if they can provide facts about corruption or only suspicions. It will be enough.

Kyiv needs to build a counter-defense against allegations of fund misuse. It should prove to the Biden administration that American money really works. The U.S. administration has to be sure about it even when it itself cannot monitor it due to the war.

Nuclear power plant maintenance in Germany: Strategy and supervision by the authority | IAEA |

The fundamental Federal law regulating nuclear power in Germany is the Act on the Peaceful Utilization of Atomic Energy and the Protection against its Hazards (Atomic Energy Act) from 1959. The original aim of the Atomic Energy Act was to promote the use of nuclear energy in Germany.

...
In 2010 the Federal Government revised the Atomic Energy Act, in the framework of a national energy policy for the time until 2050. In this context, the lifetimes of German reactors were prolonged for an average of about 12 full power years. But still, nuclear power was regarded as a phase out technology. It was still to be used only for a limited period of time, to support the electricity system during the transition to renewable energy sources.

In the 13th amendment of the Atomic Energy Act of August 2011, the regulator withdrew the longer lifetimes of German nuclear power plants granted in 2010, withdrawing immediately the right to produce electricity of 8 nuclear power plants, and set dates for the termination of operating licenses for the remaining 9 plants up to the year 2022.

Who owns Gazprom Germania (GPG) and what are the Consequences

In 2020, the sales and trading company Wingas - according to the last annual report published in the Federal Gazette - sold around 700 TWh in trading and sales in Germany and neighboring European countries. Its market share in Germany is likely to be around 20 percent. It mainly supplies large industrial companies and municipal utilities. Astora is the second largest storage operator in Germany, with two storage facilities in Rehden and Jemgum. In Austria, it also operates the Haidach storage facility.

....
Immediately after Habeck announced his decision, BNetzA President Klaus Müller commented on his authority's new role only in very general terms: "We are aware of the responsibility for secure gas supplies that this task entails. Our goal will be to ensure that Gazprom Germania is managed in the interests of Germany and Europe. We intend to take all necessary steps to further ensure security of supply. The business of Gazprom Germania and its subsidiaries is to be continued in this sense in a controlled manner."

Germany: The north-south divide in gas supply

The relationship between the north and the south of the country is one of the things that you don't know exactly, but where you can guess how things will continue. In other words, those regions where gas could become particularly scarce. Above all, Bavaria, which is supplied to a large extent via the Austrian gas storage facility in Haidach near Salzburg, is likely to have a problem. Because one of the largest gas depots in Central Europe is already pretty empty, belongs to Gazprom and is also across the border in Austria. A gas shortage will therefore "not be seen in Germany at the same time and not across the board," says VCI expert Rothermel. In the worst case, it would hit the east and south first. The Bavarian Prime Minister Markus Söder (CSU) knows that too. who had recently called for solidarity in Germany as a precaution. "If the Bavarian economy has a problem, then Germany has a problem," he said. Disadvantage compared to the north will "under no circumstances be allowed".

The chemical and pharmaceutical industry is the largest gas consumer

Of course, the German Chemical Industry Association (VCI) also doesn't know exactly how things will continue. But when the members of the association explain their view of the gas supply situation in Germany, it pays to listen more closely, because there are already some certainties. For example: The chemical and pharmaceutical industry needs around 135 terawatt hours of gas a year. Or, to put it another way: With a share of 15 percent, it is the largest gas consumer in Germany.

Österreich will für Bayern wichtigen Gasspeicher anzapfen

Austria's government wants to tap into the gas storage facility in Haidach near Salzburg, which is connected to the German grid, this year. "We have decided that all gas storage facilities on Austrian territory must be connected to our network," said the Austrian Minister for Climate Protection and Energy, Leonore Gewessler (Greens) of the "Süddeutsche Zeitung" (SZ, Monday edition).

"This decision is final," Gewessker added. She expects that "a first connection" to the Austrian gas network will take place "this year". The gas storage facilities in Austria are currently 50 percent full.

The storage facility in Haidach, a district of Straßwalchen north-east of Salzburg, can hold 2.7 billion cubic meters of gas in its storage facilities. But so far Germany, not Austria, has access to the gas there, because Haidach is exclusively connected to the German gas network.

Pump into the "Chemical Triangle"

The so-called Austria Bavaria Gas Pipeline (ABG), which then brings the gas to Bavaria, is fed from the warehouse in Haidach. A major customer is the Bavarian border town of Burghausen, 40 kilometers away, with the so-called "chemical triangle", one of the most important industrial regions in Bavaria. But also private households in Munich , Ingolstadt or Regensburg are partially supplied with the gas from the pipeline. In addition, there are indirect deliveries to the Austrian federal states of Tyrol and Vorarlberg, which are supplied from Germany for geographical reasons.

Most U.S. sanctions imposed before the 2022 Russian invasion of Ukraine were in response to Russia's 2014 invasion and annexation of Ukraine's Crimea region and Russia's support for conflict in eastern Ukraine.  The basis for these Ukraine-related sanctions is a series of Executive Orders (EOs 13660, 13661, 13662, and 13685) that were issued in 2014 and codified by the Countering Russian Influence in Europe and Eurasia Act of 2017 (CRIEEA; P.L. 115-44, Title II; 22 U.S.C. 9501 et seq.), a part of the broader "Countering America's Adversaries Through Sanctions Act" (CAATSA). These Executive Orders provided for sanctions against those that the President determined to have undermined Ukraine's security and stability, misappropriated Ukrainian state assets, or conducted business, trade, or investment in occupied Crimea.

EU decision to label nuclear 'green' is key to energy transition and autonomy | EurActiv |

France has long been Europe's standard bearer when it comes to nuclear energy and now other countries are following its example. With the recent European Parliament vote to include nuclear in a list of green investments, it is essential for investors to act quickly and support EU nuclear projects to ensure energy security, writes Timur Tillyaev.

The blame game has started before winter energy crisis ...

Energy industry: CSU responsible for the emergency in Bavaria

In view of an impending energy shortage, the Association of Bavarian Energy and Water Management (VBEW) blames the CSU for the emergency in Bavaria. And: The German Association of Cities is demanding government grants for the planned gas surcharge.

VBEW Managing Director: State government was afraid of angry citizens

VBEW Managing Director Fischer accuses the state government of being afraid of the population. "She was afraid of the angry citizen who is against everything that affects him in any way. That was the coalition with the citizen à la Seehofer," he said.

"Gas surcharge must not overwhelm people financially"

Due to Russian supply cuts and the rapid increase in import prices, there will be a state gas surcharge surcharge for both companies and private households from October . With the levy, the federal government allows the ailing importers to quickly pass on costs to households and industry despite existing contracts.

The fact is: when it comes to renewable energies, Bavaria is better than any green-governed state.

This graph is simply bullshit, as it doesn't account for land area. It does not support the charge of "Green fake news."

Simplifying a complex energy situation doesn't help, especially if one doesn't know what one is writing about.

The same goes for your comment on the Economist post where they parrot the gas industry who says they can double German gas production in 18-24 months. Your comment was "stupidity to the nth degree" or something inane. You know nothing about the vast increase in earthquakes in western Niedersachsen, where the fracking has plummeted property values. You know nothing about how increased gas use will not stop germany's use of coal, nor about how it would affect germany's long term climate goals.

But mostly you don't know anything about the german push to accelerate the change to a hydrogen economy, and how capital needs to b e directed in that direction, in order to stave off the worst effects of the climate emergency.

You should be writing about how most countries in northern and western Europe are already steadily accelerating the transition from more than two centuries of fossil fuels poisoning society to the most rapid social experiment ever undertaken, the switch to a hydrogen economy.

Looking forward to your diary.

Never pretended to know the situation in Germany, but trying to understand the economic powers moving the transition. Natural gas was intended to cover a number of years for transition to sustainable energy sources which includes H2. Europe has done much to invest in the infrastructure ... the intervention with sanctions from US Congress is detrimental to all of Europe. The war in Ukraine is the icing on the cake for the US fossil fuel lobby.

Western Ukraine was intended to be a major H2 hub for Europe. Stupidity to the nth degree in EU leadership in Brussels. How to wreck the EU-27 economy and destroy the small bit of social fabric left. The poorest will be hit the hardest by free market capitalism. No more war. ☮️

Thanks for your comment ... miss the input about what moves in Germany as fas as political support and economic might. Too much at stake.

My earlier comment ...

Annalena Baerbock's message to America: She's in sync with Biden | Atlantic Council - May 6, 2021 |

In Baerbock's view, the Nord Stream 2 pipeline would violate the spirit of the EU's economic sanctions retaliating against Russian aggression. "This pipeline contradicts our sanctions, so it cannot go in place," she said. "It cannot start."

Baaerbock's reasoning on this point isn't just geopolitical. She instead wants to work with Ukraine to set up a hydrogen pipeline. "We need some hydrogen in Europe to be carbon-neutral in the future," she said. "There's a high potential in Ukraine for renewable energy, for wind and solar. We have already this pipeline there to transfer now fossil [fuel] gas. We can set it up for [a] green hydrogen pipeline in the future."

Lack of gas becomes an electricity problem | Tagesschau |

Around 13 percent of the gas is used to generate electricity. After the nuclear power plants were shut down at the end of the year, this could lead to power supply bottlenecks - even blackouts.

At the energy supplier N-ERGIE in Nuremberg, Rainer Kleedörfer is anxiously looking forward to the coming winter. Since less and less gas from Russia has been coming to us in Germany, the head of corporate development sees the security of supply for his around two million customers at risk: "We expect that we will have to turn off the electricity in individual districts by the hour."

A gloomy scenario that many energy suppliers and public utilities in Germany fear. Because if there is no gas, there could soon not only be a heat problem, but also an electricity problem. The reason is the electricity mix in Germany. After all, almost half of the electricity is generated from renewable energies. But the rest is generated from other sources. A third comes from coal, six percent from nuclear power plants and at least 13 percent from gas.

EU Regulation Liberalization Energy Market

Pretty damaging to consumers especially in the country of conservative Mark Route and his free market political party honoring big, bigger, biggest multinational corporations. No taxation for the super rich ...

Critical utilities were owned by the state or cities for delivery gas and electricity. My contract was with ENECO, it was sold to a Japanese Investment group. So I switched to a green energy group in Holland with wind and solar farms.

My one year contract ended end of January 2022. Got a first offer mid October but I would miss my fulfillment of contact bonus so I stayed. In late fall the prices started to rise and my next offer was end of December (unacceptable high). Surprisingly the prices eased in January and I got a new 3-year offer. I accepted within the hour. Every new contract on the market was quite unattractive as they were for flexible pricing only. 😠.

How lucky are the consumers in England, France and Germany for capping the energy prices. Not so in the Netherlands, an important cause for highest inflation in Europe. Scandalous.

The Hague is putting the pressure on employers not to increase the salaries as that would further exacerbate inflation and the cost of living ... gone through this episode in the seventies. Vivid memories.

Energy pricing

Costs    electricity   gas
2021        0.15      0.77
October     0.23      0.90
December    0.54      1.93
January     0.30      1.59

Proposed monthly payment €630,- in December. 😖 Today it is beyond crazy ... many up to middle income suffer, businesses with gas ovens are shutting down as are industrial companies production based on gas furnaces. This winter will be worse. Germany has a modest regulation for pricing taking a year's average?

I was quite surprised to read the modest energy price and increase by Rhein Energie ...

    Erdgas

The Effects of Electricity Market Liberalisation in the European Union

Since the 1990s, the EU has been trying to liberalise electricity markets. The anticipated benefits were efficiency gains and lower prices for consumers while guaranteeing security of supply throughout the EU and promoting energy efficiency and the use of renewable energy resources. In other sectors, such as the telecommunications industry, liberalisation has led to substantial price decreases.

This thesis analyses the actual impact of liberalisation on competition and electricity prices. Based on a theoretical framework for electricity market liberalisation, the three liberalisation directives adopted by the EU are being examined. Subsequently, electricity prices for private and industrial consumers and competition in wholesale and retail markets in 15 EU Member States are being analysed. The analysis reveals that, although some progress has been made, markets still show a high degree of concentration and electricity prices have generally increased.

PM Mark Rutte an apostle of free-market thinking to the extreme.

Last month, the Netherlands had the highest gas price of all European Union member states, Nieuwsuur reports based on figures from comparison site Energievergelijk.nl.

On average, Dutch households paid 283 euros per megawatt hour (MWh) of gas in July, more than double the average EU household. Gas is also about half the Netherlands' price in neighboring countries, Germany and Belgium.

As I reported earlier, weeks ago.
