Rapid Support Forces (RSF) ('al-Quwat al-Da'm al-Sari' in Arabic, or RSF) is a Sudanese government force under the command of the National Intelligence and Security Services (NISS). The RSF was created in mid-2013 to militarily defeat rebel armed groups throughout Sudan.
and allied Arab militias summarily executed at least 28 ethnic Massalit and killed and injured dozens of civilians on May 28, 2023, in Sudan's West Darfur state, Human Rights Watch said today. Many of these abuses committed in the context of the armed conflict in Sudan amount to war crimes.
Several thousand fighters of the RSF, the independent military force that has been in armed conflict with the Sudan military since April 15, and Arab militias attacked the town of Misterei, home to tens of thousands of mainly ethnic Massalit residents. The assailants killed men in their homes, on the streets, or in hiding, and fired on fleeing residents, killing, and injuring women and injuring children. These forces then pillaged and burned most of the town, forcing thousands of residents to flee across the border to Chad.
"Since the conflict in Sudan broke out in April, some of the worst atrocities have been in West Darfur," said Jean-Baptiste Gallopin, senior crisis and conflict researcher at Human Rights Watch. "The mass killings of civilians and total destruction of the town of Misterei demonstrates the need for a stronger international response to the widening conflict."
Sudan's warring parties should stop attacking civilians and allow safe aid access. The Office of the Prosecutor of the International Criminal Court (ICC) should investigate these attacks as part of its Darfur investigation.
During a research trip in June, Human Rights Watch interviewed 29 survivors of the Misterei attack who had fled into neighboring Chad. An analysis of satellite imagery and fire detection data shows that six other towns and villages besides Misterei in West Darfur, including Molle, Murnei, and Gokor, were also burned down. Names of people interviewed are withheld for fear of reprisals.

Sudan has been without a functioning government since October 2021, when the military dismissed Prime Minister Abdalla Hamdok's transitional government and declared a state of emergency in a move decried by political forces as a "coup."
The transitional period, which started in August 2019 after the ouster of President Omar al-Bashir, is scheduled to end with elections in early 2024.

CAIRO, Egypt (AP) -- Sudanese and Israeli officials will meet in the coming weeks to discuss a package of cooperation deals to "achieve the mutual interests of the two peoples," Sudan's Foreign Ministry.
The ministry statement came three days after US President Donald Trump announced that Sudan would start normalizing ties with Israel. The statement said the deals would cover agriculture, trade, aviation and migration, but did not provide details on the timing or location of the meetings.
Prime Minister Benjamin Netanyahu's office said that Israel was "sending $5 million worth of wheat immediately to our new friends" in Sudan.
The normalization deal came with another pledge by Trump to remove Sudan from the list of state sponsors of terrorism. The US has linked de-listing Sudan to the deal to normalize ties with the Jewish state.

Both deals would open the door for Sudan to get international loans and aid. Sudan needs these to revive its battered economy and rescue its transition to democracy, following a popular uprising last year that led the military to overthrow longtime autocrat Omar al-Bashir.
Sudan's economy has suffered from decades of US sanctions and mismanagement under al-Bashir. The transitional government has been struggling with a huge budget deficit and widespread shortages of essential goods, including fuel, bread and medicine. Annual inflation soared past 200 percent last month, as prices of bread and other staples surged, according to official figures.
Sudan's Foreign Ministry said that the US would also work with its international partners to relieve the country's foreign debt, which exceeds $60 billion. Both the US and Israel would also help Sudan "consolidate its democracy, enhance food security... and fight terrorism," it said.
Sudan has agreed to designate Lebanon's Hezbollah movement as a terrorist organization, something that Israel has long sought from its neighbors and others in the international community, a senior US official said.
