British Prime Minister Rishi Sunak said India's diversity and its extraordinary successes means it is the "right country" at the "right time" to hold the G20 presidency. In an interview to PTI, Sunak hailed Narendra Modi's leadership over the last year and noted that India's presidency of the bloc came when the world is facing innumerable challenges.

When Joe Biden convened his virtual Summit for Democracy today, Narendra Modi was among the attendees. The Indian prime minister is the steward of the world's largest democracy. Any conversation about global democratic decline, and what can be done to reverse it, would be incomplete without his participation.

Modi's involvement in the summit nevertheless looks odd--even awkward--considering the role that he has played in precipitating democratic decline. Since coming to power in 2014, Modi has overseen a steady transformation of India from the secular democracy envisioned by its founders into a majoritarian, Hindu-nationalist state--one that demonizes its minority groups, undermines civil liberties, and crushes dissent.

Russia's Foreign Minister Sergei Lavrov -- who is due to represent Russia at G20 leaders' summit in place of Putin -- reportedly warned there will be no general declaration at the meeting in New Delhi if Russia's position is not reflected.

The Kremlin insists that its invasion of Ukraine is a "special military operation" in an existential war against the West that's determined to take down Russia.

Domestic setback?

This could well be a setback for Modi's government, which has convened more than 200 G20 meetings in more than two dozens cities across India.

"It's actually quite brilliant and one has to give him and the BJP credit for making an event that is usually elitist and esoteric, and a rotating presidency that is routine into something the whole country can understand and be proud of," CFR's Miller said, referring to Modi's ruling Bharatiya Janata Party.

More than just lining streets with banners and signs that injected plenty of visibility to the various G20 meetings, Modi has also used these meetings to clean up host cities, promote local products and more.

"At the national level, [Modi] is trying to portray this as a great recognition that India has arrived under his under his prime ministership," Eurasia Group's Chaudhuri said. "I think the messaging has been strong, but the reception is harder to work out, it's harder to quantify."

The biggest risk for Modi is the lack of tangible multilateral accomplishment out of the G20 presidency after all that has been done and invested, possibly with an eye on boosting the legacy and standing of his Hindu nationalist BJP after a decade in power and ahead of national elections next year.

India's hosting of the G20 Summit does, however, provide a case where domestic and external interests come together for the Chinese decision to downgrade its participation. New Delhi's own assertive foreign policy and domestic dynamics in many ways challenge a lot of what China is trying to promote in terms of narratives at home and abroad.

Consider, for example, China's objection to the insertion of the Sanskrit expression 'vasudaiva kudambakam' in G20 documents. The meanings or implications of the phrase are less the issue than the fact it is one that reminds the world of India's own long history and civilisational heritage, making India-China comparisons inevitable.

For a country and a political party with an acute sense of history and a record of exploiting, or abusing, it to protect and promote regime interests, the CPC understands well New Delhi's approaches. From Beijing's perspective, India-China comparisons would mean a relative lowering of China's status when its objective is to make it look like the only dyad in the world that matters is the US-China one.

Meanwhile, Xi is also absent from meetings around the 43rd ASEAN Summit and related meetings in Jakarta, Indonesia just before the G20 Summit as is United States President Joe Biden. Interestingly, China's Global Times ran an editorial interpreting Biden's absence as a good thing that would prevent focus on "geopolitical and security rhetoric", without explaining why Xi too was missing and had sent Premier Li Qiang in his stead.

Lavrov says West sought to undermine constructive work at East Asia summit | TASS |

Western countries sought to undermine constructive work at the East Asia Summit by using every excuse to bring up the issue of Ukraine, Russian Foreign Minister Sergey Lavrov said following talks with Bangladeshi Foreign Minister Abul Kalam Abdul Momen.

"The 'Western collective' with the participation of some of their partners from the Asian part of this summit tried every possible way to undermine the constructive work, using various pretexts to raise the Ukrainian issue at one angle or another," he said.

Lavrov said that the summit "was a success thanks to the tremendous work done by the Indonesian chairmanship." The minister also said Russia supports "the chairmanship's efforts to ensure the focus of all participants on those issues that are on the agenda <...> of the forum."

"This is above all the acceleration of sustainable development of the countries in the region, solving problems in the field of food and energy security, improving emergency preparedness, the adoption of the digital economy and much more," he continued.

"As a result, the declaration that was endorsed at the summit this morning aims all ASEAN countries and their eight partners, this is the makeup of the East Asia summits, to address these very issues."

The minister also stated that attempts to undermine the work of the summit were stopped and it was made reaffirmed that "the East Asia summits will continue to pursue their previously agreed agenda, which does not include problems of geopolitical scale <...> and does not deal with the settlement of any crisis and conflict situations."

"Ultimately, what prevailed was the spirit of ASEAN, which remained true to its principles of seeking a balance of interests and consensus," he said.

Despite absence of Putin and Xi, India hopes to use summit to consolidate position as major global player

According to activists and residents, nine of New Delhi's homeless shelters, as well as several slum clusters housing thousands of families in the heart of the city, were razed as part of a beautification strategy ahead of the high-profile G20 leaders summit coming up on Saturday and Sunday.

Another resident, Pradeep Kumar, was on the verge of tears while staring at the rubble where the riverside shelter used to stand as he described the loss of the only caring community he had ever known.

"How would you feel if your home was destroyed? I have no one else in this world but I was able to stay here," Kumar said, gesturing to where the shelter was located. "Now that it is destroyed, where can I go?

"All I need is a place to sleep."

Observers say divisions over Ukraine, climate change make joint G20 communiqué unlikely | CBC News |

With the G20 assembly still split over the war in Ukraine and other burning issues, such as climate change, experts don't hold out a lot of hope for a similar outcome this year.

This is the first G20 since a recent move spearheaded by China to expand the BRICS -- a group made up of Brazil, Russia, India, China and South Africa that sees itself as a counterweight to the G7 within the G20. Argentina, Egypt, Ethiopia, Iran, Saudi Arabia and the United Arab Emirates have been invited to join.

While a consensus outcome at the G20 appears unlikely, Canada hopes to make progress at the ASEAN summit toward completing a trade agreement with Indonesia and the region as a whole.

"We are aware of the criticism of Canada as a sometimes friend that sometimes shows up and then disappears," said the senior government official. "Not anymore."
The official said that since Canada is now officially a strategic partner of ASEAN, "we will be back every year."

Getting Southeast Asia's attention

Canada's priority going into the ASEAN summit is to make sure Southeast Asia's leaders see this country as a prime candidate for trade relationships, government officials said. At least one Canadian minister has joked that international leaders don't wake up thinking of Canada.

"That may be nowhere more true than it is in Southeast Asia, which is very far from Canada geographically," said Jeff Nankivell, president and CEO of the Asia Pacific Foundation of Canada.

"These summits are an important occasion to get the attention of leaders in the region."

Nankivell said Canada is keen on Southeast Asia because of its agri-food export potential -- the region is experiencing acute food security problems, made worse by the war in Ukraine -- while the region is interested in Canada as a provider of clean tech services and goods.

India in the middle

The host country India, which is both a member of BRICS and a country with strong ties to the West, can be expected to pursue a middle ground and push for the interests of developing countries, especially on climate change and food insecurity.

That will involve pressing developed countries like Canada to finally pony up the $100 billion they promised to help developing countries mitigate the effects of climate change.

Discussions of food insecurity will be trickier since they lead inevitably back to the war in Ukraine -- specifically Russia's refusal to renew the deal that allowed Ukraine to continue exporting grain from its Black Sea port.

And unlike last year's G20 summit in Bali, Ukrainian President Volodymyr Zelenskyy was not invited to appear by video at this one.

Such an outcome hinges in part on face-to-face talks between Sunak and Indian Prime Minister Narendra Modi, scheduled for Saturday in New Delhi. UK officials are hoping that the star status enjoyed by both Sunak and Murty in India will cut through with the public and help the prime minister secure concessions from his Indian counterpart, Narendra Modi. Sunak and Modi will hold a bilateral meeting during the weekend, at which Sunak is expected to press for a trade deal before the end of the year as well as for India to take a tougher stance towards Russia.

Reminisces for old times' sake ...

President Biden, Chinese President Xi Jinping Set To Meet In San Francisco Next Month

While both President Biden and President Xi have met before, an in-person meeting between the two hasn't happened since a G20 meeting in Bali, Indonesia last November. Since then, tensions have remained high between the two countries, especially following a June incident in which Biden called President Xi a "dictator" and an incident in February when a Chinese spy balloon moved across Canada and the United States before being blown up by an F-22 off the coast of South Carolina. There are also continuing issues, such as concerns of agreements between Russia, China, and North Korea in the past year and the escalation of military exercises nearby Taiwan.

However, the Asian-Pacific Economic Cooperation (APEC) meeting next month is to be a rare time when leaders and representatives of many Pacific rim nations get to meet. And with San Francisco due to host, it offers the even rarer chance to have a Chinese leader visit a city outside Washington for a meeting or conference. While a meeting between Biden and Xi has been floated several times, the APEC conference proved too good of a chance, and on Thursday, the White House said that a meeting was currently in the planning stages.

"Nothing has been confirmed yet," stressed one White House official, who also noted that a date and location within San Francisco have not yet been confirmed.

'Old friends?' For Xi and Biden, not necessarily

Chinese leader Xi Jinping greeted U.S. President Joe Biden as "old friend" at the start of their first video meeting, using an expression that Biden has pushed back on.

In China, the expression "lao peng you" connotes fondness and shows a level of familiarity and trust, and when said by Xi, 68, reflects a shared history that dates to August 2011, when the two held hours of conversations and travelled in Sichuan province - before either had reached the highest office.
