Germany's Foreign Minister Annalena Baerbock made an unplanned stopover in Saudi Arabia on Wednesday after her plane was denied permission to fly over Eritrea en route to Djibouti.

Today, the Verkhovna Rada adopted in the second reading the draft law No. 10062 on the creation of an electronic register of those liable for military service.

The Ministry of Defense, presenting the document, focused on protection from cyber threats and digitalization of the work of military structures. Here is a proposal for a fallback plan. Kyiv could raise money by selling bonds backed by future claims for war damages against Moscow. ... Issuing "reparation bonds" would circumvent [] problems. Interest payments could also roll up and only become payable if Kyiv gets compensation...The bondholders would not have a contractual claim on the Kremlin's frozen reserves. CUTTING THE DISCOUNT
One objection to the idea is that the bonds would be so risky that investors would demand a deep discount. So Kyiv wouldn't get anything like the full $300 billion. After all, even if a judicial process awards Ukraine damages, Western governments may be reluctant to transfer the title of Russia's reserves to Kyiv. Ukraine itself might also agree to abandon reparation claims against Moscow as part of some future peace deal.

This is why the ideal anchor investors would be Western governments. They have a lot to lose if Ukraine fails to hold off Russia's assault. They are also well placed to mitigate the bonds' risks. The United States and its allies have the power to determine whether Russia's frozen assets are used for compensation. They will also have a big say on the shape of any peace deal. If Western governments conclude that the Kremlin should get its reserves back, that will be because they conclude the wider gains of peace dwarf the costs of giving up $300 billion.

Preliminary Findings of Fact and Law (abridged)

54. In the Court's view, the facts and circumstances mentioned above are sufficient to conclude that at least some of the rights claimed by South Africa and for which it is seeking protection are plausible. This is the case with respect to the right of the Palestinians in Gaza to be protected from acts of genocide and related prohibited acts identified in Article III, and the right of South Africa to seek Israel's compliance with the latter's obligations under the Convention.

59. The Court considers that, by their very nature, at least some of the provisional measures sought by South Africa are aimed at preserving the plausible rights it asserts on the basis of the Genocide Convention in the present case, namely the right of the Palestinians in Gaza to be protected from acts of genocide and related prohibited acts mentioned in Article III, and the right of South Africa to seek Israel's compliance with the latter's obligations under the Convention. Therefore, a link exists between the rights claimed by South Africa that the Court has found to be plausible, and at least some of the provisional measures requested.

60. The Court, pursuant to Article 41 of its Statute, has the power to indicate provisional measures when irreparable prejudice could be caused to rights which are the subject of judicial proceedings or when the alleged disregard of such rights may entail irreparable consequences (see, for example, Allegations of Genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine v. Russian Federation), Provisional Measures, Order of 16 March 2022, I.C.J. Reports 2022 (I), p. 226, para. 65).

61. However, the power of the Court to indicate provisional measures will be exercised only if there is urgency, in the sense that there is a real and imminent risk that irreparable prejudice will be caused to the rights claimed before the Court gives its final decision. The condition of urgency is met when the acts susceptible of causing irreparable prejudice can "occur at any moment" before the Court makes a final decision on the case (Allegations of Genocide under the Convention on the Prevention and Punishment of the Crime of Genocide (Ukraine v. Russian Federation), Provisional Measures, Order of 16 March 2022, I.C.J. Reports 2022 (I), p. 227, para. 66). The Court must therefore consider whether such a risk exists at this stage of the proceedings.

65. The Court recalls that, as underlined in General Assembly resolution 96 (I) of 11 December 1946, "[g]enocide is a denial of the right of existence of entire human groups, as homicide is the denial of the right to live of individual human beings; such denial of the right of existence shocks the conscience of mankind, results in great losses to humanity in the form of cultural and other contributions represented by these human groups, and is contrary to moral law and to the spirit and aims of the United Nations".

The Court has observed, in particular, that the Genocide Convention "was manifestly adopted for a purely humanitarian and civilizing purpose", since "its object on the one hand is to safeguard the very existence of certain human groups and on the other to confirm and endorse the most elementary principles of morality" (Reservations to the Convention on the Prevention and Punishment of the Crime of Genocide, Advisory Opinion, I.C.J. Reports 1951, p. 23).

66. In view of the fundamental values sought to be protected by the Genocide Convention, the Court considers that the plausible rights in question in these proceedings, namely the right of Palestinians in the Gaza Strip to be protected from acts of genocide and related prohibited acts identified in Article III of the Genocide Convention and the right of South Africa to seek Israel's compliance with the latter's obligations under the Convention, are of such a nature that prejudice to them is capable of causing irreparable harm (see Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar), Provisional Measures, Order of 23 January 2020, I.C.J. Reports 2020, p 26, para. 70).

73. The Court recalls Israel's statement that it has taken certain steps to address and alleviate the conditions faced by the population in the Gaza Strip. The Court further notes that the Attorney General of Israel recently stated that a call for intentional harm to civilians may amount to a criminal offence, including that of incitement, and that several such cases are being examined by Israeli law enforcement authorities. While steps such as these are to be encouraged, they are insufficient to remove the risk that irreparable prejudice will be caused before the Court issues its final decision in the case.

74. In light of the considerations set out above, the Court considers that there is urgency, in the sense that there is a real and imminent risk that irreparable prejudice will be caused to the rights found by the Court to be plausible, before it gives its final decision.

VI. CONCLUSION AND MEASURES TO BE ADOPTED
75. The Court concludes on the basis of the above considerations that the conditions required by its Statute for it to indicate provisional measures are met. It is therefore necessary, pending its final decision, for the Court to indicate certain measures in order to protect the rights claimed by South Africa that the Court has found to be plausible (see paragraph 54 above).

79. The Court is also of the view that Israel must take all measures within its power to prevent and punish the direct and public incitement to commit genocide in relation to members of the Palestinian group in the Gaza Strip.

80. The Court further considers that Israel must take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian assistance to address the adverse conditions of life faced by Palestinians in the Gaza Strip.

81. Israel must also take effective measures to prevent the destruction and ensure the preservation of evidence related to allegations of acts within the scope of Article II and Article III of the Genocide Convention against members of the Palestinian group in the Gaza Strip.

82. Regarding the provisional measure requested by South Africa that Israel must submit a report to the Court on all measures taken to give effect to its Order, the Court recalls that it has the power, reflected in Article 78 of the Rules of Court, to request the parties to provide information on any matter connected with the implementation of any provisional measures it has indicated. In view of the specific provisional measures it has decided to indicate, the Court considers that Israel must submit a report to the Court on all measures taken to give effect to this Order within one month, as from the date of this Order. The report so provided shall then be communicated to South Africa, which shall be given the opportunity to submit to the Court its comments thereon.

84. The Court reaffirms that the decision given in the present proceedings in no way prejudges the question of the jurisdiction of the Court to deal with the merits of the case or any questions relating to the admissibility of the Application or to the merits themselves. It leaves unaffected the right of the Governments of the Republic of South Africa and the State of Israel to submit arguments in respect of those questions.

85. The Court deems it necessary to emphasize that all parties to the conflict in the Gaza Strip are bound by international humanitarian law. It is gravely concerned about the fate of the hostages abducted during the attack in Israel on 7 October 2023 and held since then by Hamas and other armed groups, and calls for their immediate and unconditional release.

The geopolitical significance of BRICS expansion+

Houthis want Red Sea ships to report destinations to avoid attack, 7 Jan toll
The Houthi leader, Mohammed Ali Al-Houthi, proposed defusing what he called the "militarization" of the Red Sea or igniting a war between their militia and the US-led maritime forces in the waters, by demanding that all ships sailing in the area supply them with the requested information.

In a post on X, Al-Houthi said: "Every ship that goes through the Red Sea, Bab El-Mandeb (the strait that connects the Red Sea with the Gulf of Aden), or the Arabian Sea should broadcast the words, 'we have no relationship with Israel.'

Mali, Niger and Burkina Faso are landlocked countries that depend on ports in their ECOWAS neighbours for imports and exports. Leaving the bloc could see an increase in tariffs and could impact the free movement of their citizens and financial flows within the rest of the bloc.

The decision to depart is seen as a major test for current ECOWAS chair Nigeria, whose President Bola Tinubu < wipes tears > has sought to re-assert the country's position as the dominant regional power. ECOWAS, which has been trying to negotiate with the Niger junta leaders, has previously said it was ready to deploy troops to restore constitutional order if diplomatic efforts fail. On the Bipartisan Senate Border Security Negotiations, 26 Jan
For too long, we all know the border's been broken. It's long past time to fix it. That's why two months ago, I instructed my team to begin negotiations with a bipartisan group of Senators to seriously and finally address the border crisis. For weeks now that's what they've done. Working around the clock, through the holidays, and over weekends.

Let's be clear. You don't have to be a Jew to be a Zionist.

What's been negotiated would—if passed into law—be the toughest and fairest set of reforms to secure the border we've ever had in our country. It would give me, as President, a new emergency authority to  shut down the border when it becomes overwhelmed. And if given that authority, I would use it the day I sign the bill into law.

Further, Congress needs to finally provide the funding I requested in October to secure the border. This includes an additional $14.3 billion for Little Israel, $61.4 billion for Big Israel, 1,300 border patrol agents, 375 immigration judges, 1,600 asylum officers, and over 100 cutting-edge inspection machines to help detect and stop fentanyl at our southwest border.

Securing the border through these negotiations is a win for America. For everyone who is demanding tougher border control, this is the way to do it. If you're serious about the border crisis, pass a bipartisan bill, and I will sign it.

The Starlink team said [PDF] it was able to send and receive text messages using unmodified cellphones via orbiting satellites it launched last weekend equipped with DTC capabilities. The phones and satellites communicated with each other using 4G/LTE radio frequency bands belonging to T-Mobile US—with the carrier's permission, natch.

"This validates that our link budget closes, and the system works," the Starlink team said, Xeeting also a pic of two ordinary smartphones in America texting each other via Starlink satellites using T-Mobile US radio spectrum.

We asked the biz for more information about the test, and we'll let you know if we hear back. To be fair to SpaceX, directly connecting an unmodified cellular phone on Earth to a satellite up in space using LTE bands is quite a feat. Dozens of papers by the head of the Dana-Farber Cancer Institute and three senior DFCI [Dana-Farber Cancer Institute] researchers need to be retracted or corrected, the institute affiliated with Harvard Medical School has concluded after a freelance data sleuth alleged that they are "hopelessly corrupt with errors."

A 2 January post by biologist Sholto David on the For Better Science blog flagged 57 papers between 1997 and 2017 [20 YEARS] co-authored by DFCI President and CEO Laurie Glimcher, Chief Operating Officer William Hahn, Senior Vice President Irene Ghobrial, and DFCI center Director Kenneth Anderson.

Well, the level of data forgery is pathetically amateurish and excessive. So much that we could only include a fraction of it into this article, you will have to search Ken Anderson, Bill Hahn, and other protagonists on PubPeer to see how bad it all really is. In fact, it is worse, because we only see the tiny tip of the fraud iceberg—image data duplications, the last resort of a failed scientist after every other trick failed to provide the desired result. Billions of dollars were burned for this cancerous trash science, but it made many academic careers, some got very rich, and entire dynasties established themselves at Dana Farber.
The papers largely cover the basic biology of cancer development and appeared in a range of journals including the top-tier Cell, Nature Medicine, and Science (publisher of ScienceInsider). The allegations were first reported by The Harvard Crimson, the university's independent student newspaper, and then by STAT, which reported that DFCI began to investigate some of the problems a year ago and was planning to take action.
