A meeting of top diplomats of the Group of 20 industrialized and developing nations ended in New Delhi without a consensus on the Ukraine war, India's foreign minister said, as members grappled with deepening rifts in their ranks and held contentious talks dominated by Russia's war and China's moves to boost its global influence.

Subrahmanyam Jaishankar said there were "divergences" on the issue of war in Ukraine "which we could not reconcile as various parties held differing views."

"If we had a perfect meeting of minds on all issues, it would have been a collective statement," Jaishankar said. He added that members agreed on most issues involving the concerns of less-developed nations, "like strengthening multilateralism, promoting food and energy security, climate change, gender issues and counter-terrorism."

India, the world's largest democracy with a population of more than 1.3 billion, has been keen to position itself as a leader of emerging and developing nations - often referred to as the Global South - at a time when soaring food and energy prices as a result of the war are hammering consumers already grappling with rising costs and inflation.  

Those sentiments were front and center during Prime Minister Narendra Modi's opening remarks earlier Thursday, when he spoke of multiples crises the world faces, with less wealthy nations hit especially hard.

Preamble

1. We,the Leaders of the Federative Republic of Brazil, the Russian  Federation, the Republic of India, the People's Republic of China and the Republic of South Africa held the XIV BRICS Summit under the theme "Foster High-quality BRICS Partnership, Usher in a New Era for Global Development" on 23-24 June 2022.

2. We recall that in the past 16 years, upholding the BRICS spirit featuring  mutual respect and understanding, equality, solidarity, openness, inclusiveness, and consensus, BRICS countries have strengthened mutual trust,deepened intra-BRICS mutually beneficial cooperation,and closer  people-to-people exchanges, which has led to a series of significant  outcomes. We reiterate the importance of further enhancing BRICS  solidarity and cooperation based on our common interests and key priorities, to further strengthen our strategic partnership.

3. We are glad to note that despite the COVID-19 pandemic and other challenges, BRICS countries in 2022 have jointly continued enhancing solidarity and  deepening cooperation on, inter alia, economy, peace and security, people-to-people exchanges, public health, and sustainable development  by holding a series of meetings and activities, and contributed to tangible outcomes of BRICS cooperation.

4. We welcome the High-level Dialogue on Global Development at this Summit as  a testimony to the open and inclusive nature of BRICS Partnership including BRICS Outreach/BRICS Plus cooperation. We look forward to the Dialogue injecting new impetus to strengthen international cooperation and solidarity on implementing the 2030 Agenda  for Sustainable Development.
Strengthening and Reforming Global Governance

5. We reiterate our commitment to multilateralism through upholding  international law, including the purposes and principles enshrined in  the Charter of the United Nations as its indispensable cornerstone, and  to the central role of the United Nations in an international system in  which sovereign states cooperate to maintain peace and security, advance  sustainable development, ensure the promotion and protection of  democracy, human rights and fundamental freedoms for all, and promoting  cooperation based on the spirit of mutual respect, justice and equality.

6. Recalling the BRICS Joint Statement on Strengthening and Reforming the Multilateral System adopted by our Foreign Ministers in 2021 and the  principles outlined therein, we agree that the task of strengthening and  reforming multilateral system encompasses the following:

  • Making instruments of global governance more inclusive, representative and  participatory to facilitate greater and more meaningful participation of  developing and least developed countries, especially in Africa, in global decision-making processes and structures and make it better attuned to contemporary realities;
  • Being based on inclusive consultation and collaboration for the benefit of all, while respecting sovereign independence, equality, mutual  legitimate interests and concerns to make the multilateral organizations more responsive,effective,transparent and credible;
  • Making multilateral organizations more responsive, effective, transparent,  democratic, objective, action-oriented, solution-oriented and credible,  so as to  promote cooperation in building international relations based  on the  norms and principles of international law, and the spirit of  mutual  respect, justice, equality, mutual beneficial cooperation and  realities  of  the  contemporary  world;
  • Using  innovative  and inclusive solutions, including digital and technological  tools to  promote sustainable development and facilitate affordable and  equitable  access to global public goods for all;
  • Strengthening  capacities  of individual States and international organizations to  better respond  to new and emerging, traditional and non-traditional  challenges,  including those emanating from terrorism, money  laundering,  cyber-realm, infodemics and fake news;
  • Promoting  international  and regional peace and security, social and economic  development, and  preserve nature's balance with people-centered  international cooperation at its core.

7. We recall the UNGA Resolution 75/1 and reiterate the call for reforms of the principal  organs of the United Nations. We recommit to instill new life in the  discussions on reform of the UN Security Council and continue the work  to revitalize the General Assembly and strengthen the Economic and  Social Council. We recall the 2005 World Summit Outcome document and  reaffirm the need for a comprehensive reform of the UN, including its  Security Council, with a view to making it more representative,  effective and efficient, and to increase the representation of the  developing countries so that it can adequately respond to global  challenges. China and Russia reiterated the importance they attach to  the status and role of Brazil, India and South Africa in international  affairs and supported their aspiration to play a greater role in the UN.

Most members strongly condemned the war in Ukraine and stressed that it is causing immense human suffering and exacerbating existing fragilities in the global economy - constraining growth, increasing inflation, disrupting supply chains, heightening energy and food insecurity, and elevating financial stability risks. There were other views and different assessments of the situation and sanctions. Recognising that the G20 is not the forum to resolve security issues, we acknowledge that security issues can have significant consequences for the global economy.

Mexico City. President Andrés Manuel López Obrador accused the United States of meddling in the internal affairs of Mexico, after statements by the State Department on the controversial electoral reform of the leftist ruling party.

"As is the bad habit, they always meddle in matters that do not correspond to them," said the president at his usual daily press conference, stressing that the expressions of the State Department contradict the idea of President Joe Biden on a footing of "equality "in the relationship between the two countries.

Addressing the Secretary of State, Antony Blinken, López Obrador emphatically assured that "there is currently more democracy in Mexico than in the United States."

"Instead of interfering, acting in a way that interferes in our affairs, if they want to continue with the same policy, then they should deal with what is happening in Peru," he said, denouncing Washington's support for "the coup plotters who trampled on freedoms and democracy in that country".

Last Sunday, after a protest by hundreds of thousands of opponents against the electoral reform and the government of López Obrador, the head of US diplomacy for Latin America, Brian Nichols, considered that these changes "test the independence of electoral institutions and judicial".

Peru coup: CIA agent turned U.S. ambassador met with defense minister day before president overthrown

The US ambassador to Peru, Lisa Kenna, is a veteran CIA agent. She met with the country's defense minister just a day before the democratically elected left-wing president, Pedro Castillo, was ousted in a coup and jailed without trial.

The defense minister, a retired brigadier general in the Peruvian army, ordered the military to turn on Castillo.

The coup triggered massive protests throughout Peru. The unelected regime has unleashed brutal violence, and police have killed several protesters.

Meanwhile, the US government has staunchly supported Peru's coup regime, which has declared a nationwide "state of emergency" and deployed armed forces to the streets in an attempt to crush the protests.

Most Latin American governments have criticized or even refused to recognize Peru's coup regime, including Mexico, Argentina, Bolivia, Colombia, Honduras, Venezuela, Cuba, and several Caribbean nations.

The CIA has organized multiple coups against democratically elected leftist leaders in Latin America, from President Jacobo Árbenz of Guatemala in 1954 to President Salvador Allende of Chile in 1973.

1945-2023 Supreme power of the United States has brought nations anything but stability and peace. NATO and the EU were founded on principles of defense, the Atlantic alliance and economic ties to promote social-democratic governance. In 2022 Joe Biden and neo-colonialism brought a devastating war to Europe.

For the EU-27 the Biden Blitzkrieg should have been recognized as the ultimate division to separate New Europe from the original EEC and EU-12 in the Cold War era. Not Russia broke Europe, but the decades of senseless enduring war on terror by means of state operated terror attacks across the globe. Incoherent foreign policy, dropping allies like flies and bullying your way to prolong the American empire won't last. The pro-Israel neo-conservatism has destroyed the Middle East. American policy resulting in graveyards of nations is beyond evil. Harsh economic sanctions is war by any means and murders tens of thousands every year.

Europe today is unrecognizable following the lessons of freedom post WWII destruction and the symbolic "never again".

The euphoria is over. The Orange revolution in Ukraine flushed away some unpopular figures from the political scene, but was unable to deliver on expectations. Everyday life has not changed much for most of the people. The economy is still in a poor shape, and is suffering from structural issues, obsolete technology, low energy efficiency, etc, inherited from the Soviet era.

When a presidential candidate, Mr. Yushchenko promised to push for Ukraine's integration with the European Union and NATO. Realistically though, Europe is not ready yet to accept Ukraine in the foreseeable future. There are a few reasons for that, both economic and political. First, Europe has already grown eastwards far enough, and now faces a daunting task of bringing a number of former communist nations up to speed.

United Nations: China warns ICC against 'double standards' | DW News |

During a media briefing on Monday, Chinese Foreign Ministry spokesperson Wang Wenbin also called on the ICC "uphold an objective and impartial stance" and "respect the immunity of heads of state from jurisdiction under international law."

China is not a signatory to the Rome Statute, the United Nations treaty which governs the court.

Russia and the United States are among a handful of countries that initially signed the Rome Statute, only to later declare they would not ratify the treaty.

Russian President Dmitry Medvedev also criticized Putin's arrest warrant on Monday.

"They decided to try a president of ... a nuclear power that does not participate in the ICC on the same grounds as the United States and other countries," Medvedev wrote on Telegram.

"The consequences for international law will be monstrous.

Kremlin spokesperson Dmitry Peskov said the arrest warrent was one of a number of "hostile displays" against Putin.

"We note them, but if we took every one to heart, nothing good would come of it. Therefore we look at this calmly, note everything attentively and continue to work," he told reporters.

Justice ministers from around the world are set to convene in London on Monday to discuss ways to scale up support for the ICC's arrest warrant for Putin.

According to Russian lawmaker Mikhail Emelanov, the Hague-based court has discredited itself in the eyes of the world and the decision to opt out would have no major legal impact in Russia.

"This is more of a political step, as the ICC has long shown itself to be a politically engaged institution, and the interests of political expediency have often prevailed over an objective political approach." said Emelanov, who serves as deputy chairman of the parliamentary committee for judicial and state issues.

"We are freeing ourselves from the obligations that are limiting our sovereignty and unbeneficial for Russia, the obligations imposed in the times of illusion, in the early 1990's," he added.

Russia signed the ICC's founding statute in 2000 but never ratified the agreement to join the institution. The US also signed the accord to create the court but did not enter it.

Several African countries are in the process of leaving the court, accusing it of being biased against Africans and protecting Western interests.

I am glad to seize this opportunity to address the friendly Chinese people in one of the largest and most authoritative world media in advance of the state visit of President of the People's Republic of China Xi Jinping to Russia. China's 'Community of Common Destiny for Mankind' (人类命运共同体) or 'Community for Shared Future of Mankind' is back in the news as President Xi Jinping brought up the phrase yet again at the Boao Forum this year. Interestingly, Xi presented a plan of a Global Security Initiative emphasising on our "common destiny". What are the motives and how far can it go?

What is Community of Common Destiny for Mankind?

Community of Common Destiny for Mankind (now, Community with a Shared Future for Mankind) is a foreign policy instrument of the People's Republic of China, put forth for the first time under former President and Chinese Communist Party (CCP) General Secretary Hu Jintao in 2012, but massively popularised under Xi Jinping since 2013. The instrument has become a key tenet of the Xi Jinping Thought on Diplomacy (习近平外交思想).

Hu Jintao used the term "Community of Common Destiny" for the first time in his Report to the 17th National Congress in the context of Taiwan, which was broadened to include the whole of Mankind in  his Report to the 18th National Congress, where Hu noted:

"We call for promoting equality, mutual trust, inclusiveness, mutual learning and mutually beneficial cooperation in international relations and making joint efforts to uphold international fairness and justice. In promoting equality and mutual trust, we should observe the purposes and principles of the Charter of the United Nations, and support equality among all countries, big or small, strong or weak, rich or poor.

We should advance democracy in international relations, respect sovereignty, share security, and uphold world peace and stability. In promoting inclusiveness and mutual learning, we should respect diversity of civilizations and development paths, respect and safeguard the rights of all peoples to independently choose their social system and development path, learn from others to make up for our shortcomings, and advance human civilization. In promoting mutually beneficial cooperation, we should raise awareness about human beings sharing a "community of common destiny".
