U.S. and allies negotiating security guarantees for Ukraine

Ukrainian President Volodymyr Zelenskyy hoped the whole of NATO would provide those assurances and a pathway to membership at the alliance's summit in July.

The Biden administration is working with allies to provide Ukraine with security guarantees, a step that falls short of Kyiv's desire for those assurances to come from NATO.

According to multiple American and European officials, the U.S., Britain, France and Germany -- known as the "European Quad" -- would in essence formalize their military and economic support for Ukraine, keeping it flowing even after the fighting with Russia ends. However, neither a bilateral deal or multilateral agreement would have the legal force of a treaty.

The proposed removal of the Membership Action Plan would provide neither a formal invitation nor a timeline for joining the alliance.

President Joe Biden is "open" to removing a big hurdle to Ukraine's membership in NATO after the war, even if the plan doesn't specify when Kyiv would join the alliance.

According to two U.S. officials, Biden would welcome the removal of a Membership Action Plan, or MAP, for Ukraine's entry into the military alliance. The MAP requires a candidate nation to make military and democratic reforms, with NATO's advice and assistance, before a determination of membership can be made. By removing that requirement, Ukraine would still need to make some pro-democracy changes, but alliance members could at any point afterward unanimously welcome Kyiv into the club.

A formal announcement of the MAP requirement's removal would most likely come at NATO's July summit in Vilnius, Lithuania.

"We are engaging with our NATO allies on this middle ground approach to determine whether it can gain consensus," the senior official said. "We are seeking to find common ground on language that supports NATO's commitment to Ukraine's transatlantic integration."

Ivo Daalder, the U.S. ambassador to NATO from 2009 to 2013, called the MAP-removal idea a "significant" step. "It does mean that you can get to the process of membership much more speedily," he said. "It tells the Ukrainians they are moving closer."

Daniel Ellsberg, who leaked the Pentagon Papers, dies at 92 | NBC News |

Daniel Ellsberg, the history-making whistleblower who by leaking the Pentagon Papers revealed longtime government doubts and deceit about the Vietnam War and inspired acts of retaliation by President Richard Nixon that helped lead to his resignation, has died. He was 92.

Ellsberg, whose actions led to a landmark First Amendment ruling by the Supreme Court (1971), had disclosed in February that he was terminally ill with pancreatic cancer. His family announced his death Friday morning in a letter released by a spokeswoman, Julia Pacetti.

"He was not in pain, and was surrounded by loving family," the letter reads in part. "Thank you, everyone, for your outpouring of love, appreciation and well-wishes to Dan in the previous months. It all warmed his heart at the end of his life."

Until the early 1970s, when he disclosed that he was the source for the stunning media reports on the 47-volume, 7,000-page Defense Department study of the U.S. role in Indochina, Ellsberg was a well-placed member of the government-military elite. He was a Harvard graduate and self-defined "cold warrior" who served as a private and government consultant on Vietnam throughout the 1960s, risked his life on the battlefield, received the highest security clearances and came to be trusted by officials in Democratic and Republican administrations.

How MKO, Israeli regime lure European MPs with money for lobbying

A short verbal exchange recently between a TV presenter and a low-profile politician and former lawmaker from a small country on the periphery of the European Union laid bare a long-standing problem of non-transparent lobbying in the highest EU institutions in Brussels.

A TV host on a popular Croatian talk show asked a guest how she copes with the growing European inflation of 13 percent since she has savings of 700-800,000 Euros in publicly available bank accounts.

This financial data was known to him because the Croatian anti-corruption institutions require that leading Croatian politicians must make their assets publicly available online every year, in order to prevent conflict of interest.

Croatian MP Marijana Petir, the guest on the show, was visibly rattled by the unexpected question.

Revelations

The answer to the question of how a little-known peasant politician accumulated hundreds of thousands of Euros is yet quite simple - it comes from anti-Iranian and anti-Palestinian lobbying for the Albania-based terrorist group MKO and the Israeli regime in the EU parliament.

Just two weeks after entering the EU parliament, she boasted on her private website that she is the only Croatian member of the delegation with close relations with the Israeli regime, and her Zionist rampage was evident throughout her five-year mandate, in the form of tens of examples.

In her speeches, she repeatedly promoted the lie that Palestinians use "human shields," thus whitewashing the Israeli regime's war crimes. She also claimed that the EU's humanitarian aid to Palestine "finances terrorism", equating criticism of Israeli policy viz a viz Palestine with anti-Semitism, and demanding that Lebanon's Hezbollah resistance movement be put on the EU terror list, etc.

She has traveled to the Israeli-occupied territories at least three times, from where she proudly opposed EU labeling of products originating from illegal Israeli settlements in the occupied Golan Heights, Gaza Strip, West Bank and East Jerusalem.

Petir thus ardently defends the apartheid regime responsible for the ethnic cleansing of millions of Palestinian Muslims and hundreds of thousands of Palestinian Christians, but at the same time paradoxically presents herself as a great Catholic concerned about the violations of the rights of Christians in the world.

In one of her freaky rants, she named Iran, Syria and Turkey as allegedly "the most aggressive anti-Christian countries."

MKO ties

There is also ample evidence that points to her close ties with the MKO, a notorious anti-Iranian terrorist organization based in Albania that is responsible for the killings of tens of thousands of Iranians, which Petir indirectly refers to as "Iran's human rights organization" on her website.

She held meetings with Maryam Rajavi, promoted MKO propaganda on her Twitter page, and most importantly, used their disinformation for anti-Iranian presentations in the EU Parliament.

Among numerous anti-Iran speeches is a particularly bizarre one in which she says: "It is well known that the position of women has declined after the revolution," and goes on to cite various fake data from MKO pamphlets, including the alleged "denial of education to girls."

14. Iran nuclear deal (debate)

Marijana Petir (PPE) . - Mr. President, although the intention of the Iran nuclear deal was good in terms of stopping the spread of nuclear weapons and achieving peace, the agreement has not produced the desired results so far.

This is an agreement with an undemocratic regime, a regime that has more than doubled the number of executions in recent years and reached the highest level in the last 25 years.

Violations of human rights, violations of women's rights, as well as minority rights, were left aside in reaching an agreement on the nuclear program and are still on the back burner today, while the Iranian authorities pass even stricter laws against women's rights, and Iran is still the leading executioner of minors who committed crimes.

According to the State Department's annual report, Iran remains the world's leading financier of terrorist organizations and their activities and acts as a destabilizing factor in the Middle East. Iran has made almost no progress, and the parties to the agreement are keeping it quiet for fear of Iran not activating its nuclear program, which cannot be called a partnership.

15. US President Trump's announcement to recognise Jerusalem as capital of Israel (debate)

Marijana Petir (PPE) . - Mr. President, achieving peace in the Middle East is one of the very high priorities, the realization of which neither the European Union nor the United States have contributed to with our activities so far. Achieving peace in the Middle East does not depend on the status of Jerusalem, but on the de-radicalization of the societies there and the establishment of democracy and respect for human rights.

We must note that a number of countries that today oppose the recognition of Jerusalem as the capital of Israel are essentially opposing the existence of the State of Israel as a Jewish state. This takes on an additional dimension in light of the recent terrorist attacks on the Jewish community in Jerusalem, but also in Sweden, where an anti-Semitic protest and a bombing of a synagogue took place. These are real problems, the solution of which we must approach with due seriousness, because for too long the European Union has been indifferent to the situation in the Middle East, as well as to the radicalization that is happening on its soil.

I believe that President Trump, deciding on a proactive American policy in the Middle East, looked at all aspects of his decision and that, in cooperation with Saudi Arabia and other Sunni states, he reached a certain level of agreement by recognizing Jerusalem as the capital of Israel.

Such a decision should not be seen as opposing the position of the European Union and the solution of two states for two peoples. On the contrary, I would like to hope that this will encourage all parties to act more quickly and efficiently and that Jerusalem will continue to be and remain the holy city of Christians, Jews and Muslims.

Friends,

Good afternoon.

I am delighted to attend the opening of the National Peoples' Diplomacy Centre of the Shanghai Cooperation Organisation in Russia, created at the initiative of the Eurasian Peoples' Assembly. I would like to use this occasion to express gratitude to the assembly members and its Secretary General, Andrey Belyaninov, for this much needed, interesting and promising initiative.

The operation of the National Centre will undoubtedly help to strengthen friendship and cooperation between the general public of the SCO countries and to promote an objective view of Russia in the SCO space and beyond it. The centre will be fully based on fundamental SCO principles, such as openness, mutual trust, equality, non-directedness against third countries, respect for cultural diversity and a striving for joint constructive development.

The SCO is a pillar of the evolving multipolar world, based on the UN Charter, the philosophy of equal and indivisible security, and the right of nations to choose their future themselves. Our organisation is an excellent example of truly multilateral diplomacy. Countries with different political systems and distinctive values and traditions are effectively collaborating within the framework of the organisation in many areas. There are no drivers or driven among our countries, which take decisions by consensus. We apply in practice a fundamental principle of the UN Charter, namely, the sovereign equality of states.

It is no accident that more countries are willing to develop ties with the SCO. At the upcoming meeting of the SCO Heads of State Council on July 4, we will formalise the full membership of Iran, sign a memorandum of obligations for Belarus and launch the procedure for its full accession to the Shanghai Cooperation Organisation.

We welcome the new dialogue partners of the SCO. Together with the new members and dialogue partners, the SCO space covers territory from Europe and the Middle East to South and Southeast Asia. We also continue to discuss additional applications from interested countries.

Our current priority is to make use of this powerful and ever-growing potential. A process of comprehensive improvement of the SCO's activities with due regard for the new geopolitical realities has been launched at Russia's initiative. Its goal is to further improve the standards of our cooperation in politics, the economy, security and culture, and to build up the efficiency of permanent SCO bodies. We are prioritising the substance and parameters of cooperation with dialogue partners and other external parties.

The organisation's legal framework and constructive groundwork are sufficient for building up joint efforts against security threats and challenges. The existing policy documents and concepts promote effective trade, economic and investment cooperation. The SCO member states continue working to promote their transport, logistics and infrastructure connectivity, to strengthen their food and energy security, as well as to protect themselves from the effects of the Western countries' illegal unilateral measures.

We are working together to realise our achievements in practical projects in the common SCO format. Another pillar of the SCO is our humanitarian relations. I would like to mention the dynamic development of our ties in culture, healthcare, science, education, tourism and youth affairs. I have no doubt that the SCO's National Peoples' Diplomacy Centre in Russia will make a substantial contribution to the development of our cooperation in these areas.

As far as I know, the successful experience of similar organisations operating in China, Kyrgyzstan, Tajikistan and Uzbekistan was considered during the establishment of this centre in Russia. The Foreign Ministry is willing to provide all-round support and assistance to the development of such a mechanism and centre in Russia. We are ready to work closely with all SCO countries towards strengthening its prestige and promoting the ideals of a fair and democratic multipolar world.

Since becoming the world's most powerful country after the two world wars and the Cold War, the United States has acted more boldly to interfere in the internal affairs of other countries, pursue, maintain and abuse hegemony, advance subversion and infiltration, and willfully wage wars, bringing harm to the international community.

The United States has developed a hegemonic playbook to stage "color revolutions," instigate regional disputes, and even directly launch wars under the guise of promoting democracy, freedom and human rights. Clinging to the Cold War mentality, the United States has ramped up bloc politics and stoked conflict and confrontation.

It has overstretched the concept of national security, abused export controls and forced unilateral sanctions upon others. It has taken a selective approach to international law and rules, utilizing or discarding them as it sees fit, and has sought to impose rules that serve its own interests in the name of upholding a "rules-based international order."

This report, by presenting the relevant facts, seeks to expose the U.S. abuse of hegemony in the political, military, economic, financial, technological and cultural fields, and to draw greater international attention to the perils of the U.S. practices to world peace and stability and the well-being of all peoples.
